Background Information

The World Bank is financing  an East Africa Skills for Transformation and Regional Integration Project (EASTRIP), which initially involves three East African countries  including Ethiopia, Kenya, and Tanzania. The Project’s development objectives are to increase  access, improve the quality of TVET, and facilitate  regional integration The objectives and results will be achieved through

  • Strengthening 16 selected Regional TVET flagship institutes out of which 7 are found in Ethiopia; and Kombolcha Polytechnic College is one of the institutes.
  • Creating national TVET enabling environment and
  • Enhancing regional collaborative capacity in TVET and project coordination.

At the Institute level, the objectives of the project will be achieved through

  • Strengthening governance and management
  • Institutionalizing industry links;
  • Developing market relevant and competency-based training programs;
  • Training of TVET managers and teachers/trainers;
  • Provision of key training facilities and equipment;
  • Outreach and support for non-project national TVET institutes

Kombolcha Polytechnic College has been selected to be one of beneficiary institutions in Automotive Technology that makes KPC Flagship TVET Institute by increasing quality of vocational education and training,

Establishing the Project Implementation Unit (PIU) is one of the primary task to coordinate and effectively implement the project. Kombolcha Polytechnic College hereby invites applications from qualified candidates for the position of Industry Liaison Specialist. Duty station is at Kombolcha Polytechnic College and reports to the Project Coordinator.

Scope of the work/assignment

The Industry Liaison Specialist  is responsible for pre –TVET guidance and counselling which is targeting the future potential entrants of TVET at secondary education level; effective guidance and counselling service to the enrolled trainees; strengthening the industry- TVET linkage; job placement; and conducting tracer study.

Duties and responsibilities

  • Provide awareness – orientation about TVET on the context of its advantage for employment, job opportunity and business creation, career paths, types of occupational standards and levels and provide pre-registration occupational counselling
  • Collaborate with industry partners to provide internships, mentors, and workplace learning experiences
  • Coordinate on-site workplace learning Experiences at industry/Employer Partners Facilities: Plan pre-work and engaging on-site visits for trainees that provide insight into the workplace and jobs that trainees  are working toward and align with what trainees are learning in the institute;
  • Engage in professional growth and development opportunities for teachers/trainers to keep abreast of current and emerging careers in a rapidly changing workplace;
  • Conducting tracer study research in collaboration with industry and institute partners representatives;
  • Assisting students to participate the national qualification certificate assessment
  • Facilitate the establishment of industry “training bases” and sharing of technology and production equipment for industries & partners; and
  • Provide vocational counselling and guidance service: provide career related supports, employment and job search related guidance, information and guidance on career path and job opportunities.

Key Performance Indicators

  • Timely implementation of annual work plans.
  • Knowledge sharing meetings held.
  • Reports on capacity building initiatives and tangible outputs of the trainings.
  • Comprehensive reports on Disbursement Linked Indicators and Results (DLIs/DLRs) and the long-term impact of the project with regard to coordination

Contract Duration

The expert is expected to commence services initially for 1 year. The assignment is likely to be extended for a period of 4 more years depending upon satisfactory performance of the outputs envisaged in the TORs.

Job Requirements

Academic Qualifications

  • Bachelor’s Degree in fields related to TVET or engineering fields including automotive technology or mechanical engineering.

Work Experience

  • At least 6 years working experience of management of TVET program or as senior technician in EASTRIP priority industries
  • S/He must have served at least 4 years at a senior position in TVET program/project management, preferably managing training and capacity building programs/projects management,
