The joint venture GITEC Consult GmbH and UNIQUE GmbH provides consulting services to the Ministry of Agriculture (MoA) Sustainable Land Management (SLM) Programme for the Ethio-German Sustainable Land Management Project, Phase III (SLM-III) and European Union supported Sustainable Land Management Project (EU-SLM), working in Amhara, Oromia, and Tigray Regional States (Regions) of Ethiopia. The managers of the Implementation Support Consultant’s (IC) team are the Chief Technical Advisers (CTAs) for the two projects, based in Addis Ababa.

GITEC maintains a small team in the National Project Coordination Unit of the Ministry of Agriculture, Addis Ababa. The Regional Financial Expert will be located in the Oromia Regional Bureau of Agriculture and Natural Resources, Addis Ababa.

Duration : 6 months, with possibility of extension

Specific Tasks:

  • Working under the direction of the CTA and in close coordination with the IC Regional Soil and Water Conservation Specialist (SWC-S) and the GITEC technical backstopping team, the RFE (EU-SLM) will ensure close cooperation at all times with the Regional SLM Coordinator and other members of the various SLMP teams at regional and woreda levels. In particular the RFE (EU-SLM) will:
  • Familiarise fully with key project documents.
  • Prepare and submit monthly and quarterly Statements of Expenditure (SoE) to the National Propgramme Coordination Unit and CTA, using KfW reporting format and QuickBooks software;
  • Ensure VAT and other taxes are paid from the government account and not the project account.
  • Participate in planning processes and together with the SWC-S assist in the development and final approval of watershed development plans; paying particular attention to ensuring that activities are planned and costed in line with available budgets and prevailing cost norms; prepare annual project budgets for approval by the Regional PCU;
  • Set up and maintain proper accounting records and procedures for Regional financial transactions and the two project woredas in Bale Zone; acting as a mandatory signatory on the project’s Regional account and signing checks for duly authorised accounts and amounts:
  • Assist BoA/BoFED and WoA/WoFED in keeping adequate documentation of expenditures, bank reconciliations statements, and any other supporting documents to account for amounts advanced;
  • Follow up on contracts signed with private enterprises/suppliers/service providers at the Regional and woreda levels with regard to their validity, effective implementation and payments;
  • Prepare monthly and quarterly cash-flow projections to enable monitoring and effective disbursement of funds;
  • Routinely prepare and submit written Internal Comments to Management (ICM) to the woreda steering committees in line with prevailing GITEC guidelines;
  • Provide support on IDA/KfW audit;
  • Ensure proper control over all project assets;
  • Oversee and supervise the Illulabor Project Accountant and make sure financial deliverables like Quarterly Financial Reports (QFR) are submitted within the stipulated period to the acceptable standard.  Support the Illubabur Project Accontant to bring the report to the desired quality level;
  • Together with the SWC-S and Illalubor Project Accountant, assist woreda staff of the 6 Illulabor woredas and 2 Bale woredas in the preparation of tender documents, tender procedures, contract award and management for physical investments and procurement;
  • Undertake any additional associated tasks or activities that may reasonably be required from time to time by the CTA.

Deliverables:

  • Submit to CTA Quarterly Financial Reports, including the finalized Quickbooks reports, copies of all ICMs (translated into English if necessary), monthly cash flow and expenditure projections and reports in line with prevailing GITEC guidelines and the provisions of the FM&P Manual. The RFE (EU-SLM) will ensure that the Quarterly Financial Reports will be finalized within 21 days after the start of the new quarter;
  • Contribute fully to the preparation of periodic progress and physical achievement reports, M&E reports and other technical reports as may be appropriate from time to time;
  • Delivery of training sessions and mentoring for Woreda FM/Procurement staff;
  • Internal weekly work plans and reports following GITEC formats.

Reporting language is English.

Job Requirement

  • Master degree or equivalent in accounting or finance.
  • S/he must have a minimum of 5 years effective professional experience in accounting, cash management, budget monitoring and planning;
  • Competence in the English language, spoken and written, and experience in an international working environment;
  • Competence in the Oromifa language, spoken and written;
  • Experience in projects funded by international finance institutions such as World Bank or KfW is preferred;
  • Experience with Sustainable Land Management Program (SLMP) is also prefered;
  • Experience with working in a GoE environment is an asset;
  • Computer literacy: skills in Microsoft Office (especially EXCEL, WORD and POWERPOINT) and ample experience of QuickBooks/Peachtree is required;
  • Duty Station will be in Addis Ababa with some travel to the project Woredas;
  • Willingness to travel by public transport.
