Duration of Contract:            One-year contract, Renewable (with 60 working days probation period)

Job Summary

The Project Manager II is responsible to prepare the plan of action and budget of the project, manage and implement project activities in accordance with the project document signed between the Government of Ethiopia and FH Ethiopia (FH/E). He/She is also responsible for creating a smooth environment for a sound relationship with concerned government bodies and among FH/E staff at project level and prepares performance reports.

Principal Responsibilities

Key Result #1 – Staff and material management 

1.       Gives overall guidance, manages and coaches to staffs under his/her supervision;

2.       Ensures that performance evaluation forms for all employees are completed and submitted to FH/E Head Office timely;

3.       Ensure that project vehicles are properly managed as per vehicles management guideline of FH/E;

4.       Ensures that human resources, materials and commodities are adequately available and properly utilized;

Key Result #2 – Project Design, planning, implementation, reporting, monitoring, and evaluation

1.       Coordinate the preparation of project plans and ensures their timely submission to Title II Program Manager and other concerned body;

2.       Ensures that project activities are implemented in accordance with the project proposal signed between FH/E and the Government;

3.       Conduct situation analysis in the project areas and designs appropriate intervention plan in line with the vision of FH/Ethiopia;

4.       Ensure the preparation and submission of various periodic reports to Title II Program Manager and other concerned staffs at FH/E Head Office;

5.       Monitors and evaluates project activities in collaboration with stakeholders, FH/E head office monitoring team and other concerned bodies;

6.       Present the project profile, plan, report and different cases concerning the project on different woreda, zonal and regional level forums;

7.       Ensure that project implementation status is regularly gauged against the indicators in the project proposal to identify gaps and suggest correction measures to Title II program Manager;

8.       Propose project ideas to design new projects and secure funds from different sources;

9.       Prepare quarterly procurement plan and get approval for timely purchase of materials jointly with other projects to ensure wise use of resources.

Key Result #3 – Financial management

1.       Ensures that financial resources of the project is handled properly;

2.       Show a higher integrity in handling resources belonging to the organizations;

3.       Ensure that resource utilization is economical and efficient in the project;

4.       Prepares detail annual project budget in collaboration with concerned FHE head office staff;

Key Result #4 – Coordination and networking

1.       Makes the necessary contacts with Woreda, Zonal and Regional Offices for smooth relationship and maintains good understanding in the implementation process of the project;

2.       Maintain good relationships with stakeholders.

3.       Co-ordinates and creates team spirit among project staffs to maximize the achievements of the project

4.       Represent the project in behalf of FH/E on different forums

5.       Avail sound transportation service to partners at woreda and zonal level based on their CAP ADMIN budget

6.       Network the project with relevant NGOs and the private sector

Key Result #5 – Capacity Building

1. Identify capacity gaps of FH and partner staffs and fill the gaps as deemed necessary with the view of enhancing the capacity of local FH staff and partners;

2. Make sure that all staff internalized the PIM and work in adherence to the rules, regulations and procedures set in it;

Safeguarding Policy

FH strives to provide an environment free from sexual exploitation and abuse and harassment in all places where relief and development programs are implemented. FH holds a zero-tolerance policy against sexual exploitation and abuse and harassment. FH expects its employees to maintain high ethical standards, protect organizational integrity and reputation, and ensure that FH work is carried out in honest and fair methods, in alignment with the FH Heartbeat and safeguarding and associated policies. Violations to stated policies will be subject to corrective action up to and including termination of employment.

Gender Responsibility

⮚       Publicly endorse FH is gender sensitive and inform the mandates of the Gender & Diversity groups, gender advisors, and gender focal Points.

⮚       Approve funding for a full slate of gender activities and implementation

⮚       Enforce the sexual harassment policy and on field visits, raise gender issues with staff, and spend time with Gender Focal Points.

⮚       Work with HR to make recruitment more “gender friendly”, with gender sensitive interview panels.

Safety & Security Responsibility

⮚       Encourages compliance of Safety and Security principles and policies of the organization by all staffs;

⮚       Takes the leadership in the management of Safety and Security in the Head Office and Projects.  This includes identifying factors that increase risk, finding ways to reduce risk and planning ahead;

⮚       Ensuring that all employees, local/foreign interns, as well as external consultants submit an updated Record of Emergency Data to their travels out of their base stations to accomplish FHE’s mission.

⮚       Communicating with staffs in Field Offices and operational areas periodically and making sure that all staff members are aware of the safety and security procedures;

⮚       Facilitating implementation and revision of Country Office procedures when required.  This includes identifying potentially risky situations and suggesting corrective measures.

⮚       6 years related experience out of which two years on managerial position preferably in NGO setting.

Education/Certifications

⮚       Bachelor degree in Management, Rural Development, Agriculture, or Economics, Natural Resource management or other related fields;

Distinguishing Competencies

⮚       Excellent interpersonal skills and a collaborative management style;

⮚       Strong networking and representation skills;

⮚       Sound character.

⮚        Computer Proficiency

Language

⮚       Proficiency in both spoken and written English. Ability to write reports and business correspondence. Knowledge of local language of the intervention area is preferred.
