The Inter-Religious Council of Ethiopia (IRCE) was established in 2010 with the goal of bringing together all religious leaders by joining hands and hearts around common interests at the national and sovereign level. It has a membership of seven major religious denominations in Ethiopia and is certified by the Ministry of Federal Affairs of Ethiopia, and is represented at the federal, regional and district levels. IRCE’s vision in Ethiopia is to develop religious freedom and equality based on peace, love and tolerance, which will be mutually beneficial to all. IRCE is a nonprofit faith based organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions.

IRCE currently implements peace building and conflict resolution and harm full traditional practice prevention projects through support of various donor organizations. Its staffs have expertise in in Health, Education, Nutrition, Environment, Economic Development, Civil Society, Gender, Youth, Research and Technology; creating a unique mix of capabilities to address today’s interrelated development challenges.

Our organization has been awarded a grant by USAID Ethiopia to implement PEPFAR’s Faith-based Retention and Adherence Initiative for one year. The grant intends to strengthen organizational capacity by the recipient and, concurrently, deliver strategic HIV advocacy, communication and social mobilization (ACSM) to faith-based audiences in close collaboration with the Government of Ethiopia in PEPFAR geographic areas of focus.

IRCE seeks to recruit qualified experts for the implementation of this USAID funded project.

Job Summary / Responsibilities:

The Program director will be the most senior leader of the PEPFAR Faith-based Retention and Adherence Initiative project who will be in charge of coordinating all project operational and technical management including handling donor communications. The program director will provide strategic guidance to teams and project staffs in ways that promote the organization’s culture. S/he will also oversee the progress of operations. The ideal candidate will be an excellent leader and will have experience in managing staffs of different disciplines to produce results in a timely manner. The goal is to ensure that the project delivers the desirable outcomes to the organization.

Specific Roles and Responsibilities:

Management and Administration

  • Provides strategic leadership and technical, operational, financial, and managerial leadership for successful implementation of project activities.
  • Ensures that the program is technically sound, evidence-based, and consistent with funder and stakeholders’ priorities.
  • Provides oversight of program implementation including all activities, outputs, and outcomes related to project management and administration, including reporting, budget development and monitoring, financial transactions, execution of project plans, and project performance.
  • Oversees the selection and training of qualified program staff, assigning clear roles and responsibilities, providing effective supervision, and managing performance to ensure efficient operations.
  • Ensures the project produces the specified results in the annual work plan(s) to the required standard of quality and within the timeline and budget parameters.
  • Oversees budget pipeline development and budget monitoring.
  • Conducts monthly reviews to ensure accountability of all project activities as well as the accurate and timely reporting of financial deliverables and obligations.
  • Ensures that the project progresses in accordance to its contractual obligations and complies with donor regulations and internal organizational policies.

Representation

  • Acts as the primary project contact person and liaison, ensuring the project is represented in national technical, policy, and planning forums with USG and other key stakeholders.
  • Coordinates organizational relationship with partners and donors related to monitoring and evaluation, providing support in facilitating technical collaboration and coordination activities with Governments, USG, partners and stakeholders.
  • Works closely with USAID and other TA partners to ensure compliance with programmatic targets and deliverables.
  • Promotes the project through advocacy, presentations, and participation in country, regional, and international technical forums.

Technical Leadership

  • Support other teams under his/her supervision by advising on program management, organizational development, capacity building, and collaboration among Government, partners, and stakeholders.
  • Advises on primary care and community health services to people living with HIV.
  • Establishes and manages a team with all the relevant disciplines and operational staff, including team building and counterpart identification within Ministries and partners.
  • Develops a detailed implementation plan in line with the agreed scope and resources.
  • Oversees development of a monitoring and evaluation plan for the successive phases of the project to capture project performance and results.

Job Requirements

Required Education and Work Experience

  • MSC/MPH level with health background.
  • More than 10 years of professional experience with > 5 years of experience after the MPH, including prior working experience on HIV Prevention, Care and Treatment programs
  • Experience in managing, designing, implementing, and evaluating similar projects.
  • Demonstrated diplomatic, management, and communication skills to liaise and advocate with governments, donors, thought leaders, and other key stakeholders “
  • Proven ability to write technical reports and program documents, and deliver presentations.
  • Previous experience with USAID projects strongly preferred.
