Context

Since March 2017, the IOM Office in Addis Ababa, Ethiopia has been implementing the EU-IOM Joint Initiative for Migrant Protection and Reintegration in the Horn of Africa (hereinafter the Joint Initiative) program, funded by EU Trust Fund (EUTF). The aim of the program is to contribute towards facilitating orderly, safe, regular and responsible migration management through the development and implementation of rights-based, development-focused sustainable return and reintegration policies and processes. The initiative also helps returnees reintegrate into the community economically, socially and psychosocially and assists them in staying in an environment of safety and security.

The program is mainly implemented in regions highly affected by migration and a source of potential migrants and returnees in Ethiopia. These are:  Amhara, Oromia, SNNP, Somali and Tigray Regional States as well as Dire Dawa City Administration. For the implementation of the program at Federal level, IOM is engaging the National Anti-human trafficking and Smuggling taskforce, and the Protection and Reintegration working group which brings together various government and non-government institutions working in this area.   At regional, zonal and woreda levels, IOM coordinates closely will various government structures with reintegration and related mandates at each administrative level such as Bureaus for Labour and Social Affairs; Health; Women, Children and Youth Affairs; as well as Rural/Urban Job Creation Offices, Technical and Vocational Education and Training; Micro-finance institutions and others.

Under this program, the IOM Office is recruiting a National Officer for relevant capacity building tasks. The main tasks and responsibilities of the position are described below.

Under the overall supervision of the Chief of Mission and Representative to AU, UNECA and IGAD, and the direct supervision of the EU-IOM Joint Initiative for Migration Protection and Reintegration (JI program) Programme Coordinator in the mission, the successful candidate will be responsible for leading the Joint Initiatives capacity building and related activities in close collaboration with relevant federal and regional government institutions, relevant IOM Offices as well as partners.

Core Functions / Responsibilities:

1.     As the focal persons on capacity building activities of JI Ethiopia, lead the roll out and implementation of JI Ethiopia’s capacity building plan.

2.     Lead and contribute to the identification of capacity building needs of government and non-government actors involved in the providing assistance and protection to vulnerable migrants and returnees.

3.     Coordinate closely with the rest of JI Ethiopia team and ensure that capacity building interventions and plans are coordinated and streamlined in the respective areas of intervention.

4.     Organize and lead capacity building intervention and activities (as per the needs identified). In close coordination with other IOM colleagues, identify or prepare resource materials, resource persons and other technical inputs required for capacity building interventions.

5.     Maintain good knowledge and information on new developments and practices around migrant protection and reintegration and other related migration management topics.

6.     Support relevant federal and regional government institutions and structures to ensure that the governments capacity in providing return and reintegration assistance and support to vulnerable Ethiopian migrants is achieved.

7.     Coordinate closely with key and relevant government structures and systems which aims to promote and protect vulnerable migrants and returnees.

8.     Ensure proper documentation and record of all capacity building interventions undertaken by the program.

9.     In collaboration and coordination with the M&E Officer, monitor and evaluate the contribution of the various capacity building interventions implemented by the program.

10.  Prepare and present timely report on all capacity building activities implemented under the program.

11.  Perform such other duties as may be assigned.

Job Requirements

Required Qualifications and Experience

Education

  • Advanced or university degree in Economics, Business Management/Administration or related Social Science fields of study;

Experience

  • Seven years relevant experience for Maters Degree holders and nine years for Bachelor holders.

·         Experience in leading or implementing capacity building and learning interventions with Governmental and non-governmental actors at federal and grassroots levels;

·         Experience in project management and implementation, including resource/financial management, project development, and monitoring and evaluation concepts;

·         Proven experience in working and liaising with government officials and non-government actors;

·         Ability to develop suitable materials for capacity building;

·         Knowledge of adult education/training methodologies;

·         Demonstrated ability for leadership in the context of partnership building and consensual decision-making;

·         Proven analytical skills;

·         Demonstrated team-building skills.

 

Languages

·         Thorough knowledge of spoken and written English and Amharic.

·         Knowledge of local languages is an advantage.
