Organization Background:

HUNDEE – Oromo Grassroots Development Initiative is a local non-partisan, not-for profit and secular charity organization established in April 1995. HUNDEE broadly envisions seeing a just world where women, men, boys and girls live in dignity and prosperity. To this end, it has been promoting various projects being developed in the areas of development and community education interventions. It has secured funding support from USAID/PEPFAR for the implementation of a project that seeks to deliver family-focused HIV prevention, testing, care services and interventions for vulnerable children in Shashamane, Goba, Bule-Hora, Nagelle-Borena, Adola, Shakiso, Odo-Shakiso and Yabello towns in Oromia National Regional State. The Main purpose of this project is to strengthen local HIV epidemic control so that 95% of individuals living with HIV know their status, 95% of persons living with HIV initiate antiretroviral therapy and 95% of clients on antiretroviral therapy achieve their viral load suppression. Here, our organization seeks to hire competent and qualified candidates who fulfill the following criteria of the position.

Terms of Employment: One year contract, with possibility of renewal depending on merit and job continuity

Job Summary:

Under the supervision and direction of HIV Prevention, Care & Treatment Service Project Coordinator, the MERL Specialist is primarily responsible to:

  • Prepare M & E plan, align with program and expected results, develop various M & E check lists and  outcome mapping tools align with M & E; and conducted M and E for HIV Prevention, Care & Treatment Service project,
  • Participate and assist HIV Prevention, Care & Treatment Service project staff in Planning, Monitoring, Evaluation and Reporting,
  • Oversee and ensuring that program is well monitored and evaluated, with appropriate indicators of success, impact measurements, and communication of results to the donor organization and other relevant stakeholders,
  • Provide MERL/MEAL technical leadership, lead capacity building efforts, and transfer M&E and learning technical capacity to project personnel,
  • Facilitate and ensure data is utilized for evidence-based decision making and planning,
  • Provide technical support on design of specific data collection tools (such as surveys, questionnaires), and appropriate sampling strategies, develop innovative data collection tools,
  • Work with program team to analyze information supplied by field staff and develop timely feedback mechanisms to ensure information is available to program team, and partners (where appropriate),
  • Coordinate regular monitoring visits to project intervention woredas/towns and ensure the production of one consolidated report and agreed action plan for follow up response,
  • Design innovative methods to promote a culture of learning through systematic analysis and reflection of program data,
  • Lead establishment of project database at Coordination Office level and monitor data entry process and ensure project personnel are utilizing project specific database,
  • Train and manage staff to collect, analyze and verify M & E data, conduct data verification, analysis, and management, provide M & E training and support to project team,
  • Monitor data for results, impact and learning opportunities, and evaluate the results and impact of the program,
  • Prepare periodic report, develop project friendly data collection tools and formats and
  •  Perform other duties as assigned by his/her immediate supervisor.

Job Requirements

Required Education and Qualification:

  • Master’s/Bachelor’s degree in Economics, Development Economics, Business Management/Administration, Public Health, Health Officer, statistics or other related fields from recognized University/College

Work Experience:

  • 6/8 years proven work experiences respectively, of which 3/4 years experience in monitoring and evaluation of HIV projects, (Preferably in NGO)

Skill and Personal qualities:

  • Strong communication, interpersonal and report writing skills, technical competence and ability to work in harmony with co-worker;
  •  Proven knowledge of working with Microsoft packages (ability to prepare various reports using Excel, Microsoft Offices, PowerPoint and etc)

Language Ability:

  • Proficiency in Afaan Oromo, Amharic and English languages is mandatory
