Roles & Responsibilities:

The Norwegian Refugee Council (NRC) is present in five regions in Ethiopia, providing refugees and internally displaced people with emergency relief and helps them to rebuild their lives. NRC BGR Operation is working in five refugee camps and IDP/Returnees’ sites through the region assisting people affected by displacement through provision of Food Security and Livelihoods, Education, Shelter, WASH, Information, Counselling and Legal Assistance(ICLA). The LFS Coordinator is responsible for implementing the LFS project portfolio within BGR managing the day-to-day activities of LFS staff and budget to ensure proper delivery, high quality results and compliance to applicable laws, standards, practices, policies and procedures in coordination with area manager and LFS specialist.

Generic Responsibilities:

  • Line management for LFS project staff
  • Adherence to LFS handbooks and other NRC policies
  • Contribute to LFS strategy development and provide input on needs and gaps from relevant area
  • Ensure CC Food Security and Livelihood project implemented in line with proposals and donor requirements
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  • Develop and manage project budget, (in cooperation with CCs) and coordinate across CCs
  • Promote and share ideas for improvement and necessary changes in Food Security and Livelihood projects
  • Ensure capacity building of Food Security project staff and transfer key skills
  • Liaison and collaborate with relevant local authorities and stakeholders.

Specific Responsibilities:

  • Implement project activities based on strategy, proposal, plan and budget
  • Prepare and execute project budget implementation/spending plan, conduct regular budget monitoring and reporting
  • Prepares action plans for implementation of various business ideas and options
  • Identify strengthening mechanism of the beneficiaries and preparation of capacity building and scaling up options which includes: Entrepreneurship skill development, Micro financing, Business management including financial, and Business plan development
  • Prepare reports and documents accomplishments, achievements and lessons in the process of project implementation
  • Actively participate in different forums, meeting and mobilization efforts
  • Prepare community based planning workshop proceeding, participation analysis and analyze and document relevant workshop outcomes
  • Take part in developing support alternatives needs response to improve coping mechanism and livelihoods for refugees and host community
  • Prepare training packages on income generation, business management and livelihoods
  • Establish close collaboration with relevant stakeholders on the enrolment and apprenticeship provision of youth programming /TVET and other relevant institutions as required
  • Participate in monitoring of project activities as required and review, refine indicators based on monitoring results and visibility with line manager and M&E staff
  • Identify business opportunities/schemes for individual, groups small size enterprise to refugees, IDP and host community
  • Prepare weekly, monthly and quarterly work plan of the specific responsibility given and share with the Area Manager and relevant bodies.

Job Requirements

Qualifications and Competences:

Generic professional competencies for this position:

  • Minimum of B.Sc./BA degree in agriculture, agricultural extension and rural development agribusiness, business administration, management, Technical and vocational training, entrepreneurship, economics, livelihoods or other related field
  • Minimum 4 years related work experience.
  •  Coping mechanisms and related jobs with humanitarian /development NGO’s
  • Experience from working in complex and volatile contexts
  • Technical expertise and experience on working on refugee and returnee projects
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Knowledge of the context in Benishangul Gumuz
  • Knowledge of the local language would be an asset
  • Experience with start-up, exit or similar
  • Working experience with an INGO is an asset

Context/specific skills, knowledge and experience:

  • Good interpersonal, written and verbal communication skills in English &     Amharic
  • Knowledge of Afan Oromo language is an asset.
  • Ability to work under pressure and meet deadlines
  • Good cultural awareness and sensitivity
