Job Purpose:

The Risk Communication Community Engagement Officer will be responsible for implementing the consortiums communication and community engagement strategy, and will support the COVID-19 operations teams to enhance the impact and efficiency of COVID-19 response operations through the integration and coordination of risk communication & Community Engagement activities and approaches in strong collaboration with Zonal & Woreda health offices under the guidance of the Health and Nutrition Coordinator, as well as other stakeholders at zone and Woreda Level. This includes participatory approaches, feedback systems, risk communication and evidence-based advocacy.

Main Duties and Responsibilities:

Project Management

·         Ensures that the operation is implemented in accordance with the COVID-19 relevant guidelines.

·         Supports the planning, rolling out and adaptation of risk communication & Community Engagement tools, methodologies, trainings and activities based on assessments and other relevant research and suitable to the local context and cultural practices and in close collaboration with the health team and other technical leads and implement the risk communication plans as part of the health response operations

·         Support the design of comprehensive and evidence-based community engagement strategies.

·         Supports the setting up/strengthening of appropriate feedback methods and systems to gain a deeper understanding of community feedback, including perceptions, beliefs, rumors and complaints (i.e. through trainings and mentoring of health staff and risk communication focal points).

·         Ensures feedback, community perceptions and insights are regularly analyzed and shared with key operation teams and decision makers to inform action.

·         Designs and facilitates training of staff and volunteers in collaboration with the health team on essential risk communication and Community Engagement aspects, such as the code of conduct, good communication skills, dealing with complaints and sensitive feedback and ensuring that feedback is acted upon.

·         Support the development relevant information, education and communication materials in languages and formats easily used by national stakeholders and the public which identify various risks.

·         Review technical material produced by the head office / EPHI and provide input ensuring integration with risk communication principles and practice.

·         Report regularly in risk communication activities and issues to the Nutrition lead at HO.

·         In close collaboration with the area coordinator, Health and Nutrition Coordinator and Nutrition Lead at HO, map and work with risk communication stakeholders on several risk communication activities and map preferred channels of communication in the Woreda with focus on vulnerable groups.

·         Plan and conduct community-based social mobilization activities for the prevention of COVID-19;

·         Work closely with technical team (health officer, senior project officers, community Outreach Workers & other area office staffs) on the design, planning, and implementation of SBCC strategy in their area of COVID-19.

·         Liaise/coordinate with project Consortium members and local authorities, Zone/ Woreda leaders and other beneficiaries for better implementation of project intervention.

Human Resources

·         Manage Emergency Response to the COVID-19 field team composed of 14 outreach workers under your responsibility by ensuring that evaluations (PDR) and training are consistent and up to date;

·         Identify technical assistance needs and training resources among project staff, partners, government counterparts and beneficiaries and coordinate the provision of technical assistance;

·         Identify capacity gaps and provide on the job capacity building and support to the livelihoods team

·         Identify ways of increasing individual staff effectiveness and providing regular feedback on performance.

·         Provide technical and managerial support to coach field staffs in order to build their capacity to perform their assigned roles and responsibilities

·         Address any HR issues in a timely and appropriate manner

 

Financial Management

·         Prepare detailed budget plans and implement the approved budget in line with Concern finance and grant management policies and procedures

·         Responsible for reviewing monthly management accounts including transactions, providing monthly feedback by the deadline on any corrections, missing transactions and justification for over/under spends and preparing monthly forecasts.

·         Ensure the proper, efficient and timely utilization of allocated program/project budget, including purchasing of materials, and monthly review of the budget monitoring tool

·         Prepare a project procurement plan and ensure its timely implementation

 

Monitoring and Reporting

·         In collaboration with the PQA coordinator, contribute to the production of capitalization report including lessons learnt and recommendations for future capacity development based on project experience.

·         In collaboration with the PQA Coordinator, contribute to the drafting of learning papers based on the project implementation and share with partners and stakeholders, to be incorporated into future preparedness and responses.

·         Ensure that the crosscutting issues and in particular GENDER considerations and Conflict sensitivity are prioritized while implementing project action plans.

·         Ensure the work plans are on track and report any amendment or significant changes to your line manager

·         Ensure appropriate reporting tools are in place, if not already in place to ensure reporting formats are understood and used by staff and provide the information required for high quality donor reporting purposes. Provide regular feedback on reports.

·         Carry out regular visits to the project sites, monitoring the activities and making technical recommendations, identifying challenges and proposing solutions

·         Prepare internal reports and donor reports and ensure that they are developed to a high standard and that all deadlines for the receipt of these reports are met.

·         Ensure the full participation of beneficiaries at all stages of the project cycle management (needs assessment, design, implementation ,monitoring, evaluation)

·         Organizing/supporting joint supportive supervision by involving the key health partners at zonal and woreda level.

·         Contribute to ensuring that strong complaints response mechanisms are in place across the project

·         Ensure that Core Humanitarian Standards are met and that any concerns are raised to the Area Coordinator

·         Communication, information sharing within the programme and promoting participation of staff, beneficiaries and other stakeholders to all the steps of the programme cycle.

·         Documenting lessons learnt, best practices and case studies

·         Supporting communication of implementing partners/ key stakeholders with the

·         Use monitoring data to make recommendations for adapting the programme

 

Liaison and Coordination

·         Liaise with other NGOs/INGOs, relevant government agencies and the MOH at zone and woreda level to ensure coordination and learning across partners.

·         Be responsible for the representation of Concern to government, UN agencies and other NGOs in relation to the project

·         Organizing and facilitating review meetings to discuss challenges and progress in COVID 19 management in implementation zones

Representing Concern Worldwide in relevant local and zonal COVID 19 response planning and implementation meetings and discussions.

Gender Equity:

·         Ensure that programme/project staffs have a strong understanding of gender mainstreaming and that gender mainstreaming tools are effectively implemented across all programmes/projects in collaboration with  the Gender Equality Coordinator

·         Ensure that programmes have a thorough gender mainstreaming design and plan from the conceptualization stage

·         Ensure that gender mainstreaming is effectively implemented and monitored throughout the project cycle management process.

·         Ensure that gender sensitive indicators and M & E plans are in place and that they are effectively monitored

·         Ensure quality reporting on gender mainstreaming in all programme reports

·         Participate in Concern Ethiopia’s mandatory staff gender equality training

Ensure a commitment to Concern Ethiopia’s gender equality strategy evidenced by approaches to work and professional conduct

Emergency Response:

Essential:

Education and experience:

·         Bachelor’s degree in a relevant field or advanced degree in social sciences, behavioral sciences, development sciences, communications, public health, Nutrition, Business Management, International Development, or other relevant subjects;

·         At least three years’ experience in similar position

·         Experience of achieving results within difficult working environments;

Strong presentation, communications and interpersonal skills and ability to interact productively with partners and stakeholders (community, government technical services and institutions)

Desirable:

·         Training in public health, health education, health communication, or health promotion

·         Experience working in disease outbreaks or health emergencies

·         Excellent oral and written communication skills in English as well as in Amharic

·         Able to work under pressure and to strict deadlines;

·         Able to work independently and manage a high volume work flow.

·         Have relevant computer software skills, including at a minimum, MS Office, etc.

·         Experience in implementing community feedback/accountability mechanism

·         Experience in implementing risk communication and Community Engagement in health emergencies

·         Working knowledge of MS office

·         Excellent analytical skills and knowledge of quantitative, qualitative and participatory research methodologies and analysis
