Job Description 

The Monitoring and Evaluation (M&E) Officer is responsible for supporting programme staff with meeting internal, federal, local and donor requirements for M&E. Additionally, the M&E Officer will support programme staff to coordinate the collection, compilation, consolidation, and analysis of data to facilitate M&E best practices, learning, data management and reporting.

 REPORTING LINE & ACCOUNTABILITY

The M&E Officer will report to the Cordaid Ethiopia Country Director. The M&E Officer will support programme staff with M&E activities; however, the accountability for fulfilling project level M&E requirements will remain with budget holder, in accordance with internal processes. The M&E officer may be accountable for other non-project specific related requirements.

RESPONSIBILITIES AND TASKS: 

  • Maintain a detailed overview of M&E Plans, Guidelines, Standards and Requirements at Donor, Federal and Local level for all Cordaid Ethiopia Projects;
  • Provide technical oversight of the programme and individual activities to ensure adherence to evidence-based interventions and best practices;
  • Collaborate with programme staff to contributes to design (and adjustment where necessary) and implementation of SMART programme plans and pro-actively consult with the programme manager and other local and/regional staff where necessary;
  • Lead the quality assurance and supervision of programme M&E activities ensuring rapid roll-out and adherence with the applicable guidelines and standards;
  • Conduct routine field visits to monitor data collection activities and identify capacity gaps and bottlenecks to be addressed;
  • Conduct partner and consultant capacity assessments to be used as a basis for capacity building activities and partnership;
  • Design and implement trainings and other capacity building activities for partners in collaboration with the Regional PMEAL Advisor and Program Manager;
  • Coordinate with project partners and other key stakeholders in all aspects of project monitoring, evaluation, research and learning;
  • Support the Regional PMEAL Advisor with development of standardized monitoring tools and procedures;
  • Liaise with implementing partners, donors, and other stakeholders about programme performance data and lessons learned, in coordination with the Programme Manager;
  • Ensure that all partners understand the programme’s M&E requirements and collect and report on high quality data, working closely with other relevant team members;
  • Translates the Results Framework of the programme into tangible indicators for monitoring and evaluation; analyses, validates and aggregates output, outcome and learning in all phases of the primary processes;
  • Supports the monitoring and evaluation and learning and the application of data to continuously improve upon the relevance, effectiveness and efficiency of the programme;
  • Undertake regular monitoring to ensure that grantees are able to reflect upon and capture the best practices and lessons learned as well as to achieve results;
  • Provide feedback on Evaluation ToRs; (where appropriate) leads the implementation of end-term evaluations and monitors the implementation of evaluation activities; prepares evaluation reports; reviews and provides feedback on evaluation reports prepared by third parties;
  • Compiles regular project monitoring report, including an assessment of the application of evaluation recommendations and other lessons learned;
  • Compiles quarterly, biannual and annual tabular and narrative reports (as required by project stakeholders);
  • Actively participate in learning workshops and Cordaid’s M&E Community of Practice to disseminate learnings across Cordaid’s and international networks;
  • Periodically compile lessons learned from project implementation processes;
  • Perform other duties as assigned

Job Requirements

 QUALIFICATIONS :-

A.     EDUCATION/TRAINING

 Required:

  •  Bachelor’s degree in Social Science, Statistics, or other related fields.

 Desired:

  •  Knowledge of statistical software.
  •  Experience using data/results management systems
  •  Experience implementing complex M&E Methodologies (Outcome Harvesting, Most Significant Change, QCA, PLA etc.)

 B.     EXPERIENCE:

Required:

3 – 5 years job related experience.

 C.     Desired:

 NGO experience.

D.     TECHNICAL SKILLS

 Required:

  • Highly organized, attention to detail and analytical skills;
  • Computer skills particularly Microsoft Officer Tools (SharePoint, Excel, Word, PowerPoint)
  • Good oral and written communication and interpersonal skill;
  • Works effectively in a team dynamic
  • Sensitivity to gender equality and local contexts, participatory approaches and sustainability;
  •  Professional level proficiency in English, both verbal and written

Desired:

  •   Verbal proficiency in local languages
