In Ethiopia, Plan has more than 25 years of experience in implementing its programme. Currently PIE mainly operates in seven geographical areas; Amhara, Oromia, SNNPR, Gambella, Benishangul Gumuz, Afar, and Addis Ababa City Administration on different projects funded by different donors including sponsorship.

Plan International Ethiopia’s main purpose is to seek Gender Justice for Girls, Adolescent Girls, and Young Women. We aim to help create an enabling environment where girls, adolescent girls, and young women are safe, valued, equally cared for, and have equal opportunities. PIE will contribute to the global strategy by aiming to reach directly 2.1 million Girls, Adolescent Girls and Young Women over the period of the strategy 2020-2024 and to reach an additional 6.3 million beneficiaries through its interventions.

Plan recognize that, abuse and exploitation of children and young people occur throughout the world and in all societies and includes physical, sexual, emotional abuse and neglect. Furthermore, children and young people may be vulnerable and at risk due to, for example, reasons of gender, sexual orientation, disability and age, or illness.   All children and young people have equal rights to protection. Therefore, the purpose of this position is to ensure PIE offices  are fully committed to providing a safe, protective, and supportive environment for all children, young people including programme participants in line with the PSHEA policy  and intend that their welfare will at all times be the paramount consideration in all PIE operations.  .The positions holder will also support managements, standards owners, focal points and staff to seriously promote safe and protective practices for children, young people including programme participants in line with the PSHEA policy and, to protect them from all forms of harm that may come from within the organisation.

One of the major accountability of the post holder is to ensure PIE has a robust system in place for prevention, reporting and management of cases, staff and partners are capacitated, policies and procedures/tools are developed, investigations and case management is done as per corporate and industry standards, etc.

Accountabilities and MAIN WORK ACTIVITIES

 

Strategy support

 

·         Design, develop and roll out safeguarding and PSHEA guidance, toolkits and training materials in line with the organisational requirements and emerging risks in the sector.

·         Actively facilitates and promotes collaboration, engagement, communication, team work, and learning and sharing on safeguarding and PSHEA in PIE.

·         Lead and promote a culture commitment to implement  Plan International Standards on keeping children and young people safe.

·         Support and ensure that management is aware and own the risks that apply to their area of jurisdiction and relevant mitigation measures are put in place.

·         Support CD and CLT in ensuring accountable and engaged leadership in keeping children, young people, girls and boys safe and protected.

·         Support management standard owners and Safeguarding/PSHEA focal points to discuss progress, identify and find solutions to challenges and share program pattern, new directions and submit regular reports to the CD and CLT.

·         Promote organisational culture of safeguarding and advice leaders on modelling organisational values and leadership behaviours, including accountability for a safe organisation

·         Proactively works with members of National and Local level Safeguarding & PSHEA networks to ensure that Plan is learning from its peers, positively influencing their thinking and overall promoting the culture of safeguarding.

·         Initiate the design, development and/or delivering of CYSP & PSHEA briefing information to make sure staff and particularly safeguarding focal points have quick access to clear information on keeping children and vulnerable adult program participants safe

Capacity building & Risk Management:

·         Monitor the team’s performance against the agreed organizational standards and ensure that problems are identified and resolve.

·         Preiodic review and reporting to the CD and Operations Direvtor on the safeguarding and PSHEA environment and policy implementation of Plan International Ethiopia and partner organizations.

·         Support Child and Youth Safeguarding & PSHEA focal points and safeguarding standard owners to identify, manage and monitor risks to keeping children and young people safe and protected.

·         Manage the performance of each PA/ER Focal persons related with Child and Youth Safeguarding PSHEA and safeguarding standards, empowering them to take full ownership of their role and strengthen the implementation of the policy and procedures within their departments and Programs.

·         Capacity of staff, Safeguarding & PSHEA focal points, staff, managers and local partner staff to ensure a high level of expertise in line with organizational requirements.

