Job Background/Summary:
The Joint Emergency Operation (JEOP) is an emergency food distribution program in Ethiopia targeting transitory or acute food insecure households in over 80 USAID approved woredas through a project participant targeting process led by the Government of Ethiopia\u0027s (GoE) National Disaster Risk Management Commission (NDRMC). JEOP helps to ensure that the most vulnerable households have sufficient access to food to meet their emergency food needs. On average, JEOP serves as a food pipeline for up to 33% of the emergency-affected parts of Ethiopia. The JEOP operational area has traditionally covered the highlands of eastern Tigray and Amhara regions to the North, as well as the eastern highlands and lowlands of eastern Oromia Region, with additional locations in the lowland Rift Valley of central Oromia Region and eastern Southern Nations, Nationalities and People\u0027s Region (SNNPR).
CRS seeks a qualified candidate to serve as Deputy Chief of Party (DCoP/Program Quality) to oversee technical program quality coordination of the JEOP Program. The DCoP/Program Quality will be responsible for overseeing the program technical team, assuring program quality, and be in regular contact with each partner, ensuring communication on concerns about performance, harmonizing approaches, standardization and progress on targets. In particular, the DCoP/Program Quality will work with JEOP partners\u0027 Program Managers to develop common technical strategies and approaches for each of their intervention areas and ensure that activities are implemented in an integrated manner across the consortium to achieve maximum program impact.

SPECIFIC DUTIES INCLUDE:
Strategic planning and coordination

  • Coordinate with JEOP partners to achieve high levels of program quality through technical oversight and guidance; consortium-wide learning; and effective management of human, material and financial resources as per USAID/FFP regulations
  • Assist the COP to review progress in the implementation of the JEOP according to the proposal, budget, detailed implementation, annual work-plans, and agreements with the donor and that the program is implemented according to proposed technical design, quality standards and reporting schedules
  • Lead and support JEOP program staff in developing and implementing efficient technical service delivery that may consist of capacity building, feed-back mechanism from the consortium partners and performance monitoring system to measure progress
  • Provide strategic leadership and support to the Cash project manager for the development, implementation and documentation of the cash programming activities, including but not limited to the identification of financial service providers, registration of beneficiaries, distribution of cash, and reconciliation of cash transfers
  • Lead the development of quarterly progress reporting and annual PREP submission to USAID/FFP, coordinating with the COP/other DCOPs and consortium partners to provide relevant updates and information
  • Ensure the effective and full integration of program interventions across technical sectors, including the integration of cross cutting strategies regarding protection, gender, youth, and sustainability

Program Quality, Monitoring and Learning

  • Provide technical direction to program quality activities/innovations (including MEAL, protection/PSEA, early warning, cash transfer programming)
  • Assist COP to facilitate JEOP program implementation, and ensure quality of products including early warning reports, appropriate cash transfer values and distribution mechanism, technical training modules, monitoring and evaluation reports, and compliance with agency and donor standards
  • Manage a team of technical staff who will coordinate and lead implementation of all the program quality activities with consortium partners
  • Identify innovation, including the use of ICT4D, in the respective technical areas and facilitate its adaptation and application within the context of the JEOP with all consortium partners
  • Ensure that JEOP technical working groups meet on a regular basis, identify lessons learned, solve problems and harmonize approaches
  • Explore different modalities to improve the turnaround responses of the feedback mechanism to respond to M&E findings on program implementation and ensure corrective actions
  • Enhance cross-learning within consortium through review reflections, exchange visits, exchange of staff and other practical ways
  • Provide services for specific program activities on behalf of consortium members, including (but not limited to) short term and long term consultancies, research studies and visits of donors and others

Representation

  • Support Chief of Party to liaise between JEOP and other stakeholders from Government, USAID, international agencies and NGOs, JEOP consortium partners, EARO and CRS HQ
  • Represent JEOP at external meetings and different fora as related to the technical areas of the program, notably early warning, protection and cash programming, and ensure the point of view and experience of JEOP implementation is shared with others

Supervisory Responsibilities: Directly supervises JEOP MEAL technical advisor, JEOP early warning technical advisor, and cash project manager. Contributes to the workplan of the ICT4D officer.
KEY WORKING RELATIONSHIPS
Internal: Chief of Party, JEOP DCOPs, JEOP team members, Country Representative, Head of Programs, Head of Operations, other CRS Ethiopia program and operations team members
External: Program Managers of Consortium Members, technical service providers, USAID, UN agencies and technical working groups, government of Ethiopia

Knowledge, Skills and Experience:

  • Knowledge and experience in Title II program areas of emergency food distribution, program monitoring and evaluation, consortium management, recovery
  • Additional demonstrated ability to lead a technical team in one or more of the following technical areas: early warning analysis, cash programming, health and nutrition, and MEAL
  • Minimum three years\u0027 experience in Africa in a senior position that demonstrates mentoring national staff to achieve program results
  • Demonstrated ability to work both strategically and at an appropriate level of detail to lead a complex program and consortium, excellent analytical skills
  • Personal qualities include flexibility, persistence, and ability to work well with people and cross cultural skills
  • Demonstrated capacity to understand the current best practices and challenges while coordinating to implement JEOP program strategies through a participatory approach
  • Excellent partnership skills and the ability to interact effectively with donors, collaborating agencies, and local partners demonstrated through close work experience with international PVOs
  • Computer literate, with strong knowledge of MS Office applications, spread sheets, database programs, and statistical software packages

Travel: Willingness to travel approximately 40-50% of the time to remote areas of the country

QUALIFICATIONS

  • A Master\u0027s degree in International Development, Social Science or related technical field with a minimum of 4years\u0027 experience with CRS or other humanitarian agencies

  • 7 or more years\u0027 relevant management and technical experience.
  • 5 years\u0027 experience managing donor funds, including multi country grants. Strong knowledge and experience in budget management.
    • Knowledge of USAID and USG grant regulations and procedures
    • Prior management of USAID funding required; knowledge of Title II policies and procedures preferred
    • Experience in consortium management is preferred

    Language: English, excellent written and oral communication skills in English.
