JOB SUMMARY
The Monitoring & Evaluation Advisor is responsible for program data and quality management within the Community HIV Care and Treatment (CHCT) Activity. CHCT is implemented by Project HOPE in collaboration with MoH, RHBs, local implementing partners (LIPs), and other stakeholders. The M&E and QA/QI Advisor supports the design, development, and digitization of M&E tools for data collection, analysis, visualization, and reporting per PEPFAR MER guide. S/he leads the establishment and strengthening of quality management systems including the implementation or adaptation of quality improvement models/frameworks, revision of QI guides or SOPs, conduct quality gap assessment, develop QI projects and evaluate outcomes.
The M&E Advisor participates in routine data quality assessment (RDQA), positive and linkage verification visits, site level TA support, coaching, and mentoring of LIP staff. The M&E Advisor is expected to advise the technical/program management team and LIPs on the use of QI tools for quality gap assessment, develop QI projects, and scale-up of life-saving HIV service delivery models that enhance organizational performance, ownership and sustainability. The M&E Advisor actively participates in the capacity building efforts of community structures and LIPs on their M&E systems. With guidance from the M&E Director and technical teams, the M&E Advisor will be leading activities of M&E and QAI in all operational sites. In general, the Advisor is expected to strengthen the M&E and QAI system of LIPs to document, report and generate evidence tailored to community-based HIV prevention, care, and treatment. Overall, this position will play a role in recording, reporting, and disseminating the progress toward achievement of the “95-95-95” targets.
The position holder is expected to work 40 hours per week. The position requires working with multiple sub partners in which Project HOPE is a lead partner. The task requires closely working with the Ministry of Health, Regional Health Bureaus, Local Implementing Partners (LIPs) and their sub-recipients, DoS funded International NGOs and other governmental and non-governmental stakeholders.
SPECIFIC RESPONSIBILITIES:
- Design, develop, or update M&E tools according to the new PEPFAR MER guide, support programmatic data collection, data cleaning, data analysis, and data visualization on Power BI.
- Support LIPs to ensure real-time data entry and compute KPIs per PEPFAR requirements, and in accordance with agreed timeliness & reporting formats.
- Ensure timely submission of monthly & quarterly reports by LIPs, provide feedback & ensure the revision as per the feedback.
- Support the utilization of CHCT project standard M&E tool and data collection and reporting tools by LIPs and other community level structures as required.
- Support the correct utilization of innovative electronic data collection systems and protocols (CommCare/UDS).
- Support the M&E Director in coordinating all project related data archiving and filing for Project HOPE.
- Assist the MERL/Quality Director to organize the UDS partners’ forum, regular KPI review calls with LIPs, and (semi-)annual review meetings in collaboration with RHBs, LIPs, and other stakeholders.
- Provide M&E related training, capacity building and technical support to LIPs and sub-recipients, private, public, NGOs Network facilities, MoH, RHBs and other partners.
- Support FFHPCT technical advisors, RHBs, community structures, and LIPs with supportive supervision, TA support on data collection, data analysis, visualization and reporting.
- Support the planning and execution of cross-functional supportive supervision and data quality audits among all partners.
- With guidance from the M&E Director, actively participate during monthly, quarterly, semi-annual and annual reporting periods in data cleaning, aggregation and reporting.
- Support the M&E Director to organize training, review meetings, Supportive Supervision visits, SIMS visits, RDQA visits, and CommCare/UDS utilization by LIPs.
- Provide FFHPCT’s regional staff and partners with routine data analysis, performance review and feedback.
- Oversee the regular Data Quality Assurance (DQA) exercise and monitoring site visits in all implementation Woredas.
- Support LIPs to ensure data quality including data completeness, real-time data entry into the UDS system, and conduct data validation checks.
- Assist rural HEWs to utilize the HIV modules of e-CHIS.
- Conduct monthly routine data quality audit / data verification, provide feedback to LIPs, and prepare regular RDQA reports to be submitted to central CHCT MEQM team.
- Ensure proper documentation and dissemination of best practices, success stories and the lessons learned in the form of technical/policy/research briefs, abstracts, case stories, and manuscripts.
- Support data use activities to promote activity monitoring, quality checking, reviewing performance, and conduct data-informed decision making at all levels.
- Develop and continuously update UDS dashboards on Power BI.
- Participate in conducting implementation research by CHCT project and develop abstracts, manuscripts, and briefs.
- Assist the M&E Director on target setting & performance data entry on PEPFAR DATIM, PH DHIS-2 system, and reporting to ACSO and MoH.
- Undertake other responsibilities as assigned by the supervisor.
- Implement Continuous Quality Improvement models, frameworks, or approaches that are suitable for community HIV activities to improve lifesaving HIV service delivery.
- Liaise with service providers to identify performance gaps that require root cause analysis for performance enhancement.
- Lead the documentation and sharing of best practices by LIPs/subs and facilitate adoption through mentorship, supportive supervision, and coaching.
- Coordinate TA support visits, supportive supervisions, coaching and mentorship visits.
- Lead the application of various quality improvement models/approaches to strengthen optimal use of CommCare/UDS, improve organizational performance, and enhance quality of lifesaving HIV care services.
- Lead the development of success stories, case studies, abstracts, briefs, and manuscripts about lifesaving HIV services.
- Perform any other related duties that may be assigned by immediate supervisor or the Senior Management Team (SMT).
MINIMUM EDUCATION AND EXPERIENCE REQUIRED:
- Masters’ Degree in Health Sciences, Public Health, Statistics, Population Studies, Social Sciences, Epidemiology or related field.
- Minimum 10 years of relevant experience for Bachelor or 7 years for Masters’ degree, respectively.
- Experience in conducting training on M&E systems and QA/QI procedures.
- Experience in using electronic data collection and data management tools including CommCare, DHIS-2, Kobo toolbox, and others.
- Experience in using common statistical/epidemiological data analysis software including SPSS, STATA, R, Excel, ArcGIS, NVIVO, DEDOOSE, and others.
- Experience in the conduct of both quantitative and qualitative implementation research, develop manuscripts, and publication in peer-reviewed scientific journals.
- Good interpersonal and communication skills
- Ability to work effectively in a team and support others in their work.