·         Work closely with HR and OD department to ensure recruitment, induction and ongoing training include testing and building awareness/ capacity on safeguarding children and young people in all their diversity

Partnership & Quality Management

·         Strengthen the mainstreaming of and embedding protective measures of keeping safe children, young people and other vulnerable adult program participants across our programming and influencing activities and interventions.

·         Ensure that children, young people and other vulderable adults participating in Plan International activities are aware of our safeguarding commitments and reporting mechanism.

·         Design, develop, implement, and maintain advice on Child and Youth Safeguarding Policy & PSHEA Policy implementation procedures and practices which ensures the strengthening of keeping children safe and protected and the attainment associated standards in Ethiopia.

·         Ensure that all Plan Ethiopia partnerships embed and embrace principles of keeping children and young people safe and protected and PSHEA.

·         Support partnership assessments,  together with partners develop, implement, monitor and evaluate partner specific capacity building plans.

·         Provides technical support, input and/or implementation of safeguarding & PSHEA for specific PA/ER level tasks as delegated by the Operation Director or PIE CD.

·         Do field support and spot-check visit in the different field offices.

Case management

·         Respond to and provide high quality technical advice on and support for safeguarding & PSHEA issues reported.

·         Support country management risk assessment and decision making on actions to address the issue and determine the level of escalation required and maintain a high level of confidentiality and sensitivity.

·         Coordinate and/or carry out investigations into concerns or reported incidents.

·         Provide distance or onsite leadership and support to field based focal points on case management and case review.

Resource mobilisation for safe programming

·         Support Business Development team in ensuring that all programmes/projects identify the range of risks that arise for children and young people and build in effective risk reduction and mitigation measures.

·         M&E, Accountability & Learning processes/outcomes and impact indicators include awareness of the organisation’s safeguarding framework amongst program participants and whether the programme is safe for children and young people in all their diversity

·         Safeguarding and PSHEA requirements are included in award criteria and sign off processes

·         Safeguarding & PSHEA activities and risk mitigation measures are appropriately resourced from the design stage

 

Knowledge management and Monitoring

·     To provide a central point for the recording of collated information on Safeguarding Children and Young People Policy implementation activity taking place across the office and sharing information and good practice to global safeguarding counterparts

·     To coordinate the annual SCYP implementation standard self-assessment completion and develop action point application and monitoring the application with departments and partners.

·     To communicate with Regional and International SCYP focal points for discussion and asking support and trainings.

·     To discuss with supervisor and CD any challenges and concerns on SCYP application in order to address strategically in organizations.

 

Other Responsibilities

·         Within the scope of the role, there will be additional assignments as needed.

·         Execute other tasks that are in alignment with the successful delivery of safeguarding within PIE.

Job Requirements

Qualifications/ experience essential:

·         Bachelors’ degree in social science , development or related fields. Master’s degree is preferred.

·         5 years of work experience in Human Rights or equivalent in a large multi-year international development programs, with a robust Child and Youth Safeguarding component.

Essential Skills & Knowledge

·         Expertise and substantial experience of safeguarding and child rights in an international development setting.

·         Knowledge and understanding of safe and meaningful participation and engagement of children and young people and a deep understanding of safeguarding and protection issues that may arise.

·         Expertise, technical knowledge and substantial experience in responding to issues, breaches, investigation and case management.

·         Experience working with at-risk children.

·         Experience at providing advice and developing and delivering training on keeping children and young people safe on a diverse range of issues and to a diverse audience.

·         Understanding of safeguarding standards within the sector (e.g. Keeping Children Safe Coalition standards).

·         Excellent conceptual understanding of the organizational risks associated with keeping children and young people safe and protected.

·         Knowledge of human rights, child rights, inclusion and gender equality.

·         Knowledge and/or experience of child and Youth Safeguarding programming and/or child protection in emergency interventions a significant bonus.

·         Knowledge and use of different learning modalities to design and deliver blended learning techniques.

·         Knowledge of risk assessment approaches.
