Organizational Description

 The Ethiopian Medical Association (EMA) is one of the first professional associations in Ethiopia. The Association has been formally established on July 2, 1962 G.C with 100 founding members and through a formal charter granted to it by the then Emperor Haile Selassie I and is member of World Medical Association since 1994 G.C.

EMA’s head office is based in Addis Ababa and has a presence in five regions represented by its nine regional branch offices (Gonder, Mekelle, Bahir Dar, Dessie, Jimma, Adama, Harare, Hawassa and Arba Minch). EMA has been operational for over 57 years on promoting quality of medical service in Ethiopia and evidence-based medicine through publishing the Ethiopian Medical Journal (EMJ). The mission of the association is to: Ensure that the community gets quality health service and care; Promote the highest standards in medical education, science, art and practice and Ensure the rights and benefits of medical professionals (doctors) and act as their voice

Thus, the association would like to invite experienced and competent candidates for the  listed vacant post of Continuous Professional Development (CPD) and health workforce regulation advisor

Job Summary

Under the supervision of the project manager-HWIP, The Continuous Professional Development/training advisor, works towards the result areas HWIP stated under the scope of work of the EMA i.e. national system for health workforce regulation strengthened, Ensure accountability and responsibility in health care (Medical Ethics, Malpractice and Medico legal Issues)and serves as the key technical personnel of EMA in leading, managing and facilitating core activities related to medical education, CPD and training as stated in the strategic plan of the association. Closely works with and provides technical support to standing and ad-hoc committees, working groups to expedite EMA’s mission and respond to technical inputs needed by various sectors.

S/he is also expected to maintain excellent relationship with partners and stakeholder and particularly works closely with MOH, MOSHE, HERQA, Medical schools, Networks/working groups, advisory committees, Societies and professional association.

Duties and Responsibilities

Leadership

  • Lead the implementation of work plans and interventions in the HWIP Project, coordinating inputs from technical experts from within EMA as well as from other implementing partners. Make adjustments to strategies based on lessons learned from the early project implementation;
  • Supervise and provide regular support, guidance and mentoring, build capacity and skills of EMA technical and program staffs, different advisory committees, membership networks and regional offices to ensure organizational leadership and sustainability of project implementation capacity of the association
  • Model a proactive, problem-solving attitude which encourages teamwork and fosters high motivation and enthusiasm with colleagues;
  • Maintain relationships with counterparts in teaching/training institutions, practice sites, government authorities and other stakeholders;
  • Promote EMA’ overall organizational goal and objectives in helping the country achieve its health sector goals;
  • Participates in business development activities of the association
  • Represent EMA in the FMOH, MOSHE and other stake holders on the assigned forum

Program Management & Implementation

  • Support development of regular activity work plans and budgets and ensure that deliverables and milestones are met in a timely fashion;
  • Prepares monthly, quarterly and annual reports
  • Develop strong working relationships with key stakeholders in government, international partners, donors and NGOs, and ensure coordination of resources and efforts;
  • Provide interdepartmental technical assistance to EMA working units to establishing, strengthening and smooth running of the HWIP in line with EMA’s mission vision.
  • Establishes and implements Continuous Professional Development (CPD) plan for health workers/Medical doctors.
  • Leads provision of technical support to MOH to promote, track, and manage CPD compliance among medical doctors
  • Maintain a register of physicians actively practicing in the profession to expand the membership pool and ensure continuous engagement in collaboration with Members affairs and EMA regional offices and partners
  • Facilitate the review and assigning of CPD credit to existing online courses and distribute via the digital learning solution
  • Establish network with other professional societies and associations via hub-and-spoke model of community of practice to “voice” overarching issues in the health sector
  • Facilitate the Establishment and/or support standing and ad-hoc committees, working groups to expedite EMA’s mission and respond to technical inputs needed by various sectors. Develops TOR
  • Establish and implement a system to monitor and ensure continuous quality improvement of CPD programs in EMA.
  • Represents EMA at relevant national technical working groups.
  • Works closely with Federal Ministries of Health, and other partners to develop/ follow standardize interventions and approaches for CPD at the national level.
  • Engages other partner professional associations and universities to meet CPD program objectives.
  • Works closely with EMA regional offices and RHBs to support regional priorities with regards to CPD.
  • Monitors and evaluates the CPD program and activities in collaboration with M&E officer.
  • Strengthens the relationship of major stake holders of in-service training program
  • Develops demand-based training activities.
  • Provide technical assistant to social media campaigns targeting high school students to increase admission, promotion on the Compassionate and Respectful Care (CRC) agenda
  • Work with professional associations for comprehensive student selection methods that include informed self-selection and assessment of those personal qualities critical for a career in healthcare
  • Work jointly with the Program Officer and M&E officer to coordinate planning and scheduling of activities and ensure that logistical support is available for the smooth implementation of events and activities as well as the overall operations of EMA;
  • Participate in the development of work plans, implementation and training plans,
  • Provide regular reports on program and work progress to the project manager and other responsible bodies;
  • Monitor program outputs and results related to in service trainings/CPD and health workforce regulations and work closely with Program Officer and M&E officer to ensure that these are documented and reported accurately. Compile additional documentation, such as case studies or special reports, program learning, research manuscripts when indicated;
  • Collaborate with HWIP team to collect program data to allow for monitoring and evaluation of the program and reporting against program indicators;
  • Support to strengthen the capacity of EMA’s regional offices help them to play their role in improving education/training, practice and regulation at their respective region;
  • Provide support to other EMA’s programs when deemed necessary;

Job Requirements

Education and Qualification

  • MD or BSc plus graduate degree, or above in nursing, public health, or other related fields;
  • Minimum of 5 years of experience with Continues professional development and health workforce related and in an NGO setting with international donors, and organizing and delivering competency-based training;
  • Workshops and training facilitation skills

Required Skills & Abilities

  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform;
  • Effective communication in English and Amharic (written and oral) with strong presentation and writing skills;
  • Establish and maintain effective working relationships with staffs and partners, and flexible;
  • Computer Literacy (Word, Excel and power point);
  • Ability to travel to regions.
