Job Purpose

Monitoring, Evaluation, Accountability and Learning Coordinator is one of the key technical program senior staffs of Islamic Relief, Ethiopia office at Addis Ababa. The role of this post is to ensure relevancy and appropriateness of all program interventions in line with progressive contemporary development strategies. The post holder also primarily ensures effectiveness and efficiency are well taken care of when program interventions are planned and implemented regardless of sectors or locations involved by the organization. Further, the MEAL coordinator ensures the realization of humanitarian accountability as per IR accountability framework and represent IR in the Inter Agency Accountability Working Group-Ethiopia and others.

Key roles and responsibilities

 

·         Ensure that Result Based Monitoring and Evaluation systems are developed and bench marks are established to assess needs before programs and projects are initiated, monitor progress on resources mobilization, programs and projects implementation;

·         Ensure IRW accountability framework is contextualized to Ethiopian situation and implemented at all humanitarian intervention levels;

·         Ensure accountability to all stakeholders particularly to the beneficiaries putting in place complaints and responses mechanisms as well ensuring observance of compliance to donors, government and organizational policies, strategies, standards, systems and procedures;

·         Track progress across the Country Program on the core humanitarian standards on accountability and quality

·         Take a leading role in country strategic plan formulation and sound country business plan development;

·         Track progress on the country strategic plan and the annual business plans

·         Coordinate assessments, studies and the compilation of best practices and lessons learnt

·         Engage in writing concept papers and program/project design to ensure that clear statements of problems, objectives, implementation modalities, management arrangement, sustainability, phase-out strategy and most importantly measurement  indicators of achievement at the various stage;

·         Revise or prepare monitoring and evaluation procedures and instruments, ensuring they are consistent based on IR strategic priorities and overall policies and procedures.

·         Continue to strengthen the development, and/or the enhancement of existing monitoring and evaluation guidelines and procedures to ensure a comprehensive M & E follow-up mechanism is established to track changes/impact overtime, prepare regular reports and make recommendations to management at the various levels of organizational structure.

·         Take part in MEAL related meetings and/or workshops with Government, communities and  partners to ensure improved coordination in monitoring and evaluation of programs and projects;

·         Assess the extent of government involvement, targeted project beneficiaries and communities in project design, approval, implementation, monitoring and evaluation processes to ensure their participation;

·         Play a role to document challenges, lessons learnt and recommendations for future learning and development of the organization.

·         Regularly attend quarterly, ad hoc and review workshops and take proceedings of those meetings to enhance documentation and maximize learnings.

·         Review progresses of projects in the field to determine if the implementation modalities comply with standard practices, guidelines  and requirements of the organization; and

·         Ensure that all reports including annual country program report are prepared keeping quality and are according to standard procedures and submitted on time to all partners, government offices and IR Regional and Head Quarter Offices.

·         When required and as the disaster preparedness plan (DPP) is activated, lead the disaster response team (DRT) as interim, until leader in emergency response is assigned.

·         Ensure  the Country DPP and Country Hazard Profiling (CHP) updated annually

·         Ensure annual objectives set out clear action plan for implementing the above listed roles

·         Ensure that any employee under your supervision has clear work plan and closely supervised.

·         Ensure quarterly monitoring schedule for the programs and other departments is produced taking into account that each project is monitored by CO at least twice in a year.

·         Make sure that all monitoring tools including monthly reports, Ontrack systems, field monitoring formats and weeklies when applicable are used.

·         Serve as focal person for CRM, CHS, IHSAN  and other accountability mechanises within the organization

·         Lead the completion and reporting mechanisms on IRE online project management systems such as OnTrack and Ebms

·         Lead over all documentation,  compilation and sharing of lessons learned and best practices from various projects

Job Requirement

Requirements

Education and Experience

·         Postgraduate in economics/statistics/management/sociology/social science or any other relevant field of study with at least 4 years’ experience in monitoring, evaluation, accountability and learning  for relief and development programs/projects;

·         BA degree in Economics, Statistics, Rural Development, Social Work, Sociology or any other relevant field of study with at least 6 years’ of relevant experience working in development and emergency relief programs/projects.

Personal skills

·         Proven skills in project cycle management-planning, design, implementation, MEAL;

·         Demonstrated ability in process, results and  impact evaluation and report writing skills  ;

·         Proven management and people coaching, mentoring, training, etc.

·         Good communication, public and interpersonal relations;

·         Knowledge of the government current systems and policy environment specifically pertinent to pastoralist regions, zones and woredas;

·         Proficient in written and spoken English and Amharic;

·         Demonstrated skills working in computer software, WinWord, Spreadsheet and PowerPoint;

·         Analytical capability to use software such as SPSS, ep-info, SMART and other program performance monitoring systems can be taken as added values
