Multi sectoral Food and Nutrition Strategic Advisor (National only) 49 views

PROJECT OVERVIEW:

Growth through Nutrition Activity (2016-2022), led by Save the Children International (SCI), supports implementation of the multi sectoral National Nutrition Program II (NNP II) and the One WaSH National Program (OWNP) in more than 110 woredas in Amhara, Oromiya, Sidama, SNNP and Tigray regions. To help sustain effective implementation of such multi sectoral programs and recent gains against malnutrition under a comprehensive policy framework, Growth through Nutrition closely works with GoE at policy and strategy levels. The project played role in the national Food and Nutrition Policy, from its inception to endorsement, and it continues providing support to the ongoing development of the Food and Nutrition Strategy as well as establishment and strengthening of nutrition governance mechanisms emanating from the national policy.

 

ROLE PURPOSE:

The Multi sectoral Food and Nutrition Programming Advisor will be responsible to provide technical assistance that enables smooth transition of MoA and MoH towards implementation of the Food and Nutrition Policy and Strategy of Ethiopia, while continuing to implement their sector-specific major nutrition related activities. The role will support MoH and MoA with sector-specific activities along agreed and proportionally allocated time, strengthen their intersectoral coordination for nutrition, and ensure their smooth transition towards their role under the new Food and Nutrition governing structure. The role replaces individual advisory roles previously seconded at MoH and MoA thus serving as a withdrawal strategy for the project, which aims towards gradual self-reliance of both sectors in terms of nutrition programming.

Specifically, the role-holder helps ensure that nutrition continues to be a sustained priority in sectoral strategic and annual plans, sectoral structures staffed with experts capable of leading implementation are in place and sectors will be held accountable for results. Its additional focus will be identifying multi sectoral roles within the mandate of the two sectors and other stakeholders they work with. To this end, the advisor will works closely with high-level sectoral leadership and development partners to streamline efforts in implementing and monitoring nutrition-specific and sensitive interventions. Details of role’s responsibility are outlined as follows.

SCOPE OF ROLE:

Reports to:  the State Minister of MoH, Chair of the NNCB; and Growth through Nutrition CoP, state Minister of MoA, Co-chair of the NNCB

Role Dimensions:

  • The role holder will be based at FMOH and works under direct supervision of the NNCB Chair, Program State Minister (50% of the time- with more multi sectoral coordination role) and at MoA (50% of their time for both sector-specific and multi sectoral support role).
  • The role holder will organize regular meetings between NNCB lead, respective sector nutrition managers and Growth through Nutrition COP per agreed schedule, and
  • He/she will hold quarterly conversation with project COP on jointly agreed annual performance objectives as per Save the Children’s HR policy.

KEY AREAS OF ACCOUNTABILITY :


1.  Identify sectoral roles in implementation of Food and Nutrition initiatives including possible new phase of NNP, in line with national and sector-specific strategic plans of MoA and MoH 

  • Review FNP, national Food and Nutrition Strategy, MoH and MoA sectoral plans- HSTP II, Ten years Agriculture Strategic Plan, annual EFY 2013 sectoral plans – to identify areas for sector-specific nutrition activities for effective  implementation of the Food and Nutrition Strategy
  • Support the two sectors identify multi sectoral nutrition coordination related activities in national food and nutrition strategies to mainstream into their strategic and annual plans
  • Jointly devise mechanisms to effectively support the federal ministries and regions on multi sectoral nutrition agenda including active contribution to development of new phase of NNP if it is required to implement the Food and Nutrition Strategy
  • Coordinate efforts to assess how these activities are captured by monitoring and accountability mechanisms of the sectors and recommend actions

2.  Identify gaps in organizational nutrition structure and technical team competence to implement multi sectoral linkage roles under the new food and nutrition strategy

  • Work with responsible directorates and teams of the two sectors to identify technical and structural gaps to plan and implement multi sectoral nutrition interventions designated in the new food and nutrition strategy
  • Support sectors map partners engaging in multi sectoral efforts to address identified sectoral gaps and reduce fragmented support
  • Jointly set strategies to sustainably address sector-specific and multi sectoral actions in collaboration with partners
  • Develop short term and long term plans for sustainable capacity building approaches that addresses issues of staff turnover, structural changes
  • Support sectors provide guidance on how to cascade multisectoral coordination roles between the two sectors and along the federal to kebele level structures

3.    Support the two sectors and relevant stakeholders address identified gaps that hinder multi sectoral interventions as per agreed plans

  • Conduct on-site monitoring and supportive supervision of sectoral nutrition programs
  • Follow up the performance of sector ministries, regional bureaus, woredas, and stakeholders using agreed nutrition scorecard and utilization of outcomes from monitoring for timely decision-making.
  • Coordinate with SD innovation phase, OWNP and other sector nutrition initiatives to ensure standardized implementation

4.    Supports the establishment of strong governance and accountability mechanisms to implement multi sectoral nutrition activities

  • Support NNCB to execute its regular multi sectoral function during the contract period
  • Facilitate finalization of the Food and Nutrition Strategy document
  • Clarify roles of MoA and MoH in the new nutrition governance body to be established to execute the plan
  • Work with NNTC and sector experts to ensure technical plausibility of sector monitoring indicators set for nutrition interventions
  • Support nutrition relevant offices in regularly monitoring multi sectoral nutrition activities, and reporting to the NNCB

5.    Enhance culture of proper documentation, reporting and sharing of food and nutrition activities implementation

  • Ensure that the process of nutrition oriented sectoral strategies and plans development, sectoral capacity building activities are well documented
  • Proper documentation of support to NNCB, establishment of Nutrition Council or transition and intersectoral roles is well documented
  • Provide technical support to compilation of required reports to NNCB or sector ministries on  major activities
  • Properly document organizational and team technical capacity building strategies and activities for sustained replication after phase out of support
  • Hold updating sessions with NNCB lead, sectoral nutrition and project leaders per agreed schedule

KEY DELIVERABLES OF THE ROLE:

  • Agreed outline of sector-specific and multi-sectoral coordination roles of MoA and MoH at different levels with clear monitoring, reporting and accountability mechanisms to implement multi-sectoral roles informed by the FNS and Sectoral strategic plans
  • Compiled report of on jointly identified capacity gaps to implement multi-sectoral roles, agreed mitigating strategies, resources required and stakeholders’ role
  • Compiled brief and periodic report on implementation progress extracted from performance reports, monitoring visits or assessments of multi-sectoral nutrition initiatives, including NNP II, NSA strategy and SD Innovation Phase,
  • Proper and readily available documentation of MoA’s and MoH’s role in the Nutrition Council and related nutrition structures establishment, and capacity building process and activities implemented during the contract period

Job Requirements

ACADEMIC QUALIFICATION 

  • Minimum second degree in Food and Nutrition, Public Health, Social Sciences and/or Leadership

EXPERIENCE AND SKILLS

Essential

  • A minimum of 7 years’ experience in designing and implementation of multi-sectoral food and nutrition strategies and programs at higher levels, particularly within MoH and MoA structures,
  • Proven work experience in the GoE food and nutrition implementing sector food systems, food safety and nutrition
  • Fluent/Proficient in English and Amharic
  • Effective written and oral communication

Desirable:

  • Proven experience in nutrition advocacy, program leadership to influence implementation of multi-sector programs as indicated in the food and nutrition strategy
  • Involvement in development of National Nutrition Program, National Food and Nutrition Policy, Food and Nutrition Strategy and related sectoral nutrition strategies/plans
  • Experience in working in international/local development partner engaged in nutrition advocacy and programming
