Aim of the Organizational Unit

Performance Based Financing (PBF) differs from classical health financing which relies on input financing for its activities that are not linked to any results produced by the health facility. In a supply side PBF health system strengthening approach, the financing of the health facility is linked with its performance. PBF creates a strong motivator for actors to perform better, improve their HMIS and provide quality services. Cordaid has long been a pioneer in the implementation of Performance Based Financing (PBF) in the health sector.

Purpose of the position

The position holder is responsible for the successful implementation of the PBF project. S/he will support, mentor, and monitor the local team based in the region in the execution of the PBF project in all aspects of the PBF- project implementation with a special focus on improving the quantity and quality of the health services provided by the health facilities participating in the PBF-project to and monitors the progress and performance.

Responsibilities and Accountability

Coordination, Effective Field Processes

  • Facilitate the implementation of the PBF-project in the region, making sure that all systems and procedures are in place and that the project will realize the results aimed for, formulated in the proposal approved by the FMOH and the respective region.
  • Provide technical guidance in the quantity and quality verifications of contracted HFs to the agreed guidelines in the Project Implementation Manual (PIM).
  • Coordinate the PBF-project, its activities and the roles/responsibilities of all local actors involved in the project.
  • Ensure PBF zonal focal person plan for verification effectively and verifications are conducted timely by liaising with zonal health department.

Contracts, Work plans and Reviews

  • Support the Regions in the development of contracts for different providers.
  • Support the regions in the timely preparation of business plan by health facilities and signing of contracts with the health facilities, WHOs, ZHD and the CBOs in liaison with PBF project zonal focal person
  • Support the quarterly reviews undertaken by the Region, Zones, Woreda Health Offices and the Zonal Health Department focusing on the quality component of the PBF-project.

Staff supervision 

  • Supervise all project staff based in the field offices.
  • Provide technical support to the field staff and ensure they follow the PIM processes properly
  • Ensure performance appraisals for all subordinate staff are conducted timely

Quantity and Quality Assurance and Invoicing

  • Regularly analyse the performance of the quantity and quality of the PBF data of all the contracted health facilities and Woreda Health offices, as well as the payments in liaison with the Regional PBF Data Focal person and the Regional health bureau.
  • Report on trends in the data and advice on any anomalies and out layers. Investigate on abnormalities of the results of data and recommend to the Regional health bureau about changes where needed.
  • Contribute to the periodic review and revision of the Quantity Indicator list, the Quality assessment tools and the PIM.
  • Ensure that the (verified) final invoices for payment of the PBF-subsidies submitted by the Regional Health bureau are accurate and sent timely to the Fund holder, so that payments can be made in a timely manner.
  • Monitor the progress of the PBF-project and identify key challenges and come up with solutions to solve them, this in close consultation with the RHB.

Training and coaching

  • Providing regular training and support/coaching to the PBF staff and the other actors playing a role in the institutional setup of the PBF-project (such as the Zonal Health Department, Woreda Health Offices, contracted CBO’s, the Steering Committee, the contracted health facilities) on performing their tasks and responsibilities as formulated in the PIM (to be developed) in liaison with PBF expert/technical assistance

Reporting

  • Ensure timely detailed weekly updates submitted to PBF expert/technical assistance and the Regional Health Bureau.
  • Compile quality and timely quarterly narrative progress reports in line with requirements of the Netherlands Embassy and FMoH.

Representation and networking

  • Represent Cordaid and the PBF-project within the region. Where   needed, liaise with relevant stakeholders in and outside the project area to ensure its success. Function as an active member of the PBF regional Steering Committee,
  • Attend to any other duties necessary for the successful implementation of the PBF-project.

Job Requirements

Qualifications and Experience

  1. Master’s degree in Health economics, Public Health, Medicine, or any other, similar qualifications in this field.
  2. Professional certification in clinical quality of care and management of quality improvement strategies.
  3. Demonstrated knowledge of and experience in Ethiopian Public Health Services.
  4. Minimum of 3 years of experience in managing a multi stakeholder health project and a team.
  5. Ability to lead and manage the multi stakeholder PBF-project, making sure that all PBF-actors are playing their required role effectively.
  6. Knowledge of and experience with the Ethiopian HMIS system and DHIS2.
  7. Prior working experience with quality improvement in a public health organization is an advantage.
  8. Good experience with relevant computer software packages like MS Word, Excel, Power Point is a must

  1. Knowledge of and working experience in the region is an advantage.
  2. Effective internal communications – a team player, with the ability to establish a team and to work as a team, adapting to different personalities and situations, maintaining positive working relations.
  3. Effective external communications – Good networking, representative, diplomatic and social skills, able to communicate and to liaise with the Regional Health Bureau, the Zonal Health Department, Ethiopian Health Insurance Agency branch office, and other stakeholders relevant for the PBF-project.
  4. Proven quantitative and qualitative analytical skills. Ability to analyze and present data in well written reports. Experience in preparing attractive reports, presentations and in facilitating skills.
  5. Ability to work and succeed under distant supervision and guidance, meeting deadlines.
  6. Good command (in writing and verbally) of the local language (Amharic, Somali) and English language.
  7. Possess good organizational and planning skills.
  8. Knowledge of the PBF approach will be an added advantage
  9. Willing to work and to frequently travel long distances within the assigned regions and other parts of Ethiopia.
