JOB SUMMARY

The NRM/PW & Environment Facilitator will closely work with kebele level relevant government experts to implement TRAIN-DFSA NRM, environment and DRR activities. He/she will be mainly responsible to ensure all NRM structures in the watersheds are to the required standard. The position holder is also responsible to follow up and ensure other public work activities meet the required standard.

PRINCIPAL RESPONSIBILITIES

Key Result #1 Planning and documentation

  1. Involve in project level PReSERVE-RFSA annual Plan preparation for NRM, environment and DRR related activities;
  2. Involve in Annual woreda level public work Plan preparation with government;
  3. Ensure gender and youth are considered in NRM, environment and DRR plan;
  4. Ensure women conditionality performed based on the Program Implementation Manual (PIM);
  5. Ensure all PW activities considering gender integration;
  6. Ensure all pertinent information on NRM, Environment and DRR tracked and documented at watershed level.

Key Result #2 Implementation

  1. Regularly follow up and ensure the technical standard of public work activities including NRM structures in collaboration with kebele Development agents and foremen and Soil and Water Conservation Supervisors;
  2. Periodically travel to watersheds and record project interventions and communicate best practices to NRM officers PM;
  3. Closely follow up nursery management activities in collaboration with the kebele Development agents and foremen;
  4. Build up highly functional working partnerships with relevant local kebele staff;
  5. Provide technical support, guidance and advice on selection of watershed units in each project;
  6. Engagement in teamwork with other sectors of Livelihood, Infrastructure, gender, health and nutrition initiatives of DFSA.
  7. Establish and strengthen Watershed committees and user groups;
  8. Closely participate in watershed document preparation like reading and collecting GPS data of watershed and necessary parts when required;
  9. Ensure all DRR, NRM and Environment related activities be integrated with other PReSERVE sectors like gender, youth, livelihood and health and nutrition.

Key Result #3 Monitoring Activities

  1. Conduct regular monitoring visits of all watersheds and report to the NRM and Environment officer;
  2. Conduct frequent field visit to watershed sites to check NRM structures and other Public Work activities implemented as per the required standard;
  3. Monitor performance against the plan indicated in the IEE/EIA;
  4. Ensure all the necessary data is timely captured in to the WL3 database collection forms and submitted timely;
  5. Monitor and support SWC supervisors, PW foremen/women to evaluate their performance and give the necessary backstopping.

Key Result #4 – Reporting

1. Collect and compile periodic reports on DRR, NRM and Environment and submit to the NRM and environment officer;

Experience

  • At least 1 Year experience in a similar position preferably in an International NGO setting.

Education/Certifications

  • BSc in Irrigation Engineering/ Hydraulic Engineering, Natural Resource Management/Economics, Land Resources Management, Soil and Water Conservation, Soil and Water Engineering, Soil Science, Agricultural Engineering and Forestry or relevant field of study.

Language

  • Proficiency in spoken and written Amharic and /or local language of the operational area and, basic understanding of English required;

Distinguishing Competencies 

  • Proactive personality & and self-initiative.

Supervisory Responsibility

  • This position has no supervisory responsibility.

  • Be able to describe how gender issues relate to one’s job responsibilities and how gender equity can be promoted through the execution of those responsibilities.
  • Be familiar with the local Gender Focal Point(s), and go to her/him to learn more about gender issues, or when there is a gender grievance or harassment issue to resolve
  • Within each project and department, discuss FH’s Gender & Diversity and Sexual Harassment and sexual exploitation Policies, so that all staff are conversant with them.
  • Refrain from any comments or gestures that indicate prejudicial views of female staff, especially female supervisors.
  • In each Project and Head Office, ask women staff what changes would make it more “gender-friendly”, organization and implement the recommendations
