Role and responsibilities
The Procurement Officer is responsible for the effective delivery of procurement services in order to obtain the best value for money, through a collaborative, quality and results-oriented approach in accordance with systems and procurement policies of NRC in Country Office.
Generic responsibilities
- Ensure adherence with NRC policies, tools, handbooks and guidelines
- Provide technical/ current market conditions update to NRC bid committee
- Provide anti-corruption, transparency and cost efficiency focus in all procurement processes
- Training and development of procurement team at office level
- Prepare, check and share plans, records and PTS reports as required and implement a filing system/archives according to procedures
Specific responsibilities
- Ensure adherence with NRC policies, tools, handbooks and guidelines
- Assist procurement coordinator on framework agreement process and
- Focal person for regularly updating and sharing to concerned staffs framework agreement tracking
- Receive, review and analyze procurement requests assigned to him/her and ensure the PRs contain clear information, technically complete and ready for further process.
- Collect quotes from reputable, reliable and qualified suppliers and conduct a quote analysis, ensure that it assessed by the bid committee and relevant technical person.
- Review specifications, draft tender documents and with selected committee members circulate tender documents for review. Issue tenders, prepare initial review of offers received, prepare evaluations and submissions to the bid Committee, negotiating as necessary and finalizing procurement documents and act in collaboration, consultation as appropriate
- Reconcile all delivery documents Goods Received Note (GRN) and delivery Notes (D/Notes), Invoices and Purchase Orders (PO) to ascertain conformity with specifications then prepare payment request to Finance for payment with all other relevant support documents.
- Maintain all records concerning the procurement of goods and services, ensure adequate filing of all procurement elated matters by projects/donors and provide updated procurement status report

- Bachelor’s Degree in procurement and logistics or related field
- 3 years’ experience in a procurement position preferably with NGOs
