Canadian Physicians for Aid and Relief (CPAR) has been working in Ethiopia since 1984. Its initial intervention was predominantly focused on famine relief through the provision of emergency health service assistance to people affected by famine. CPAR’s major humanitarian and emergency interventions were a supply of skilled personnel, medical supplies and materials for emergency, Water, Sanitation and Hygiene (WASH), and health services.

CPAR, in response to the “Partnerships for Her Voice, Her Choice” call for proposals by Global Affairs Canada (GAC), has developed a 4 years’ project proposal entitled “Enhancing Sexual Reproductive Health and Rights for Women and Adolescents” (ESWA). The project aims to improve women and adolescent girls reproductive, sexual health and rights by increasing awareness of and access to high quality gender-responsive and youth-friendly Sexual and Reproductive Health (SRH) services in selected zones in the Amhara and Oromia Regional States. This project proposal has been selected and funded by GAC. As a result, CPAR, in collaboration with various universities and local partners will implement the project. For this project, CPAR is seeking qualified candidates for different positions and locations.

Principal Function: The Monitoring & Evaluation Specialist, in close coordination with the project manager and project officers, will be responsible for coordinating the development and the implementation of a comprehensive project monitoring, evaluation and knowledge management system. This will enhance monitoring, quality control and evaluation in order to improve internal processes and results delivery.

Specific roles and responsibilities:

  • Coordinate the development of a comprehensive overall monitoring and evaluation framework, with toolkits that include performance indicators and benchmarks for each aspect of the ESWA project in accordance with GAC guidelines.
  • Recommend and implement a systematic approach to integrate thematically defined results indicators in the project strategies and program formulation of the project (input, output, outcome, impact).
  • Train project staff on the use of monitoring and evaluation tools.
  • Coordinate evaluations of projects and thematic strategies as well as their contribution to the achievement of overall results; the findings of the evaluation will inform the development of new strategies.
  • In collaboration with the project manager and other program staff, coordinate the evaluation of policy and advocacy work, and use best practices emerging from the project.
  • Analyze bi-annual and annual reports, and produce a progress report to guide management decision-making.
  • Put in place systems for collecting data to monitor the development of defined indicators under the comprehensive reporting framework;
  • Integrate periodic evaluations as an integral part of the monitoring & evaluation system.
  •  Other duties as assigned by the supervisor

Job Requirements

Required qualifications:

  • Master’s degree in Monitoring and Evaluation, Public health, Gender or related fields with a health related undergraduate degree.
  • Five years’ work experience in planning, implementing, monitoring and evaluating health projects
  • Well acquainted with the Ethiopian health system, policies, plans and procedures.
  • Takes initiative and is goal oriented
  • Experience in Results Based Management
  • Working experience in non-governmental organizations is advantageous.
  • Good communication and writing skills, is adaptable, flexible and resourceful, able to adopt an organized and methodological approach, sense of confidentiality.
  • Proven skills, monitoring and evaluation system design, drafting and preparing reports.
  • A strong aptitude for organizational change, innovation, learning, team building,
  • Languages – Fluent writing and spoken English.
