INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

Project Background:

The Danish Refugee Council (DRC) is implementing a four-year programme funded by the UK Foreign & Commonwealth Development Office (FCDO) aiming to mitigate the risks of unsafe migration through and from Ethiopia. This programme, the Ethiopia Migration Programme (EMP) is currently implemented in Addis Ababa only, having previously being implemented in Shire (Tigray), Metema and North Wollo (Amhara) regions also. EMP aims to mitigate unsafe migration risks through the implementation of a variety of different activities, including research, information & communications, resilience-building activities, and capacity building for government and non-government actors in Ethiopia’s migration space.

Overall purpose of the role:

The MEAL Coordinator will work alongside one other staff under the supervision of the MEAL Manager to ensure effective and timely monitoring of the programme at activity, output and outcome levels. He/she will design and coordinate routine as well as ad hoc quantitative and qualitative data collection activities; produce summarized reporting to programme stakeholders to facilitate evidence-based adaptive programming; coordinate with programme stakeholders to facilitate a culture of learning within the programme; and support the programme’s Capacity Building Advisor in utilizing an evidence-based approach to maximise sustainability and the success of capacity building interventions.

RESPONSIBILITIES

  • Collating MEAL and programme data and updating trackers, logframe and indicator reference sheets; providing regular analysis and summarized reporting on programme performance to programme stakeholders
  • Coordinating as well as conducting routine data collection activities (including pre/post assessments, semi-structured interviews, and focus group discussions) – including tool design, enumerator training (where appropriate), data collection, data cleaning and analysis, report-writing, data validation and sharing findings with programme stakeholders
  • Develop and conduct project endline; support external firm in preparation of an endline evaluation
  • Provide updated trackers as well selected MEAL and research outputs to an Altai focal person for uploading onto EMP’s knowledge management platform, the Real Time Learning (RTL) platform; provide sensitization sessions on usage of the RTL platform for programme stakeholders
  • Field visits, for example at information hubs or to sites of capacity building partners
  • Design and conduct routine data quality assurance (RDQA) activities

Job Requirements

Experience and Technical Competencies: (include years of experience)

  • University degree in Computer Science, Development, social science, Statistics or other related field relevant to above duties.
  • Excellent knowledge of statistical packages (SPSS/SAS/STATA/EPIDATA) and qualitative data analysis software such as Nvivo
  • Excellent knowledge of mobile data applications (Kobo Toolbox, ODK, Survey CTO etc.)
  • Minimum 3 years’ experience with MEAL.
  • Practical experience designing and conducting baseline, midterm and endline assesments
  • Experience in quantitative and qualitative research methods and data analysis.
  • Ability to work under tight deadlines and prioritize tasks.
  • Interest in sharing professional skills as well as learning from others.
  • Proactive approach, capacity to lead on delegated areas of responsibility
  • Demonstrated interpersonal skills, sound judgment, planning, team building and facilitating skills.
  • Excellent training and presentation skills
  • Highly developed analytical and communication skills, including oral and written English communication skills.
  • Competence in using information technology, mainly MS Excel and MS Access.
  • Experience with data visualisation using Tableau, various GIS tools and Adobe Suite or other software a notable advantage
  • Willingness and capacity to travel as needed.
  • Experience with MEAL systems on DFID/FCDO funded programmes a notable advantage

Education (include certificates, licenses etc.):

  • University degree in Computer Science, Development, social science, Statistics or other related field;

Languages: (indicate fluency level)

  • English – fluent
  • Local languages– fluent
