Background

Under the current circumstance in Ethiopia, currently there is a heavy influx of ex-combatants who will require assistance to reintegrate into communities after long periods in exile. Hence, to secure sustainable and peaceful reintegration of the ex-combatants having returned to their communities IOM along with the Government of Ethiopia is going to implement a disarmament, Demobilisation and Reintegration Project.

Under the overall supervision of the Transition and Recovery Manager and the direct supervision of the Senior Project Assistant – Durable Solution the incumbent will be responsible for assisting the day to day implementation and coordination, networking and information sharing activities of durable solution working groups (DSWGs) with focus on housing, community-based planning at federal and regional level in close collaboration with IOM staff members, DSWG members, project partners and local authorities. S/he will be tasked to prepare activity plans, organize and coordinate regular meetings, follow up on action points, and collect and prepare implementation progresses of planned activities and meeting minutes. In particular, he/she will:

Responsibilities and Accountabilities:

  • Support the coordination of the Federal and Somali Region’s DSWG regular and ad-hoc meetings in close collaboration with the National Disaster and Risk Management Commission (NDRMC) and the Somali Disaster Prevention and Preparedness Bureau (DPPB);
  • Support and facilitate timely information sharing among the members of both DSWG through meetings, follow-up and assistance;
  • Gather and compile up-to-date technical information on relevant Housing, Land and Property (HLP) laws, procedures, and practices in Somali Region,
  • In close coordination and consultation with NDRMC and DPPB, prepare agendas, set schedules, facilitate participation of DSWG members on a regular basis, facilitate meeting minutes, convene meetings and follow up on implementation of action points;
  • In coordination with DSWG, advocate for recognition of the HLP rights of displaced/returnees  persons, particularly the most vulnerable among them (i.e female-headed households, persons with disabilities, the elderly, ethnic and religious minorities
  • Join and support assessments, intention surveys and information gathering activities that are relevant to supporting the durable solutions for the IDPs in the Somali region;
  • Provide periodic information updates and reports on progresses, challenges, and lessons learned on the durable solutions initiative in the Federal and Somali region levels;
  • Document good practices and experiences, and provide inputs on project information and documentation (including human interest stories, photos, articles, etc);
  • Map and gather data to enhance the profiling of the DSWG members in relation to activities that may be linked with the DS initiatives;
  • Provide information and facilitate meetings and field visits to the Durable Solution support team;
  • Assist in exploring opportunities and relevant activities in furthering and strengthening the durable solutions initiatives to better support IDPs in a protracted internal displacement situation in the Somali region; and
  • Perform other related duties as may be required.

Job Requirements

Education

  • BA degree in Law, Political Science or a related field from accredited academic institution.

Experience

  • A minimum of five years relevant professional work experience.
  • Experience liaising with government authorities, other national institutions and NGOs would be considered an advantage;
  • Experience working with an international organization, UN agency or NGO would be desirable;
  • Excellent organizational skills with the ability to manage multiple tasks simultaneously under time constraints; accurate and detail oriented;
  • Proficiency in MS office applications such as Word and Excel.
  • Excellent computer skills
  • Very good communication and interpersonal skills
  • Basic report writing skills
  • Supervisory/basic managerial skills

Languages

  • Fluency in English and Somali is required;
  • Working knowledge of French and/or Spanish is an advantage
