Context and scope of the position:

IRC has been working in Ethiopia since 2000, devoted to empowering people against poverty. The IRC program currently operates through five field bases in Gambella, Tigray, SNNPR, Oromia, Benishangule Gumuz Regional states. IRC is almost working 24 refugees’ camps out of 26 camps all over the country.

IRC has developed the refugee livelihood program for Gambella Region to build resilience for South Sudanese refugee and their hosting community. It will be implemented in kule and Terkid camps in a range of livelihood  activities (farm, crop, livestock,  off farm, skill training, income generation, market system (focus on women and youth empowerment) over 2 years to help build sustainable, adaptive and flexible development that supports the resilience building.

The position holder will be engaged in the overall management of the program with support and guidance from IRC economic recovery program unit from Addis.

Dimension of Responsibilities:

Ø  Represents IRC towards relevant partners

Ø  Manages the implementation of livelihoods projects with internal staff, ARRA, the donor and the community and project reporting

Ø  Budget management: follow up and supervise the project plan verses accomplishment

Ø  The program requires technical knowledge and experience of resilience and livelihoods program

Accountability

Ø  Reports to Gambella Filed Office Coordinator and ERD Coordinator on the administrative CVA tasks

Ø  Supervises Livelihood program officer(s)

Ø  Responsible for the overall program budget management

Key Areas of Accountability

Ø  With support from the IRC Economic recovery development unit, the livelihood program manager shall:

Ø  Represent the field office with partners, government officials (ARRA), UN agencies, Donors and other NGO staff at field level as appropriate

Ø  Provide leadership in livelihoods resilience programming

Ø  Follows that communities (refugees and host community) government agencies (ARRA) and civil society organizations are adequately involved in project activities

Ø  Ensure that IRC is adequately represented in formal coordination activities including clusters, livelihood working group and refugee coordination meetings informally recognized by partners including local NGOs, INGOs and UN

Ø  Close engagement for the adequate inclusion and development of implementing partners towards the independent execution of program activities.

Ø  Host and mange donor visits effectively to contribute for accurate planning, implementation and reporting:

Ø  Ensure partners are familiar with the requirements of a program passionate on building community resilience.

Ø  Provide regular support and technical advice to partners, communities and staffs

Ø  Coordinate the establishment of effective work and supply plans or partners.

Ø  Manage budget and follow partners are regularly supervised for good financial management.

Ø  Ensure that an effective monitoring and evaluation system is in place to measure resilience.

Ø  Take required action to ensure timely implementation of activities where it is vital.

Ø  Supervise that all activities are critical to community needs and gender issues, promote the full and equal participation of women in all aspects and ensure that the Program is an opportunity for peace making, not community division.

Ø  Lead coordination with support departments such as supply chain, HR and finance.

Ø  Provide strong narrative reporting and financial accounting in donor and internal reports

Ø  Conduct ongoing monitoring and assessments and provide clear analysis of the context

Job Requirements

Qualification required:

Ø  BA/BSc or MA/MSc degree in Social Science fields, International Development, Agriculture, Economics or related relevant field of studies

Minimum Experience Required:

Ø  5 years of relevant experience with the first degree.

Ø  4 years plus post graduate degree.

Ø  At least 1 year of managerial experience.

Ø  Substantive knowledge and experience of sustainable livelihoods and resilience programs management.

Ø  Proven track record of effective management: planning, monitoring, budget oversight, logistics, leadership, particularly in unstable environment.

Ø  Demonstrated experience of integrating gender, protection and diversity into emergency response programs.

Ø  Proven donor reporting skills distinct

Ø  NGO experience is a plus.

Skills Required

Ø  Proven leadership skills

Ø  proposal and report writing skills

Ø  Excellent representational skills

Ø  Proficient spoken and written English.

Ø  Effective communication internally and externally towards government and NGOs, donors, etc…

Preferable

Ø  Leadership capacity in management of field teams: Team building, ability to develop a common vision, maintain morale and acceptable behavior at base level. Capacity to support and develop staff. Previous experience in leading field teams’ distinct advantage.

Ø  Experience of working in various settings

Ø  Builds and maintains effective relationships, with colleagues, IRC Members and external partners

Ø  Experience and interest in measuring resilience and relevant theory.

Ø  Values diversity, acknowledges it as a source of driven strength

Ø  Good listener and easy to talk
