Job Summary:

Primary Functions & Responsibilities:

  • Supports the IRI Ethiopia office in ensuring an effective and efficient process in the field for collection of required documentation for contracts and subgrants;
  • Prepare bills and payments, in close consultation with the Field Accountant and program staff;
  • Serves as liaison with subgrant partners and contractors in the field and the Headquarters Procurement Team;
  • Directs subaward and contract documentation process as required for opening and closing subawards;
  • Conducts in depth reviews of subaward proposals and draft related risk assessments;
  • Monitors that subaward partners comply with grant policies and procedures;
  • Reviews the financial report/milestones from CSO’s in preparation for submission to Headquarters Procurement team;
  • Contributes to internal weekly reports as relates to subawards and procurement;
  • Collaborates with program staff in the drafting and preparation of donor reporting;
  • Monitors the workplan and performance management for the subgrants area;
  • Responsible for organizing and maintaining subaward files in the field as required;
  • Responsible for working closely with Ethiopia field program staff on management of subawards, and providing compliance guidance;
  • Train subrecipients and contractors on terms of agreement and reporting;
  • Performs other duties as assigned.

The employee is expected to respond to emergency situations involving the safety of fellow employees including evacuation of the building.

Job Requirements

Position Requirements

  • Bachelor’s degree in accounting, finance or business administration preferred. Equivalent professional experience may be substituted for educational experience.
  • 2-4 years of professional experience related to procurement or grants management.
  • Prior US Government contracts and grants experience strongly preferred.
  • Experience with JAMIS or Oracle based software applications preferred.

  • Managing Multiple Priorities: Ability to manage multiple concurrent objectives, projects, groups, or activities, making effective judgments as to prioritizing and time allocation.
