National consultant for Food and Nutrition Strategy costing 72 views

1.    Introduction 

Food and Nutrition implementing sector ministries and development partners have developed a comprehensive Food and Nutrition Policy (FNP) to guide the delivery of a range of cost-effective nutrition interventions to reduce the high burden of malnutrition. Malnutrition is a national human, social, and economic burden that warrants urgent action. To support this Policy, the ‘National Food and Nutrition Strategy 2020–2030’ (FNSS) was developed by line ministries under the leadership of the Federal Ministry of Health and other development partners. The strategy identifies critical interventions that can be implemented at a significant scale within the next ten years to reduce malnutrition’s national burden and ending stunting by 2030. The FNS sets objectives and general strategies to expand a core package of food and nutrition-specific and sensitive interventions to dramatically increase services to protect women and children during the 1,000-day window and beyond.

 2.   Specific Tasks

➢      Review the draft Food and Nutrition Strategy Costing template and discuss with the international consultant on costing exercise methodology.

➢      Provide technical support and guidance through the facilitation of workshops for review and refinement of activities in each strategic objective/direction/initiative of the Food and Nutrition Strategy. Refine and develop appropriate unit costs, target, and scale for each component from interventions detailed in the 13 specific objectives from the line ministries of the FNS.  This includes the hard cost of food and nutrition supplies and commodities procurement and cash expenditures, training, promotional activities,

infrastructure, media engagement, new technologies, monitoring, and evaluation activities as well as the in-kind value of time and effort devoted by personnel.

➢      Follow up support with the sector team and international consultant to constructing an itemized costing until the FNS costing is approved.

 3.   Methodology

Though the facilitation of workshop with the different line-ministries and partners, the consultant should follow the subsequent and proposed 8 steps used to estimate costs for each intervention:

 •      Provide presentation on the basic principles of costing

•      Review and refine of each activity

•      Review and define targets for the interventions

•      Estimate the unit cost per activity

•      Define the frequency of each intervention over ten years

•      Review the costed activities finalize in consultation with the international consultant.

 4.  Reporting

This position reporting to Chief of Nutrition and functional relationship with International consultant and MOH/MCHD/Nutrition case team.

5. Deliverables

•      Refine activities of the Food and Nutrition Strategy

•      Defined targets for each activity of the Food and Nutrition Strategy

•      The estimated unit cost of each activity of the Food and Nutrition Strategy

•      Defined frequency of the intervention over ten years.

6. Expected Background and Work Experience


University Degree (MSC/Ph.D./MBA/MPH/N) in Health Economics /Economics and Food and Nutrition.

 ➢      More than ten years of in costing preferably multi-sectoral food and nutrition strategies and programs

➢      Experience in costing government strategic plans and experience in working with different actors
