OVERVIEW

The Ethiopian Center for Disability and Development (ECDD) is an Ethiopian civil society development organization that works with other organizations to promote, facilitate and build organizational capacity to make mainstream government and non-governmental service delivery and development programs accessible to, and inclusive of persons with disabilities.

ECDD is partnering with International Labor Organization (ILO) to implement a project entitled “Enhancing the livelihood of persons with disabilities among IDPs, Refugees, and Host communities through inclusive skills development and employment opportunities (ENHANCE)” The project will be implemented in Fafan Zone: Kebribeyah town/refugee camp, Qoloji IDP camp, and Jigjiga City in the Somali Region of Ethiopia. The overall objective of the project is to enhance the livelihood situations of persons with disabilities (among refugees, IDPs, and host communities) through improved access to skills development and employment opportunities.

Currently, ECDD is looking for a competent and qualified Project Coordinator of ENHANCE Project:

DESCRIPTION OF TASKS
The Project Coordinator is based at ECDD Head Office, Addis Ababa reports to the Inclusive Livelihoods Program Team Lead, and works under the overall supervision of the Program Director and Executive Director. The Project Coordinator is responsible for the overall coordination, implementation, monitoring, Evaluation, and reporting of activities and results of the project.

 

Specifically, the Project Coordinator of ENHANCE project will:

 

1.    Prepare an annual project work plan, implement and report all project activities according to the work plan, and manage the annual project budget and expenditure

 

2.    Assign tasks to Regional Project Officers and Disability Inclusion Facilitators and supervise their performances

3.    Effectively manage the dissemination of information from the central coordination to regional office staff;

4.    Design and implement systems to assist Disability Inclusion Facilitators in the mobilization of youth with disabilities to CBT and TVET training.

5.    Maintain contact with project donors and partners

6.    Work closely with the federal and regional TVET Agencies to promote the implementation of inclusive TVET

7.    Follow-up and monitor partnerships developed between TVET institutions, employers, and government authorities towards realizing disability-inclusive TVET in Ethiopia.

8.    Organize workshops, training, and events in all project target areas to enhance the inclusion of persons with disabilities in skill-based training, employment governance, and civic affairs

9.    Facilitate leadership and disability rights advocacy, and soft skills training

10. Build the capacities of the implementing partners on disability mainstreaming skills

11. Facilitate accessibility audit and modification at selected TVETs and Community Based Training (CBT) centers for disability inclusion and accessibility and sensitize their staff to include youth with disabilities

12. Facilitate capacity-building training to key staff/trainers from selected TVET’s and cascade down the newly developed TVET disability mainstreaming guideline

13. Identify and mobilize youth with disabilities to enroll in TVETs and CBTs

14. Support the establishment of youth enterprises and IGA groups composed of youth with disabilities and facilitate the provision of startup capital.

15. Engage in strengthening the Ethiopian Business and Disability Network (EBDN), and facilitate the participation of youth with disabilities in different Job fairs

16. Organize an annual inclusive employer’s award event to award a company that hires more youth with disability.

17. Provide targeted technical assistance for project implementation partners to foster continuous improvement in the inclusion of persons with disabilities;

18. Ensure that projects are aligned with and contribute to national and local strategies, policies, operational guidelines, and protocols as applicable;

19. Assure quality to all operational plans for projects to ensure they are realistic;

20. Review operational budgets in conjunction with project teams, Finance teams to ensure value for money;

21. Ensure timely submission of quality project plans and reports;

22. Ensure observance of the ECDD Child and Adults-at-Risk Policy by project staff and partners, in consultation with the ECDD Safeguarding Focal Person.

23. Monitor and evaluate progress in the achievement of project results and provide data and information to the ECDD M&E Coordinator

24. Prepare weekly, monthly and quarterly reports of activities accomplished, in collaboration with the Project Officer and submit reports to the ECDD M&E Coordinator and Livelihoods Program Team Lead in a timely manner

25. Oversee the collection, documentation, and dissemination of lessons learned, case stories, and good practices of the project and its partners.

26. Undertake other tasks as the ECDD Program Team Lead or Program Director may be assigned.

Job Requirements

Required Qualifications, experiences, and competencies

1.    Education – minimum Masters in Social Work, Sociology, Business Administration, or a related field

2.    Professional experience – minimum 5 and above years of responsibility for the implementation of donor-funded projects related to vocational skills training and work

3.    Good understanding of national TVET policies and strategies, and extensive knowledge of other organizations active in livelihoods-related work in Ethiopia

4.    Good knowledge of the practice and profession of special needs education/training

5.    Excellent interpersonal relationships and teamwork

6.    Excellent communication skills

7.    Able and willing to travel frequently to the project intervention areas

Desirable

1.    Previous professional work in vocational skills training

2.    Previous professional experience working with refugees and IDPs with disabilities

3.    Competence in the use of computer applications

4.    Fluency in English, Arabic, Somali, Amharic, or Ethiopian Sign Language, are also advantageous.
