Job Summary

 The position holder directly reports to the Project Coordinator and will lead DFSA’s Learning, Design and Measurement (LDM) and implementation of the M&E plans at field offices.  S/he will also ensure the compatibility/integration of the DFSA DME system with the CARE’s systems and strategic direction through PQL unit and network with the DFSA Consortium (World Vision), other implementing and learning partners to enhance collaboration, adaptation and learning. Closely works with the CARE field office LDM Mangers and jointly supervises DFSA M&E Officers at the field offices of the portfolio and provides technical backstopping, organizing trainings. The incumbent adapts and unroll the DFSA M&E plan from the Consortium and ensure regular updates to the Indicator Performance Tracking Table (IPTT) including key Feed the Futures indicator.

Roles and Responsibilities

 Designs ME Guidelines and Framework

  • Oversees the harmonization of M&E guidelines with the Field offices and Consortium;
  • In collaboration with Consortium, support refinement of CARE’s DFSA’s M&E framework as per the project needs;
  • Systematically align and integrate some of the CARE organizational indicators of food and nutrition security, Gender, resilience and humanitarian assistance with the DFSA outcome/change indicators
  • Guides standardization of the M&E across DFSA implementing woredas;
  • Prepares work flows and milestones for the major DME and strategic initiatives including different plan and project reports preparation;
  • Prepare and implement learning frameworks together with consortium members and other stakeholders;
  • Document, present, share and support publication of learning outcomes from DFSA implementation.

Oversees the Planning

  • Guides and work closely with M&E Officers and program staffs to develop annual plan, quality data collection, cleaning and interpretation of data;
  • Leads the design and implementation of Woreda/Field Office level Implementation, Data collection, Data Quality Assessment;
  • Guides Annual Detail Implementation Plan (DIP) preparation of DFSA;
  • Leads preparation of consolidated CARE DFSA Annual Plans
  • Prepare reporting flow calendar of different reports from Field Offices to final submission to the Consortium, guide the M&E officers to ensure all evidences for the report they submit,

DFSA Strategic Monitoring

  • Prepares and or adapts progress tracking against DIP targets and provide feedback to Project Coordinator on regular basis;
  • Guides DFSA in line with CARE CO strategy and learning and performance measurement;
  • Consolidate monitoring data and develop regular MEL reports
  • Guide the preparation of quarterly and yearly reports;
  • Oversights the collection, consolidation and analysis of data for baseline, annual intermediate result (if any), mid-term and end line evaluations.

Operational Monitoring and Reporting of Programs

  • Oversees monitoring of DFSA in accordance with the DME policies;
  • Provide technical guidance on M&E to program and technical staffs;
  • Ensure the measurement of performance using state of the art tools;
  • Leads timely collection of statistical information and data for monitoring;
  • Ensure preparation of MEL reports by programs in accordance with CARE and consortium guidelines;
  • Ensures report review process to the standard and monitor data for standard quality;
  • Critically review the compiled DFSA regular performance reports and submit to immediate supervisor
  • Regularly track, accumulates and report emerging evidences of changes on CARE organizational outcome/impact level indicators

Documentation and Learning

  • Ensures proper utilization of CARE global databases such as PIIRS;
  • As needed networks with the all DFSA implementation and learning partners with aim to share experiences and lessons;
  • Guide preparation of DME products, learning briefs for sharing with partnership;
  • Organize events and ensure regular sharing with programs and technical units.
  • Working with the DFSA Technical Team to improve the usability of program data at various levels.
  • Improve data visualization through updates/revisions and targeted reports/presentations oriented to support management decisions and program adaptations
  • Facilitate the use of data analysis to raise more questions, identify gap areas early on, and focus attention more closely on areas of underperformance or one or two key potential areas to explore more deeply in the learning agenda.

Job Requirements

 Qualifications

 

A) Education/Training

  • Educational level required:  MSc/MA Degree in Development Economics, Development management, MIS, Development Studies and other related fields
  • Promotes the vision, mission, and strategic objectives of CARE

 

B) Experience

 

6 and above years of demonstrated relevant work experience preferably from INGO on Designing, Monitoring and Evaluation (DME) for integrated development programs/projects

 

Desired: Previous work experience on PSNP, food security program, DFSA, agriculture extension and gender sensitive M&E, /analytical research is a plus.

 

C) Technical Skills

Required:

  • Demonstrated skills and experience in participatory deigning, monitoring, evaluation, strategic planning community participation and ownership, development theory, Participatory Rural Appraisal tools, participatory learning, data gathering, data triangulation and collection and use of both qualitative and quantitative data management

·       Demonstrated skill and experiences in designing and implementing quantitative and qualitative research

·       Analysis and report writing skills

·       Experience and skills in using database programs (such as SPSS, STATA, Eviews) for data entry, analysis, and reporting and planning and implementation of M&E systems;

·       Experience in program effectiveness and learning

·        Super user of MS Office products, particularly Access, Excel or other databases and, graphic presentation and financial spreadsheet programs and Word.

·       Commitment to the mission and core values of CARE.
