The Eastern Nile Subsidiary Action Program (ENSAP) of the NBI is launched by Egypt, Ethiopia, and Sudan to initiate concrete joint investments and action on the ground in the Eastern Nile sub-basin in the areas of power generations and interconnection, irrigation and drainage, flood preparedness and early warning, watershed management, development of planning models and joint multipurpose programs. ENSAP is governed by the Eastern Nile Council of Ministers [ENCOM] and implemented by the Eastern Nile Technical Regional Office [ENTRO] in Addis Ababa, Ethiopia. Funding for ENSAP accrues from Eastern Nile countries and varied bilateral and multilateral development partners.

Under the EU BMZ Project “Support to transboundary water cooperation” the implementation of “NBI Communications and Stakeholder Strategy” – which guides the work of all 3 NBI centers is being supported.  With this Term of Reference ENTRO intends to hire a Junior Communication Officer to support the implementation process. This position is local recruitment and will be filled by Ethiopian nationals and recruited as National Professional Staff.

Key Responsibilities:

1.1 Advocacy Communication: This includes preparing various print or audiovisual (e.g. documentary preparation) that highlight common basin issues and risks or potentials. Such common basin issues that might the focus of advocacy communication may include: growing water scarcity; biodiversity loss and ecosystem degradation; land degradation and soil erosion; water quality; potential for sustainable management of basin resources thru ecotourism-cum-livelihood restoration, etc.

1.2 Corporate Communication: This is communication aiming at improving the corporate image of ENSAP and enhancing visibility among member countries (including local communities, water resources related entities such as research and academic institutions) and the broader support base of ENSAP, especially among program funders and key Nile water users (utilities; irrigation farms; municipalities, industries, navigation, fishery, etc.).

1.3 Internal Communication: This communication is essential to build team work within ENTRO and the NBI family. Internal communication is not limited to sharing event colanders and happenings, but is also a legitimate avenue to educate and share technical and professional ideas among the NBI/ENTRO Family.

1.4 Social Media:  Social media has proven a useful tool to follow up and sustain networks we have created with stakeholders, more so with EN journalists who have taken part in our activities and cover wider Nile Basin issues.

1.Web-site/web portal: Improving the accessibility of ENTRO website for the general public and ENTRO website navigability for specialized users and the link of these to the Nile-IS is critical to create an integrated system. Work on sorting and uploading ENTRO/ENSAP data and information has been completed. The website is the first ENTRO portal to the outside world, hence a communication conduit too. The work also includes regular updating the ENTRO website on the IKP (the Integrated Knowledge Portal) as well as collaborating with ENTRO librarian to communicate project deliverables via the Document Repository System.

1.6 Media Monitoring: Regular monitoring and analysis of select Eastern Nile Media outlets on matters pertaining to the cooperative management and development of the common Nile water resources is critical for ENTRO’s strategic communication and responsiveness.

2.2 Terms of Employment: Initially for 1 year, with 60 days probation period and renewable subject to satisfactory performance and availability of funds. The workstation is ENTRO in Addis Ababa, Ethiopia and it may require travel outside locally or regionally

Job Requirements

Required qualifications: The Candidate shall have a minimum of BA/BS degree in either of the following:  Communication/Journalism, international relations, water resources, environment, and literature.

2.1 Skills, Experience: The Candidate shall have a minimum of 3 years of work experience. Excellent command of English; good writing skills is a requirement. The Candidate should have good social media and photography skills.  The candidate is expected to be versatile, willing to work in a fast-paced multicultural environment, and shall be a team player. The candidate shall also be familiar with Nile Basin-related social, political, and environmental issues, preferably transboundary water resources-related management and development/investment.
