Organizational Setting
FAO’s Subregional Office for Eastern Africa is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing subregional food, agriculture and rural development priorities. It develops and maintains relations with subregion-wide institutions including Regional Economic Integration Organizations (REIOs). The Subregional Office is a subsidiary of FAO’s Regional Office for SFE.

Reporting Lines
The Natural Resources Officer reports to the Land and Water Officer, SFE.

Technical Focus
Forestry and climate.

Key Results
Research, technical analysis, and project related services to support the delivery of programme projects, products, and services.

Key Functions

  • Researches and analyzes technical, social, economic, environmental, institutional, and technology related information, data and statistics and/or related policy issues to support the delivery of programme projects, products and services;
  • Produces a variety of technical information, data, statistics and reports as well as input for technical documents and web pages;
  • Provides technical support/analysis to various assessments, studies and initiatives and provides technical backstopping to field projects;
  • Collaborates in the development of improved/updated tools, systems, processes, and databases;
  • Participates on multi-disciplinary teams, and/or leads working groups/teams collaborates with other departments and agencies on work groups and committees and promotes best practices;
  • Collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, on-line tools;
  • Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations;
  • Supports resource mobilization activities in accordance with the FAO Corporate strategy.

Specific Functions

  • Provides technical expertise in the areas of climate change, forestry and natural resources management to the SFE office and its related country offices;
  • Facilitates the effective formulation and implementation of projects in Eastern Africa on climate change, forestry and natural resources management; and
  • Facilitates the effective implementation of the Program of Work and Budget (PWB) and other approved initiatives.

Minimum Requirements

  • Advanced university degree in natural resources with focus on environmental science, forestry or natural resource management, forest economics, forest engineering or other field related to natural resources
  • Five years of relevant experience in forestry development, natural resources management, climate change, forestry or Natural Resources Management in developing countries
  • Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish

Technical/Functional Skills

  • Work experience in more than one location or area of work, particularly in field positions is desirable
  • Demonstrated competency in establishing and maintaining partnerships and raising funds, and preferably funding from the Green Climate Fund and/or the Global Environment Facility
  • Extent and relevance of experience in the formulation and implementation of climate change and forestry management projects
  • Depth of familiarity with relevant software application techniques, and experience with one are all of the following disciplines: climate change; sustainable bioenergy development; natural resources management (NRM); water management; forestry management; land management and/or rural development
  • Extent and relevance of experience in the analysis and formulation of projects for sustainability improvement in NRM sector.
