Seniority Allowance – paid depending up the years of service.

Contract Duration: Six months with high possibility of extension

About the Country Program in Ethiopia

Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where Nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience.

Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are: BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA and others.

I.    Summary of position

The Health and Nutrition PM under the direct supervision of the Field Coordinator will establish and manage a health and nutrition program.  S/He will provide support for the definition and follow-up of the projects to implement nutritional and health program, supervise the nutrition and health team, and ensure that the objectives of project supervision and animation of the teams are met. He/She is also expected to collaborate with other thematic area PM in bases, nutrition and health supervisors, field coordinators based in filed level, and capital office to ensure a functional and viable programmatic and operational coordination and integration between all Action Against Hunger programs areas including Nutrition and Health, WASH, FSL, MHPSS and MEAL

The role’s purpose, engagement and delivery is:

Purpose (The substantive focus of the job encompassing scope, depth and difficulty of work both conceptual and applied)

1. Program implementation, organization and coordination;

  • Prepare detail implementation plan of activities and program goals in order to achieve the set objectives.
  • Plan/forecast program budget and monitor the financial utilisation of the program.
  • Coordinate program implementation with other actors (government and NGOs) in the project area.
  • Conduct site visits to monitor the implementation of activities and give guidance to the team.
  • Ensure that CMAM performance indicators will be achieve as per the SPHERE and national guidelines.
  • Ensure that primary health activities indicators are reached as per the national guideline standards.
  • Develop terms of reference for workshop/training.
  • Support the Woreda Health office to prepare supply request based on the identified gap
  • Follow the availability of health and nutrition inputs, including essential drug kits and nutrition products from WHO/UNICEF/WFP and ensure proper use of them in temporary IDP clinics/MHNT team and existing health facilities,
  • Ensure good pharmacy management at the health facilities Compile and follow the consumption and request report of essential drugs, nutrition medication and products and supplies from all services delivery points,
  • Initiate new project development (prepare concept notes for projects) based on accurate baseline surveys and information if needed.

2. Support government health staff to manage the temporary IDP clinics, MHNT sites and nutrition centres (OTP, TSFP and SC),

  • Makes sure that basic health services at IDP clinics/MHNT sites and the nearby health facilities are implemented according to the National protocols,
  • Follow-up of distribution, management and consumption of essentials drug kits, nutrition products and systematic treatment, therapeutic food and NFI, including RUTF, RUSF/CSB ++ and other routine medications,
  • Identify training gaps in health facility staff to provide basic health services and emergency nutrition services
  • Ensure that the project staff and government health staff (including health staff working in temporal IDP clinics, MHNT sites and HEWs)  have adequate training on the rendering basic health services and emergency nutrition interventions as the National manual/SOPs,

3. Monitoring Evaluation Accountability and Learning (MEAL) activities:

  • Produce and submit periodic (monthly and quarterly) project update reports (narrative and quantitative) with high quality to the capital office.
  • Develop monitoring and evaluation tool for the going project.
  • Support in the field level specific M&E planning and designing, implementation and coordination exercises that are tailored to project needs and scope.
  • Ensure Health and nutrition data quality in coordination with MEAL department, nutrition program manager, and technical advisors at capital level.
  • Lease with local health and nutrition authorities to exchange health and nutrition data and reports on regular basis.
  • Participate in filling available health databases as requested.
  • Report and provide regular updates to project team leader and other concerned department heads on project performance status.
  • Report to the field coordinator and other concerns on any problem encountered during the implementation of project activities.
  • Collaborate internally with MEAL and other thematic area staff on project related assessments and/or with other external sector agencies while ensuring assessment findings are documented properly and disseminated timely.
  • Identify report related problems and challenges faced, propose solutions to line supervisor and collaborate on rectifying them in a timely manner.
  • Critically follow evolution of the disasters/outbreaks in the area.
  • Propose timely responses in case of nutrition emergency and disease epidemics.

4. Team management/Capacity building

  • Participate in the recruitment staffs
  • Conduct performance appraisal of the team members as per HR schedule.
  • Identify teams training needs and develop the capacity of the team by delivering on job training.
  • Work and collaborate transparently and efficiently with all the support departments both at the base and capital levels.
  • Providing induction training for the newly recruited staffs on programmatic activities of the organization, JDs, past project achievements and other expectations

Engagement: Represent the organization in relation to the project to the local authorities and other partners: (The focus of interaction both internally and externally needed to deliver a service seek collaboration and build effective partnerships)

5. Represent the organization in relation with the project to the local authorities and other partners:

  • Represent Action against Hunger in zonal and woreda level health and nutrition technical coordination meetings, networks and forums with a focus on essential health and nutrition services.
  • Promote project activities and innovations to the various local partners and stakeholders.
  • Upholds the image and values of Action Against Hunger at all times and place.
  • Implement other duties and responsibilities assigned by the Nutrition and Health Technical Advisor and Field Coordinator
  • Develop a network of contacts at a base level (INGOs, Government, technical, political) to allow a smooth implementation of the project.
  • Active participation in Emergency Nutrition Coordination meetings at both woreda and Zonal level.
  • Close follow up of the overall health and nutrition situation of the four Woreda’s where ACF is operational and if possible other areas of concern in the region with detailed interpretation of different indicators such as direct follow up of health status, outbreaks, general nutrition status, situation of harvest, hunger gap period, market prices, livestock in targeted areas.

6. The Health and Nutrition PM is accountable for:

  • The respect of all AAH procedures (HR, Logs & IT, Finances etc.)
  • Supporting the implementation of basic health services/PHC and emergency nutrition intervention activities of high quality,
  • Alerting health and nutrition PM on all issues that have an important impact or no identified solution or need support to be solved,
  • Good working relations between AAH, government health staff and other partners.

Delivery: (The focus on the execution of the work and the role on the team for supporting business/operational functions in terms of timeliness and quality)

  • Ensure timely overall project implementation and delivery of essential nutrition and health activities at all health facilities and service delivery sites with the support of other staff.

II.  Supervisory Responsibilities

  • Acting as the direct supervisor for Health and Nutrition Deputy Program Manager, and other health and nutrition staff in the field.

V.   Fiscal Responsibility

  • Ensure timely budget utilization of health programs and project activities in liaison with finance department, Health and Nutrition Experts HoD, and field coordinators and nutrition program manager to ensure budget expenditure is in line with program objectives, within project tolerance level while ensuring quality of service delivery.
  • Provide regular follow and support to health and nutrition staff on ways to efficiently and timely utilize project resources, including project committed budget without compromising the quality of expected deliverables.

VI.   Physical Demands

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a humanitarian development nexus programming approaches. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

VII.  Working Conditions, Travel and Environment

  • The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.

While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.

Job Requirements

 Required Qualifications and Professional Experience

  • Minimum of Bachelor’s degree preferably in Nutrition/ Health officer/BSC nursing/ health related field or its equivalent; nurse diploma will be an asset
  • Minimum of 5-6 years of experience working in Nutrition/Health

Required Skills & Competencies

  • Good human relations and diplomacy – Analytical capacity – Capacity to organize the work and supervise the team –Knowledge of logistics (storage, transport, quality control) – Computer knowledge  – Experience in problems linked with humanitarian crises

Languages: (indicate fluency level)

  • English (fluent)
  • Knowledge of local language Tigrigna is required
