Organizational Description

 The Ethiopian Medical Association (EMA) is one of the first professional associations in Ethiopia. The Association has been formally established on July 2, 1962 G.C with 100 founding members and through a formal charter granted to it by the then Emperor Haile Selassie I and is member of World Medical Association since 1994 G.C.

EMA’s head office is based in Addis Ababa and has a presence in five regions represented by its nine regional branch offices (Gonder, Mekelle, Bahir Dar, Dessie, Jimma, Adama, Harare, Hawassa and Arba Minch). EMA has been operational for over 57 years on promoting quality of medical service in Ethiopia and evidence-based medicine through publishing the Ethiopian Medical Journal (EMJ). The mission of the association is to: Ensure that the community gets quality health service and care; Promote the highest standards in medical education, science, art and practice and Ensure the rights and benefits of medical professionals (doctors) and act as their voice

Job Summary

The medical education and training advisor/ project manager is responsible for the  management and implementation of HWIP  and works towards the result areas stated under the scope of work of  EMA i.e improved quality of preservice medical education, national system for health workforce regulation strengthened, Ensure accountability and responsibility in health care (Medical Ethics, Malpractice and Medico legal Issues) and serves as the key technical personnel of EMA in leading, managing and facilitating core activities related to medical education, CPD , health workforce regulations as stated in the strategic plan of the association. Closely works with and provides technical support to the EMA’s medical education, CPD and other standing committees and panel of experts.

S/he is also expected to maintain excellent relationship with partners and stakeholder and particularly works closely with EMA regional offices, MOH, MOSHE, HERQA, Medical schools, Networks/working groups, advisory committees, Societies and professional association both with in the country and out of the country.

Duties and Responsibilities

Leadership

  • Lead the implementation of work plans and interventions in the HWIP Project, coordinating inputs from technical experts from within EMA as well as from other implementing partners. Make adjustments to strategies based on lessons learned from the early project implementation;
  • Supervise and provide regular support, guidance and mentoring, build capacity and skills of EMA technical and program staffs, different advisory committees, membership networks and regional offices to ensure organizational leadership and sustainability of project implementation capacity of the association
  • Model a proactive, problem-solving attitude which encourages teamwork and fosters high motivation and enthusiasm with colleagues;
  • Maintain relationships with counterparts in teaching/training institutions, practice sites, government authorities and other stakeholders;
  • Promote EMA’ overall organizational goal and objectives in helping the country achieve its health sector goals;
  • Participates in business development activities of the association
  • Represent EMA in the FMOH, MOSHE and other stake holders on the assigned forum

Program Management & Implementation

  • Develop project technical work plans, budgets and regular activity work plans and ensures that deliverables and milestones are met in a timely fashion;
  • Prepares annual, quarterly and monthly technical activity and budget reports, ensures donor compliances are met
  • Develop strong working relationships with key stakeholders in government, international partners, donors and NGOs, and ensure coordination of resources and efforts;
  • Ensures the collaborative work with the project consortium members
  • Provide interdepartmental technical assistance and collaboration to EMA working units to establishing, strengthening and smooth running of the HWIP in line with EMA’s mission.
  • Work with the FMOH, MOSHE, HERQA and other professional associations to assist in developing and implementing accreditation and quality improvement standards, guidelines and other quality assurance tools;
  • Lead social media campaigns targeting high school students to increase admission, promotion on the Compassionate and Respectful Care (CRC) agenda
  • Work with professional associations for comprehensive student selection methods that include informed self-selection and assessment of those personal qualities critical for a career in healthcare
  • Work with the MOH, to provide oversight of the preparation, administration and reporting/dissemination of result of COC and licensure examinations and ensures the linkage of re license with CPD systems
  • Provide support for HEIs to improve the implementation of student clinical practice guidelines and ensure the expansion to other health facilities
  • Lead and support the development of a preceptorship guideline to improve clinical teaching in line with existing national HRH and global guidance
  • Leads and supports the development of entrustable professional activities (EPA) for priority cadres for mastery of professional activities during clinical practice in residency programs
  • Coordinate and facilitate the integration of medico-legal issues in to PSE curriculum including the baseline assessment
  • Leads and supports generation of evidences on key health workforce issues through partnership and collaboration and ensures subsequent evidence-based planning and
  • Leads the establishment and Maintain a register of physicians actively practicing in the profession to expand the membership pool and ensure continuous engagement in collaboration with Members affairs and EMA regional offices and partners
  • Provide regular reports on program and work progress to the executive director and other responsible bodies;
  • Monitor program outputs and results related to the HWIP work plan to ensure that these are documented and reported accurately. Compile additional documentation, such as case studies or special reports, program learning, research manuscripts when indicated;
  • Collaborate with HWIP team to collect program data to allow for monitoring and evaluation of the program and reporting against program indicators;
  • Support EMA regional offices to strengthen their capacity to help them to play their role in improving education/training, practice and regulation at their respective region and represents EMA accordingly;
  • Provide support to other EMA’s programs when deemed necessary;

Staff Reporting to the Job Holder: two (MERL officer and CPD and CPD coordinator)

Job Requirements

Education and Qualification

  • MD or BSc plus graduate degree, or above in health professions education, nursing, public health, or other related fields;
  • Minimum of 6 years of experience in higher education system as faculty, focus to health workers education and system strengthening out of which 2 years in project design, management, implementation and coordination role is advantageous, with recent clinical experience and in an NGO setting with international donors, understanding the working context of professional association;
  • Understanding of performance quality improvement issues and approaches in a clinical setting; in-service and pre-service education and training, etc.

Required Skills & Abilities

  • Ability to work in a complex and demanding environment with multiple tasks, short deadlines and intense pressure to perform;
  • Effective communication in English and Amharic (written and oral) with strong presentation and writing skills;
  • Project management, supervisory and people management skill is highly desirable
  • Special certificates in project management, education and related is a plus
  • Establish and maintain effective working relationships with staff and partners, and flexible;
  • Computer Literacy (Word, Excel and power point);
  • Ability to travel to regions
