Role purpose

The overall role of the Project Officer -Gender and Inclusion Programming is managing the EU Funded project ‘Empowering Women and Girls for Gender Equality and Advancement in South Omo, Ethiopia’. In line with this the Project Officer is expected to create awareness and enthusiasm around issues of gender equality and promote the implementation of Christian Aid’s corporate gender strategy in line with the project within the project area.

About you

We are looking for a dynamic and enthusiastic candidate who can work in the area of Empowering women, Gender and Inclusion. You will be needed to be proactive, solution focused and strong partnership management skill, team player, able to create good team relationships across Christian Aid and partners. If you fill you are competent to help with these, you are invited to apply for the post of Project Officer – Gender and Inclusion. This position is line managed by Gender and Inclusion program officer. You have to be educated at least Degree in, social sciences, Gender and Development or Development Studies.

Role responsibility

The project officer-gender and inclusion programming is responsible for

  • Supporting Christian Aid’s portfolio of partnerships and projects with our local partner.
  • Represent Christian Aid at local level and be responsible for the capacity-building of partners.
  • Works closely with the country / thematic programme team to support delivery of gender sensitive projects to the highest standards in line with the Christian Aid Ethiopia country strategy and global strategy.
  • Manage the project and issues related to women’s empowerment and Violence Against Women and Girls in the assigned areas.
  • Act proactively and engage in any activities that strengthen the country program and takes up additional assignments given from the organization.
  • Act as the interface between participating partners and Christian Aid and/or donors including receiving feedback, representation in key stakeholders’ meetings and contributing to strengthening of partner relationships at the local level. More specifically, model and champion gender sensitive attitudes and behaviours and contribute towards creating a gender sensitive working environment for all staff and partners; encourage a sense of collective responsibility within the relevant team/division/department to develop, monitor, evaluate and resource relevant action plans for implementing gender strategy; disseminate lessons learnt and progress on implementing gender strategy globally, regionally or locally as deemed necessary.
  • Provides back up support with regard to gender and inclusive programming to the implementation of the country program. This entails working closely and actively with the implementing partner, Government at Woreda, Zonal and Regional levels, other Government departments, and community organizations.
  • Key components of the role are problem solving; ensure high quality and timely project deliverables; organizing advocacy, learning and sharing forums; monitoring, reporting, communications and provision of technical assistance, risk and security analysis and advice actions appropriately and any other additional assignments given from the organization.

Role context

The role sits in Jinka, with frequent interface with local communities, local authorities and local partners where the specified project is being implemented for the period indicated in the contract. The role is line managed by the Program Officer – Gender and Inclusive Programming and works closely with the country team.

  • Project resources and activities delivered within budget and timeframe and projects delivered to the highest standards in line with the country, divisional and organisational strategy through effective support to the programme team.
  • Project goals and objectives successfully achieved through expediting implementation strategies and plans.
  • Advocacy and learning forums organized and conducted in quality and timely.
  • Project impact monitored and evaluated with respect to gender and project learning shared with key stakeholders.
  • All receipts, reports and other documentation from Partners accurately recorded and filed both manually and electronically.
  • Grant proposals based on strong planning and evaluation procedures using Christian Aid’s internal systems.
  • Effective grant management, which includes processes and procedures of services and inputs, reporting and communication.
  • Project activity and budget action plan prepared; executed and monitored properly

Role requirement

Relationships

External

Liaising with external stakeholders, including government sector offices and NGO operating in the area and other humanitarian actors as deemed necessary.

Internal

Liaising with the CA Ethiopia team colleagues as well as technical CA Advisors.

Decision making

Works closely with country program teams, Program Officer – Gender and Inclusive Programming, Finance, M&E and other teams.  Take responsibility on behalf of CA on the implementation of the indicated project and provides quality systems support with regard to gender and inclusion to all country programs.  Identifies where procedures are not followed or where additional support is required and takes appropriate action to rectify the situation. Provides support to partners based on frameworks agreed with country team· Represents Christian Aid with partners, other NGOs, and other agencies. Appraise, implement, monitor and review the indicated project in line with project proposal, CA global gender strategy and other external requirements.

Analytical skill

Skills in detailed information gathering, investigation and analysis of gender and policy advocacy.

Initiative and judgment need to be applied regularly in the course of day-to-day work. Expected to make direct contribution to improved performance, whether through own area of work or participation in cross-disciplinary projects.

Developing self and others

May have direct responsibility for developing plans to improve the performance of partner staff, volunteers or others; may have project management responsibility for directing work of others and taking responsibility for ensuring that work quality and professional standards are maintained.

Ability to use M&E systems and have good project cycle management, communication and capacity building skills.

The project officer will be expected to abide by the Code of Conduct, policies and procedures within Christian Aid which may be updated from time to time.

Job Requirements

Applied skills/knowledge and expertise

Essential

  • Degree in, social sciences, gender and development, development studies.
  • NGO experience and managing gender, GBV and women empowerment related programs in difficult and challenging locations.
  • Strong analytical skills and a good understanding of a range of methods for monitoring, evaluation and assessment to promote evidence-based learning.
  • Proven experience in leading participatory vulnerability and capacity assessment and Gender and Power Analysis.
  • In depth knowledge of office programs including MS Word, Outlook, PowerPoint and Excel.  Strong IT skills
  • Familiarity with program cycle management approaches and tools – including participatory planning, monitoring and evaluation, learning and documentation
  • To be well organized and able to learn concepts and complex systems quickly.
  • Ability to work independently, self-directed, to meet deadlines and ability of working under pressure and with multiple priorities.
  • Excellent communication skills and ability to build cross cultural relationships remotely across geographic boundaries
  • Experience of working with partners.
  • Ability to maintain confidentiality and use discretion where appropriate
  • To be able to manage and organize information systems and establish and maintain filing systems.
