- Background
Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and reregistered by the Agency for Civil Society Organizations as an Ethiopian Development Organization with a Certificate № 0321 under the Proclamation № 1113/2019. ECDD is working with other organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs envisioning an Inclusive Ethiopia where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens.
ECDD is currently implementing a project entitled “SAFE-TIGRAY: Inclusive Humanitarian Initiative” funded by Christian Blind Mission to contribute and mitigate the effects of the multiple shocks affecting the country which are at the basis of the ongoing humanitarian crisis, also contributing to strengthening the link between humanitarian action, development, and peace.
Following the war in the Tigray Region, persons with disabilities have been in a difficult situation. The rapid assessment will help us get the latest snapshot from persons with disabilities, Organizations of Persons with Disabilities (OPDs), government stakeholders, and other organizations working in the area on the extent to which the rights of persons with disabilities are recognized and respected, as well as their inclusion in humanitarian and emergency responses.
Thus, ECDD would like to invite a consultant who possesses the necessary qualifications, and experience to conduct the assessment to carry out a Rapid Assessment of the Humanitarian Situation of Persons with Disabilities in Adwa town of Tigray Region.
General Objectives
The overall objective of this assessment is to identify inclusion gaps and to map out to what extent disability inclusion is mainstreamed and the proportion of targeted action towards disability inclusion in all sectors, including developmental (health, education, livelihood, etc.) and humanitarian activities in the Adwa town and identify challenges related to it and proposed solutions as well.
Specific Objectives
The specific objectives would be:
- To examine the present status of persons with disabilities in Adwa town
- To identify the challenges persons with disabilities are facing with regard to accessing the available humanitarian emergency response interventions
- To identify the understanding of different sectors in the inclusion of persons with disabilities during emergency responses
- To identify the possible and proposed interventions required to address the needs of persons with disabilities in Adwa town.
1. Methodology
1.1 The study will apply both quantitative and qualitative methods
- The consultant is required to elaborate a detailed methodology as part of her/his Work Plan.
- The assessment document should include a series of data collection instruments.
- The consultant is expected to propose an inclusive data collection approach in consideration of the types of impairments of persons with disabilities.
1.2 Sources of Data
The data for this study will be collected both from primary and secondary sources.
- Primary data will be collected through interviews and structured questionnaires from persons with disabilities, OPDs, government stakeholders, and other organizations working in the area
- Secondary data will be collected from relevant publications, journal articles, reports, assessment reports, government publications, etc.
1.3 Sample Size
- The sample will take into account the project beneficiaries of 424 Persons with Disabilities who will benefit from the project
- It will also include the project stakeholders, such as the Bureau of Labour and Social Affairs, the Finance Bureau, and the Organization of Persons with Disabilities (OPDs) in Adwa town.
- The consultant is expected to use scientific sampling technic and tools to determine the study’s total sample.
- This needs to be reflected during the study inception report of the consultant.
2. Key Deliverables:
- Inception report: detailing the methodology including the main research methods, the sampling framework, proposed sources of data, procedures for data collection and analysis, and a draft but detailed table of contents.
- The proposed research tools will be discussed and approved by ECDD before data collection commences.
- First draft report assessment report for review and comment
- A second round of revision may be required before the final version of the Final Report can be produced,
- A final report incorporating comments (one electronic copy in PDF Format and one in Word format).
- An electronic copy of all data collection tools and the study data set.
About You
Selection Procedure and Requirements
- Selection of consulting firms/individuals will be based on technical competency including but not limited to expertise and experience in the area of assessment
- A realistic and feasible financial proposal will also determine the success of securing the consultancy offer.
Qualifications and Expertise Required
- The lead consultant must have at least a post-graduate degree in Social Sciences, Business, Economics, Statistics, or related fields.
- The assessment team must be composed of professionals in humanitarian and emergency response initiatives with proven experience in disability issues
- Minimum of 4 years relevant professional experience in research and conducting rapid assessments.
- Strong background and experience in data collection and analysis.
- Technical expertise in assessing issues related to the organizational system
- Excellent communication and report-writing skills.
- Has a professional license, renewed registration certificate, and business license with TIN and renewed VAT registration certificate.
Selection Criteria
The Technical and Financial Proposals will account for 70% and 30% respectively of the selection criteria, broken down as follows:

Application Procedure and Requirements:
Interested firms or individuals are required to submit the following documents:
- A technical proposal with a detailed response to the ToR, with a specific focus on the scope of work, methodology to be used, and key selection criteria for respondents.
- Initial work plan based on methodology outlined, and indication of availability
- Company profile or CV including a minimum of 3 references
- Financial Proposal, detailing budget breakdown based on expected daily rates.
Duration of the Assignment
- The first draft of the report shall be submitted to ECDD within 45(forty-five) Calendar days starting from- the signing of the agreement; Payment shall be made upon submission of deliverables as per the following millstones, and approval of the same by the ECDD.
- The final work shall be delivered to ECDD in hard and soft copies not later than 5 consecutive days after receipt of comments on the first draft from ECDD.

Time Schedule
The rapid assessment work is expected to be completed within 45 (forty-five) calendar days. An itemized action plan indicating a description of activities in chronological sequence and dates for each activity should be submitted with the technical proposal.
