 Purpose: Procurement of Service – Video and Photo documentation

Period of Performance: August, 2021 or as agreed

Place of Performance: Addis Ababa, and other Regional Cities (through field visits)

DESCRIPTION OF REQUIREMENT

Background

The Digital Health Activity (DHA) is helping the MOH build a sustainable, resilient, and interoperable health information systems (HIS) that ensures the entire health sector has the data, analytics, and skills necessary to improve the health and well-being of all Ethiopians. As a communications effort, DHA would like a video and photo documentation of its activities to be shown to various stakeholders. Hence, in order to ensure this activity is executed in a professional manner, DHA requires the services of creative agencies.

The creative agencies will be required to document and produce videos (documentation videos and infographic videos) that shows DHA’s work. The documentation videos will need to be captured in our project implementation sites both in Addis Ababa and the Regions (SNNPR, Amhara, Tigray, Oromia and Somali Regions). The creative agencies will need to have all the equipment required to execute the below deliverables.

Details about the documentation outputs:

Videos

  • Two minutes video with animation and infographics about DHA and its work
  • Three 1-minute videos, success stories, including infographics and animation
  • Three 1-minute infographic instructional videos

Photos – Prepare a shooting list and produce a variety of photos based on the list.

Responsibility of DHA:

  • Provide a clear creative brief and expected deliverables;
  • Answer any questions that might arise during the work;
  • Provide proper direction and feedback during documentation activity;
  • Effect payments upon completion of the documentation work;
  • Provide transportation services (for field travel to the implementation Regions: SNNPR, Amhara, Tigray, Oromia and Somali).

Responsibility of Creative Agency:

  • Have a clear understanding of client (DHA) requirements and deliverables.
  • Assign a qualified professional to carry out the agreed tasks.
  • Practice proper communication throughout.
  • Deliver deliverables within agreed upon timeline.
  • Request any resources from the client, as required.
  • Take and include comments of DHA in the video and photo production work.

Deliverables of the vendor:

  1. A two minutes video of DHA’s work with English voiceover and Amharic subtitle
  2. Three one minute video with English voiceover and Amharic subtitle
  3. Three 1-minute infographic instructional videos
  4. Photo (100 photos) of at least 300dpi taken based on the approved shooting list
  5. Footage of all videos described in the first and second deliverables

N.B: all productions need to be submitted in electronic format using flash disks.

Job Requirements

Evaluation Criteria:

Responsive proposals will be evaluated and ranked by a committee on a technical basis according to the criteria below. Those proposals that are considered to be technically acceptable shall then be evaluated in terms of cost.

For the purpose of selection, the evaluation will be based on the following weighted point scale (totaling 100 points) of the proposal in its entirety, including, but not limited to, the following:

Other Considerations

All materials generated from this assignment will be property of the JSI-DHA, USAID, and FMoH to use as it deem desirable. The consulting firm will have no rights to reproduce, alter, or otherwise use materials produced resulting from this solicitation without prior approval JSI-DHA. JSI-DHA may cancel all or part of this RFP without the need for consent of the production firm.
