Integrated Service on Health and Development Organization (ISHDO) is registered non-governmental organization. ISHDO is funded by USAID as prime under the President’s Emergency Plan for AIDS Relief (PEPFAR) to implement a three years Family-focused HIV Prevention, Care and Treatment activity in Oromia Region. The Activity will be implemented in partnership with other sub local implementing partners. The activity aims to accelerate and sustain HIV epidemic control in Ethiopia through the delivery of high impact Family-focused HIV prevention, care, and Treatment Activity in selected 41 woredas of Oromia regional state.

The purpose of this award is to strengthen local HIV epidemic control to achieve the goal of 95 percent of individuals living with HIV know their status, 95 percent of persons living with HIV initiated  antiretroviral therapy and 95 percent of on antiretroviral therapy achieve viral load suppression by 2030. HIV mitigation services for vulnerable children will focus on case finding  and linkage to HIV treatment among undiagnosed children living with HIV, on achieving better health outcomes through HIV viral load suppression and establishing interpersonal, family and community norms to achieve HIV and violence prevention (9 to 14-year-old children).

Job Summary:

Under the supervision of the area office coordinator ,the M&E officer is responsible to  provide technical support for the M&E activities of the Family-focused HIV Prevention, Care and Treatment Program under the Area Coordination Offices at Adama or Ambo.

The MEL officer will be responsible to support to overseeing the implementation of the project’s MEL activities in close coordination with technical staffs and partners at the area coordination office. She/he will be also responsible for the collection of strategic information, analysis, and dissemination for evidence based data use and decision-making from implementing partners in the catchment area.

The MEL officer will collaborate with technical Partners in the implementation of electronic community case management through Unified data system and support the rollout of capacity building trainings on MEL to Implementing partners. S/he ensure that routine data quality assessments and/or data quality monitoring activities on regular  basis, develop and implement data quality improvement interventions in close collaboration with partners  .

MEL officer will support the development of data collection tools, tracking of activities, output and result level indicators and ensure that accurate, verifiable, and complete data (expenditure, MER and HFR) are being reported to USAID and PEPFAR in a timely fashion.

Responsibilities:

  • Support the development of MEL, Performance monitoring plan  of the project in close collaboration with program team
  • Support the adoption, development of guides ,tools ,SOPs for MEL of the project
  • Support the data system workforce to identify system improvements along with donor and technical partners
  • Facilitate capacity building training on Unified data system, data capturing, analysis and reporting to IPs and field staffs.
  • Responsible for tracking ,monitoring HFR,MER  and custom indicators and data visualization on regular bases to partners in the catchment area
  • Support the development of quality improvement /quality management activities that defines, monitors an analyzes HIV prevention ,care and treatment activities in the catchment area
  • Support the Use of commcare application electronic database for client data record and visualization to Partners
  • Undertakes routine data quality assessments for the IPs in the catchment area  systematically
  • Conduct of assessments and surveys, analyzing data collected, and facilitate the use of data for decision-making.
  • Undertake the preparation, dissemination of best practices, project briefs, and success stories.
  • Produce timely, accurate, and complete reports that meet USAID standards and requirements.  
  • Overseeing the application of Collaborating, Learning, and Adapting (CLA) principles to inform program implementation and management.
  • Refining the design of the program M&E system, clearly identifying the users and the utility of the data/information;
  • Refining M&E indicators and adapt M&E tools to meet program needs, which may include pre- and post- tests, focus group interview protocols, community survey tools, and baseline, mid-term, and end-line survey instruments;
  •  Managing and safeguarding data collection, train program staff, and supervise M&E activities of staff and sub-grantees;

Job Requirements

Required Education and Experience:

  • MSC/BSC  in public health  or monitoring & evaluation required
  • 3/5years progressive  experience in the monitoring and evaluation of HIV projects
  • Demonstrated knowledge of PEPFAR USAID / monitoring and evaluation and quality management processes and systems is highly desirable.
  • Work experience in operating M & E systems and tools data analysis software and managing data intensive programs preferably in HIV/AIDS programs is required.
  •  Demonstrated experience and knowledge in health programs to provide support and guidance to project staff on design, monitoring and evaluation is highly desirable
