The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2019, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is undergoing institutional reform to enhance its credibility and capacity and conduct free, impartial, and credible elections. Through the support of the United Nations Development Program (UNDP), NEBE has contracted ABH Partners to provide human resource recruitment and management services.

Accordingly, ABH partners would like to invite applicants who meet the below requirements to apply for the position of Junior Procurement Expert

Responsible for Procuring goods and services on time and deliver them to the concerned body in an effective manner using the most economic and efficient method in accordance with the government procurement guidelines and manual. The procurement officer will also handle proformas and bids.

Required number: One

Reports to: Procurement Manager  

Duty station: NEBE Head Quarter, Addis Ababa

Duration: 12 months with a possibility of extension

Salary:  Attractive (Non Civil Service Scale)

Expected Start Date: Immediately after obtaining the contract

Major Responsibilities

·         Collect proforma invoice from qualified and eligible bidders for procurement using RFQ method.

·         Assist in the preparation of bidding documents, specifications, Drafting Terms of reference (TORs), evaluating proposals and awarding of contracts;

·         Handling of procurement related correspondence with pertinent offices to accomplish activities in relation with procurement, payment and delivery of goods to the concerned store;

·         Maintenance of records of procurement documentation, deliveries and payments in a systematic matter to make them available for procurement audits and reviews;

·         Maintain list of suppliers and procurement files for goods, works and services;

·         Assume responsibility for being alert to any indication of unethical behaviour and report such behaviour to his/her immediate supervisor;

·         Conduct Market survey to check and assess the market price information of the goods;

·         Prepare periodic procurement activity reports and submit to procurement senior officer;

·         Compile complete procurement packages and ensure they are filed appropriately;

·         Regularly update all procurement trackers and monitor expiration dates including all stakeholders;

·         Identify potential suppliers and maintain an updated vendor database;

·         Ensure that incoming materials from suppliers are in good order and properly checked before receipt;

·         Review all invoices for accuracy and completeness before forwarding for approval and payment;

·         Support on other tasks when required and any other related tasks assigned by line manager.

Job Requirements

·         BA/MA in purchasing and supply management; logistics and supply chain management, Business administration, Marketing, or related fields

·         At least 4/2 years direct experience in procurement activities

·         Proven familiarity with government procurement manuals and the ability to interpret procurement policies.

·         Strong capability of communication on the subject matter

·         Advanced knowledge of MS application such as Excel, word etc.

·         Energetic and willing to learn.

·         Good time management and organizational skills.

·         Ability to show initiative, good judgment, and resourcefulness;

·         The ability to remain highly organized while handling multiple tasks under tight deadlines;

·         Builds strong relationships with vendors

·         Excellent reporting and document handling skills;

·         The ability to complete tasks with limited supervision;

·         Demonstrate excellent reporting and document handling skills as well as communication skill;

·         Willingness to adhere to all principles of confidentiality and handles sensitive issues and address inclusion matters with integrity

·         Ability to show initiative, good judgment, and resourcefulness;

·         Strong communication (spoken and written) skills and ability to articulate ideas in a clear, concise style

·         Fluency in English required.
