Ethiopian National Association of Persons Affected by Leprosy(ENAPAL) is an Ethiopian resident registered civil society works to enhance the socio-economic empowerment of people affected by leprosy and also works to mitigate stigma and discrimination faced by persons affected by leprosy. Currently ENAPAL is looking for competent Project Officer for a project entitled “We Are Able!” soon to be launched with overall objective by 2025, [through engagement with public authorities (formal and informal power holders),] men and women with disabilities and other marginalized groups,  [through resilient and capable local CSOs/DPOs…]are successfully influencing laws, policies, practices and norms for improved food security for all.

The project is initiated to strengthen Civil Society Organizations (CSOs) and Disabled People Organizations (DPOs) in the target areas.

The project Officer will be based in Harar, and reports to the Project Planning and Programming Department Head. He/she will be responsible for the overall implementation of the project in the action area.

Main responsibilities of the project officer are: –

  1. Prepare an implementation plan for the project in consultation with the program team in ENAPAL.
  2. Conduct and facilitate local participatory mapping and diagnosis on the situation of persons with disabilities at project target towns.
  3. Lead, facilitate and monitor forming and establishment of IGA groups in intervention areas
  4. Conduct training need assessment of DPOs/CSOs and intervene accordingly
  5. Facilitate and follow-up preparation and publication of BBS/BDS modules; and conduct training to IGA members
  6. Conduct capacity assessment of DPOs in intervention areas, and use the finding to intervene accordingly
  7. Capacitate selected IGA groups for successful lobby and advocacy
  8.  Support the translation and dissemination of New WHO Disability & Leprosy principles and guidelines
  9. Provide technical support and build the capacity of organizations of persons with disabilities (DPOs) through various capacity building trainings
  10. Follow up and capacitate local field facilitators in intervention towns/woreda and collect regular reports
  11. Prepare, compile and submit regular internal and donor reports
  12. Represent ENAPAL in different government and non-governmental consortia, platforms and meetings.
  13. Collect, document and disseminate examples of good practice and lessons learned
  14. Ensure implementation of ENAPAL’s Safeguarding Policy, in line with project implementation activities in the target areas
  15. Accomplishing additional works assigned by Project and Program Planning Department Head

Term of employment:

  •  One year (contract) with possibility of extension based on performance

Job Requirements

Required qualifications:

  • Education – BA degree in Agriculture, Development Studies, Social Sciences, or other relevant fields Professional experience – minimum 3 years of responsibility for the implementation of donor-funded projects preferable on livelihood (saving groups, IGA, etc…) and food security programs.
  • Good understanding on food security, and on disability inclusive policies and programmes
  • Good knowledge on advocacy
  • Previous professional experience working with persons with disabilities desirable
  • Excellent interpersonal relationships and team work
  • Excellent communication skills
  • Able and willing to travel frequently to project intervention areas
  • Competence in the use of computer applications
  • Fluency in English and Amharic or Ethiopian Sign Language, knowledge of other Ethiopian languages also desirable
