 About the project

The Mastercard Foundation in partnership with the Ministry of Innovation and Technology (MiNT) of FDRE and Iceaddis IT Consultancy PLC and Shayashone (SYS) is launching a five-year project titled ‘Job Creation through Incubation and Acceleration Support in Ethiopia’ to enable 56,160 young women and men experiencing poverty with access to direct jobs including creating 100 e-commerce startups (70% of whom women-led) and 3,240 small businesses as third-party marketplace sellers which can be small farmers, SMEs, retailers, processors, associations, etc. The program will also create additional job opportunities for 77,000 young people indirectly. The incubation and acceleration process will also engage 500 startups each year, building their capacity through exposure to digital entrepreneurship. It will also provide seed funds to at least 100 startups, of which 50% are under the early-stage startup category while the rest are under growth-oriented entrepreneurs through deliberate incubation and acceleration programs that ensure growth and the greatest chance of scaling. The proposed program aims to create a digitally empowered economy accelerated by sustainable enterprise growth that increases youth employment in Ethiopia. This will be achieved through interventions that create the environment for startups to flourish, and growth-oriented businesses receive support to survive and grow. The program contributes to the achievement of the goals of the Mastercard Foundation Young Africa Works in Ethiopia program.

Duty station: Addis Ababa with travel to the regions from time to time

Short description of the position

The project manager will be a key resource person to lead the overall project. S/he will be responsible for leading and managing initiatives related to Job Creation through e-commerce incubation and Acceleration in Ethiopia. S/he will work in collaboration with stakeholders and prepare TOR for the design, development, and deployment of project initiatives related to e-commerce. The candidate is responsible for planning, executing, controlling, and reporting current projects jointly implemented by the Foundation and MiNT. S/he is also responsible for collaborating with other team members of the Digital Transformation Program Office and MinT. The ideal candidate is the one who demonstrates a solid understanding of e-commerce incubation in the context of the private sector and its contribution to creating job opportunities.

Project and people management

  • Responsible for consolidated planning, monitoring, evaluation, and reporting of the project using standard project management formats and tools.
  • In consultation with project stakeholders, establish different task forces for timely and smooth operationalization of the project plan.
  • Monitor the ways in which the Project’s activities align with Ethiopia’s Digital Transformation Strategy and other national pillars such as the homegrown economic reform agenda and Ten-year national development plan.
  • Supervise performance and development of project team.
  • Initiate regular (monthly, quarterly, and yearly) progress follow-up meetings among all partners and other meetings on a need basis.
  • Facilitate exchange and learning among project Partnership and outside by integrating and disseminating new learning.
  • Develop or adopt various project management tools and frameworks that could foster harmonization among project partners and improve reporting and monitoring standards.
  • Acts as a lead and/or support for key people processes-recruitment and induction, training and development, performance management, benefit and compensation, and employee relationship.
  • Introduce different team-building programs and provide leadership by example, -the-job coaching, training, and development that enhance the capacities and synergies of project staff.

Managing partnership

  • Provide technical support to other ministries and government agencies in drafting relevant policies
  • Provides Technical leadership to MINT on e-commerce and digital businesses
  • Work with development partners and external stakeholders involved with e-commerce and digital businesses in Ethiopia
  • Work with incubators, accelerators, and digital businesses on issues of Ecommerce; align the Project’s objectives with the Digital Ethiopia2025 strategy and engage with individuals, including government actors, who are able to facilitate support needed to create an enabling digital eco-system.
  • Lead liaison and engagement with parallel ministries and institutions in issues of concern to the project implementation

Creating enabling eco-system

  • Support various MInT departments in developing policies conducive to the growth of e-commerce and the broader digital economy and build their capacity
  • Collect market data and industry feedback to identify emerging e-commerce opportunities, including value chains that should be prioritized, technologies, and business models, and recommend appropriate policy changes linked to these
  • Coordinate the development of   policies, strategies, and tools related to e-commerce
  • Provide Policy advice to various stakeholders working on e-commerce and Digital Businesses in Ethiopia
  • Facilitate an enabling environment for the successful delivery of the project by identifying potential bottlenecks and seeking solutions
  • Identify emerging opportunities and areas where policy and regulatory changes can be considered in order to facilitate an enabling digital eco-system.

Additional Roles

  • Undertake other related roles from MiNT and other project partners as and when needed and ensure complementarity with the e-commerce project.
  • Responsible for capacity building of the relevant MiNT team and ensuring full teamwork and integration of project work within the mainstream functions of the ministry.
  • Actively participate in e-commerce-related national and regional initiatives to network, learn and harmonize.

Job Requirements

Education, Experience and Language

  • MSC or equivalent education in Digital Economy Leadership, Information System Management, Computer science, software engineering, information science, 
  • Knowledge in Digital Finance and exposure to Digital Platform Management
  • At least ten years of relevant experience in Managing digital platform developments or in e-commerce entrepreneurship & business incubation development, of which five years at the Managerial level
  • Experience in Developing Digital Strategies and gridlines
  • Experience in national-level ICT-related projects management
  • Proven stakeholder engagement, management, and coordination skill
  • Proficiency in spoken and written English language
  • Familiarity with public institutions’ work environment and operation modality
  • Proficient in tools like MS Office, Office 365, MS Project, and Visio
  • Experience in delivering training and workshop to groups with different levels of knowledge and skills

  • Hands-on experience in e-commerce incubation and acceleration.
  • Profound understanding of system design and implementation
  • Profound understanding of the startup eco-system, job creation and digital entrepreneurship

  • Outstanding technical and organizational skills in project management in the context of entrepreneurship development
  • Mastery in facilitating and fostering partnerships with internal and external stakeholders.
