Resolve to Save Lives is a global health initiative of Vital Strategies that aims to save millions of lives by reducing preventable deaths from cardiovascular disease and by preventing infectious disease epidemics. Since September 2017, the Resolve to Save Lives Cardiovascular Health (CVH) and Prevent Epidemics teams have been working closely with governments, the World Health Organization, the World Bank, academic and other partners in a number of low- and middle-income countries to strengthen national capacity to prevent, detect and respond to epidemic threats and improve cardiovascular health. In Ethiopia, Resolve to Save Lives has recently started a phased implementation of a hypertension control project that, once scaled, will comprise 62 health centers and 10 primary hospitals across seven regions.  This project collaborates with the WHO Country Office and the Federal Ministry of Health (FMOH).  In the interest of improving data quality and enhancing program monitoring, Resolve to Save Lives is planning the near-term deployment of Simple, a mobile smartphone application by which health workers can quickly and easily register and manage hypertension patients.  Simple also includes a web-based dashboard for officials and health system managers to monitor hypertension control across facilities and regions.

 

Overall role:

Reporting to the Country Director, the Monitoring and Evaluation Technical Advisor will be a key member of the project team and be responsible for providing technical support in the design, implementation and review of the monitoring and evaluation components of the CVH program. She/he will lead the development and sustainability of an effective Monitoring and Evaluation (M&E) system for the project. She/he will also oversee data management processes to track performance and inform programming for the CVH program. Strong M&E skills, the ability to coordinate with other team members and partners, and the ability to manage multiple competing priorities will be key qualifications for this role. This individual will also be responsible for assuring high-quality M&E leadership for the program. She/he will have experience working on M&E program design and implementation and evaluation.  The M&E Technical Advisor coordinates with the Resolve to Save Lives regional hypertension coordinators, MOH NCD team and WHO focal point to perform the duties listed below.

 

Key Duties and Responsibilities:

  • Develop an annual M&E work plan
  • Develop M&E plan including process and outcome indicators and data collection tools for hypertension and nutrition programs
  • Oversee the implementation of the M&E plan
  • Routinely monitor the progress of M&E, and provide regular updates to the Ethiopia Country Director, relevant staff in the Ethiopia team and Directors, Hypertension and Nutrition at Vital Strategies / Resolve to Save Lives headquarters
  • Develop standardized data collection tools, and organize and ensure regular, valid and complete data collection related to the plans
  • Routinely monitor the quality of data, perform data quality audits, and respond to data quality issues as needed. Develop and maintain a system and procedures for generating quality project reports.
  • Monitor the implementation of the project capacity building plan (including training, mentorship and support supervision).
  • Collect and report feedback from the field regarding any obstacles to or suggestions for improvement of the Simple app or related dashboard
  • Oversee program quality improvement activities to promote performance improvement such as increasing hypertension control and reducing loss-to-follow-up rates
  • Oversee local IRB processes and requirements
  • Lead official report writing

Job Requirements

Educational Requirements:

  • MA/MSC in Statistic, Biostatistics, M&E, health informatics, MPH in M&E, or related fields.

Required Experience and Skills:

  • Minimum of 7 years of relevant experience in M&E of large-scale health and health service delivery and systems strengthening programs
  • Experience in design, development and implementation of M&E systems and plans preferably in the health sector
  • Experience in survey design
  • Experience with clinical quality improvement methodologies to drive performance improvement
  • Excellent report writing, presentation and communication skills
  • Statistical analysis skills, and proficiency with at least one statistical software platform
  • Demonstrated experience in collaborating with varying types of partners, including government and INGOs
  • Willingness to travel across Ethiopia to project sites
  • Fluency in spoken and written English and Amharic
