Background of the Organization and the Project:

Ethiopian Human Rights Council (EHRCO) is the first non-governmental, non-profit making, non-partisan and membership-based organization legally registered by the Ethiopian civic society Agency with registration number 1146 and is currently working as a human rights civil society. EHRCO was established in October 1991 by 32 founding members from academia, business, and other professions. EHRCO is an organization that strives for the establishment of a Democratic system, the prevalence of the Rule of Law, and Respect for Human Rights. EHRCO works in situation monitoring, investigating, and reporting on Ethiopia’s human rights situation at its core. Furthermore, EHRCO investigates, documents, and reports on (often serious and widespread) human rights violations and has specialized in targeted monitoring such as prison, trial proceedings, free legal aid, and election monitoring. Additionally, EHRCO is involved in various projects and programs focusing on human rights and other issues related to human rights.

EHRCO is well recognized by different local and international organizations. In recognition of EHRCO’s contribution over three decades of work in the human rights arena, It has been awarded different awards. In support of that claim, EHRCO is the recipient of the 2022 human rights award from the German section of Amnesty International

The Millennium/DPI joint venture (MDPI) is implementing USAID’s Feteh (Justice) Activity in Ethiopia. It is a project designed to support the strengthening of the rule of law in Ethiopia by providing flexible, rapid response technical assistance to select judicial institutions, other constitutionally mandated democratic and human rights institutions, and legal and academic institutions.

EHRCO in collaboration with Feteh (Justice) Activity is implementing an 11-month project under the title of “Advocating for the promotion and protection of the rights of IDPs”. The overarching goal of the project is to promote and protect the rights of IDPs in Ethiopia. The project seeks to systematically advocate based on evidence of the rights and needs of IDPs. It contains several activities ranging from doing assessment research on the current status of IDPs to training different IDP-centered CSOs and social media advocacy.

To this end, EHRCO wants to hire a Monitoring and Evaluation Officer to oversee the proper implementation of this project and invites all qualified applicants according to the below-specified requirements.

Job Description

Reporting to the Program Coordinator, the M&E officer is responsible for project data collection, compilation, and documentation of implementation progress, lessons, and project-level data. The M&E officer monitors the quality of field-level data and ensures proper reporting. She/he will oversee the monitoring, evaluation, analytics, and reporting of performance and results of the project. She/he will oversee data management of direct service participants of the project. She/he will lead activity, output, and outcome efforts to strengthen monitoring and evaluation and performance reporting within the operational area of the project.

Main Duties and Responsibilities

  • Assists EHRCO staff in developing regular data collection format, in-field supervision, and database maintaining, analyzing, and interpreting data and ensuring forward accountability to the community and learning;
  •  Assists and conducts project monitoring and supportive supervision;
  • Assists and conducts joint monitoring and coordination meetings with stakeholders;
  • Conducts and participates in data quality assessments and validation;
  •  Assists and participate in project bassline evaluation, mid-term evaluation, end-line evaluation, outcome survey, and other project start-up surveys and assessments;
  •  Assists and leads the monitoring system of the project’s direct beneficiaries /participants;
  •  Participate and provide inputs for the development of a Comprehensive Monitoring Evaluation plan;
  •  Assists staff in overall M&E and reporting system;
  •  Assists project staff in reviewing and revising project M&E plan and indicators as required;
  •  Provides reporting feedback to project staff;
  • Assists, in preparing and submitting government reports;
  •  Assists the project staff in understanding activity/output/outcome project-level data;
  •  Organizes participatory monitoring events along with the facilitators and partners and communities;
  • Participates in project performance review meetings at different levels;
  •  Collects and provides information and technical support in the preparation of quarterly or biannual reports;
  • Ensures consistency of information in different reports;
  • Participates in the formulation and revision of different reports and plans;
  •  Identifies indicators that are reliable for data quality assessments;
  • Supports and produces quarterly, semiannually, and annually project tabular reports by reconciling them with the narration reports;
  •  Analyzes plan versus achievements of the project and identify justifications for under achievements or over achievements;
  •  Ensures cross-cutting issues such as gender and age are effectively addressed/ mainstreamed in all project implementations as part of ensuring accountability;
  •  Ensure that an appropriate data management system is in place and staff is the required capacity to operate and use the software;
  •  Ensures all the data of the project is collected, cleaned, stored, reported, and documented properly;
  •  Identify and fills gaps in data collection systems of EHRCO;
  •  Assists and conducts learning assessments and produces learning briefs and other knowledge management products;
  •  Assists and produces success stories, rolling profiles, and most significant change stories;
  •  Organizes and participates in learning events and experience sharing.

Employment Type

  • The employment type is a contract employment. There will be a very high possibility of extension at the end of the project.

Employment Duration

  • The employment duration is 10 Months ( July 1, 2022 – April 30, 2023)

Duty Station

  • The duty station for the employment is Addis Ababa with a frequent chance of going to project implementation sites

Job Requirements

Education/training

  •  LLB Law, Human Rights, PSIR and other related fields, Bachelor degree in Social Science, Statistics or other related fields.
  • Knowledge of statistical software for both quantitative and qualitative data

Experience:

  •  Minimum of three (3) years experience
  • Job-related experience in monitoring and evaluation, mainly in non-governmental organizations.

Necessary Technical skills

  •  Well organized and gives attention to detail with advanced analytical skills;
  •  Computer skills particularly in statistics software and other common software such as Microsoft Word, Excel, and PowerPoint;
  • Good oral and written communication and interpersonal skills;
  •  Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach, and sustainability;
  •  Proficiency in English and local language both verbal and written. o Utilizing programming and statistical software (such as SPSS) to compile data and information for various systems, and knowledge of basic monitoring and evaluation and research tools;
