Position:  Logistics Officer

Reports to:  Support Coordinator

Duty station: Gambella and refugee camps

Duration and type of contract:       8 months

Role and responsibilities

The Logistics Officer is responsible for the coordination and delivery of an efficient and effective logistics service in Gambella area. This position will mainly focus on fleet, assets and warehousing management in the Area Office.

Generic responsibilities:

  • Support Gambella operations in programme portfolio implementation according to plan of action;
  • Promote and share ideas for improvement in area of expertise that will benefit projects implementation.
  • Ensure proper filing of documents;
  • Ensure timely and accurate reporting as per NRC and other stakeholders’ requirements and expectations.
  • Ensure adherence with NRC policies, tools, handbooks and guidelines;

Specific responsibilities:

General management

  • Ensure that work is planned and organized, that incentive/ casual staff are given appropriate workloads and are clear about what is expected of them
  • Regularly visit field locations and provide logistics and admin staff with onsite support
  • Raise awareness on NRC policies and procedures to relevant staff and partners, Code of Conduct, Anti-corruption, etc.

Fleet Management

  • Managing and tracking of all vehicles on the fleet, when required to support the area office
  • Ensure that vehicles are checked on a daily basis, and that regular service and maintenance is carried out as per agreed schedule as well as managing service agreements such as vehicles fueling.
  • Ensure vehicles have current and lawful documentation.
  • Receive travel requests, and maintain trip schedules and Staff Movement Board.
  • Prepare Government Clearances for the delivery of goods to field locations as requested.
  • Produce logistics site report, vehicle and generator cost performance report.
  • Ensure proper usage and Maintenance of the Area Office Generator by keeping an up to date Generator Log book for usage and services
  • Document all incident reports in an accurate and timely manner.

Asset Management

  • Maintaining up-to-date control of all assets including tracking donor, value, and location, managing staff issue, and recording all asset movements and disposals
  • Oversee the issuance and return of assets to/from staff
  • Update Asset Register and send to country office every month

Warehousing Management

  • Manage and maintain the physical warehouse.
  • Ensure quarterly stock check and reconciliation.
  • Ensure random spot check on stock in the warehouse
  • Ensure all program stock are released through NRC Stock release/requisition form and accompanied with a waybill to Beneficiaries/point of usage.
  • Ensure the BHs and the Country Office Logistics Manager are informed about all stock under expired, expiring SOF and other irregularities or discrepancy in the warehouse respectively.

Job Requirements

​​​​​​​Required Minimum Qualifications, Experience and Skills

FORMAL EDUCATION

A university graduate in Logistics & Supply Chain Management, Business Administration or similar field.

Generic professional competencies:

  • 5 years experience from working as a Logistics Officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Good command of English and any local language spoken in Gambella
  • Knowledge of procurement policies, process and procedures
  • Ability to plan and prioritize work

Context/ Specific skills, knowledge and experience:

  • Knowledge of the context in Gambella
  • Knowledge of the local language
  • Knowledge of UN system, experience with field level coordination with UN organization, INGOs, Donors and authorities
  • Understanding of various donor’s requirement
  • Ability to work under pressure and with little supervision
