The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2019, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is undergoing institutional reform to enhance its credibility and capacity and conduct free, impartial, and credible elections. Through the support of the United Nations Development Program (UNDP), NEBE has contracted ABH Partners to provide human resource recruitment and management services.

Accordingly, ABH partners would like to invite applicants who meet the below requirements to apply for the position of Programmer.

Under the direct support of the ICT Manager the programmer will manage the debugging and testing of all organizational software systems. S/he will be responsible for customizing and upgrading the existing application of the organization and when necessary developing new software systems compatible to the organization.

Reports to: ICT Manager

Duty station: NEBE Head Quarter, Addis Ababa

Duration: 12 months with a possibility of extension

Salary:  Attractive (Non Civil Service Scale)

Expected Start Date: Immediately after obtaining the contract

Major Responsibilities

·         Responsible for testing and debugging all software systems by using different debugging tools

·         Follow the necessary software development cycle to develop new and compatible software systems

·         Responsible for regular audit to allocate and record available resources

·         Must test code periodically to ensure it produces the desirable results and perform debugging when necessary

·         In collaboration with the IT team give user support and work on proper documentation

·         Perform software quality assurance

·         Perform upgrades to make software and system more secure and efficient

.         Designing and testing computer structures

·         Bachelor’s Degree in Computer Science, Computer Information Technology, Information system, Management information system or related field

·         4 years of relevant experience on programming

.         Knowledge with relational databases, SQL and ORM technologies

·         Demonstrated professional experience and knowledge in programming and Java, Payton, .net, C#, etc.

·         Detail-oriented and excellent concentration ability

·         Experience in project design, coding, testing, delivery and technical documentation

·         Fundamental understanding of Oracle database

·         Demonstrated IT and technical skills

·         Good problem-solving and team working skills.

·         Excellent written and verbal communication skills.

·         An analytical mindset and critical thinking

·         The ability to remain highly organized while handling multiple tasks under tight deadlines;

·         Fluency in English required.
