Job Description

I.  JOB SUMMARY:

The Monitoring, Evaluation, Reporting and Learning (MERL) Officer will work with the team for “Food Security and Environment Protection Project” that will be implemented for rural target households in four project operational areas/locations in-Sodo, South Sodo, and East Meskan woredas, and Mareko Special woreda, of Mai’kelawi Ethiopia Region for 5/Five/ years (October 1, 2023 –September30, 2028) with the grant funding agencies-BMZ, ChildFund Deutschland, and ChildFund Ethiopia. The project contributes to sustainable food and income security for the poor rural target households and protects the natural resources/environment for the community in the project area. The MERL Officer is responsible to: organize and coordinate the collection, compilation, consolidation and analysis of data; prepare monitoring plans; Monitor and evaluate activities, assess impact and prepare and compile timely reports of the project progress, contributes in the development of concept paper and proposals.

II. RESPONSIBILITIES AND TASKS:

  • Conducts pre /post training assessment for project beneficiaries and stakeholders and facilitate accordingly to address identified gaps and track changes.
  • Conduct analysis of quantitative data, including preparing cross-tabulations, graphs and statistical analysis when required;
  • Conduct qualitative analysis including writing up field-notes and use different methods to improve project implementation, such as SWOT analysis;
  • Supports the project coordinator and other project staffs with work plan development and reporting;
  • Assists the development and/or updating of monitoring and evaluation plans, guidelines, tools and systems for use by the project;
  • Prepare supportive supervision tools/checklists including PDMs to properly capture best practices, learnings and project/program impacts.
  • Supports the identification of higher-level indicators to assess progress and overall strategic plan;
  • Assists the development of effective results frameworks and subsequent indicators;
  • Assists and facilitate in designing of baseline, midterm and final evaluation studies of the projects;
  • Prepares detailed implementation plan (DIP) including monitoring and evaluation (PM&E) plan for the project in the main office.
  • Coordinates the field level community participatory PM &E and timely information for decision-making;
  • Develops the capacity of the project team and/or stakeholders on PM&E and other related initiatives;
  • Carryout regular activity monitoring and supportive supervision and onsite staff coaching and timely feedback(s).
  • In collaboration with the project team and other units and stakeholders, periodically monitors the quality of data collected and reports produced, and agrees on actions required;
  • Develop/update appropriate reporting formats and procedures required for internal use, donor and government;
  • Undertake data analysis and compilation of data for reporting requirements;
  • Generates monthly, quarterly, and annual tabular and narrative reports, collect, compile and share project success Stories and Best Practices for internal/donor requirements
  • Facilitate and coordinate project monitoring/ evaluation as required for internal, government, donor Purposes.
  • Facilitate and support periodic reports preparation (monthly, quarterly, annual) by the project staffs;
  • Assists the generation of data and compilation of monthly, quarterly and annual reports for both regular donor and government/authority reporting purposes;
  • Participates in conducting baseline and end line survey and other relevant studies;
  • Responsible for coordinating MERL related logistics and financial procedures at the field level; and
  • Assesses the impact of project interventions;
  • Ensures the timely preparation, compilation and submissions of project progress reports as per donors and government requirements;
  • Ensures gender responsiveness of project proposals, monitoring and evaluation reports and impact assessments;
  • Provides data deemed important for concept paper or proposal development;
  • Participates in project proposal writing;
  • Facilitates and take part in the organization of stakeholder’s joint review meetings and workshops;
  • Participates in the documentation and dissemination of lessons learned;
  • Performs other duties as assigned by the line manager/organization

Duty Station:  Buee town main office, Sodo Woreda, Estern Gurage Zone, Mai’kelawi Ethiopia Region

Required Number: One (1)

Term of employment: Contract, and renewed annually based on performance

Job Requirements

EDUCATION/TRAINING:

  • Bachelor Degree in Economics, Agricultural Economics, Statistics, Monitoring and Evaluation, Rural Development, closely related field of study is required; or demonstrated equivalent work experience in the field.

WORK EXPERIENCE: 

  •        At least 6 years in project implementation and out of this 3 years’ direct experience in a position of  MERL and/or
  •         Monitoring & Evaluation of projects or programs; NGO Experience in similar position is preferred.

 TECHNICAL AND OTHER SKILLS

  • Highly organized, demonstrated analytical skill;
  • Proficiency in English, both verbal and written;
  • Computer skill particularly Microsoft Word, Excel, Power Point;
  • Good oral and written communication and interpersonal skill;
  • Previous experience working other international NGOs are strongly preferred
  • Demonstrated experience in reviewing data for quality and accuracy;
  • Firm belief in teamwork, gender equality, and sensitivity, inclusiveness, Child well-being, participatory approach and Sustainability.
  • Proficient in computer skill /Statistical analysis including use of SPSS, Excel, and Kob collect for data collection.
  • Experience of writing short technical reports;
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is require;
  • Respect, accountability, courage, excellence, interpersonal skills, developing teams, information monitoring, facilitating change, proactive problem solving, planning & organizing.
  • Motor cycle driving license skill is required
