INTRODUCTION
The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.
Overall purpose of the role: (1-2 sentences)
Under the supervision of the Protection Team leader, the Protection Officer will coordinate and implement DRC’s protection activities in Jijiga , Somali region.  Specifically, she or he will steer the Community driven approach targeting displaced communities through; supporting communities in identifying and prioritizing their protection Concerns, identify and analyses their resources and coping mechanisms and provide the necessary support for the implementation of the community driven initiatives (CDI) projects in Fafan Zone
Responsibilities:
Technical Responsibilities:
  • Support the IDP communities in developing community driven projects starting by identification of protection concerns in the targeted areas
  • Build the capacity of Community Planning and Implementation Unit (CPIU) and partners in project identification, planning, implementation, monitoring and reporting processes of CDI.
  • Build community capacity in networking, partnership, resource mobilization, management, and technical skills at community level.
  • Plan, implement and monitor day-to-day protection activities as part of DRC’s protection team.
  • Assist stakeholders and community to identify and mobilize community resources needed for Community driven project implementation.
  • Facilitate assessment of feasibility, risk management of Community Driven initiatives project proposal.
  • Ensure the provision of effective protection services and referrals.
  • Contribute in the development of guidelines on DRC’s specific activities.
  • Undertake analysis and assessments of protection issues.
  • Ensure protection mainstreaming in all of DRC’s interventions.
  • Support in the capacity building of staff, beneficiaries, duty-bearers and other stakeholders about Community driven projects and protection mainstreaming.
  • Work closely with other program units (livelihoods and resilience, cash, shelter and WASH) to ensure project activities are integrated where applicable.
  • Ensure that local authorities and other relevant stakeholders are well coordinated, and necessary approvals are being taken during each stage of project implementation.
  • Regularly monitor the CDI activities and provide feedback for ensuring activities are responsive, and contextually and culturally appropriate.
  • Ensure DRC’s accountability commitments are mainstreamed into all protection activities.
  • Actively participate in feedback, reflection and learning activities of each Community Driven Initiatives
  • Support the communities to develop Community Based Monitoring tools and documentation System.
  • Monitor protection trends and needs in DRC’s areas of intervention and recommend activities and responses for DRC and other agencies.
  • Analyze disaggregated protection related data to inform programming and response activities
Reporting
  • Participate in activity reporting and lesson learning.
  • Collect monthly data and prepare narrative reports to provide updates of the project indicators submit to Protection team leader
  • Support in the development of progress reports, Evaluation reports, CDI project proposals.
  • Ensure proper documentation of all project activities including means of verification, assessments and case studies

Job Requirements

Experience and technical competencies: (include years of experience)
  • Minimum of 2 years’ experience in an entry to mid-level position, with experience in the field of Community development, protection of refugee/IDP working for an international NGO, UN agency or relevant ministry or local authority.
  • Technical understanding of core protection, resilience and WASH programs in humanitarian contexts.
  • Proven record of designing and facilitating trainings and workshops on protection, Community Project development, monitoring and Evaluation.
  • Demonstrated knowledge of community development principles and practices.
  • Demonstrating experience in group facilitation and community engagement.
  • Understanding of community strengthening policies and principles.
  • Strong planning, organizational and problem-solving skills with the ability to work both independently and within a team.
  • Integrity, strong work ethic, and ability to consistently meet deadlines under pressure.
  • Strong interpersonal skills and commitment to learning and implementing organizational policies and procedures.
  • Full proficiency in Microsoft Office, including Word and Excel.
Desirables:
  • Experience in an NGO environment
  • At least 1-year of experience in the provision of Psychosocial support activities with children and caregivers
  • Knowledge of child protection and GBV and PSS basic principles, child development and adult learning techniques
Education: (include certificates, licenses, etc.)
University degree in social sciences, Community Development, law, social work, international development, or other relevant field from a recognized institution.
Languages: (indicate fluency level)
Excellent skills in speaking, reading and writing English.
Excellent skills in speaking, reading and writing in Somali.
