We are, one of the world’s largest humanitarian international Non-Governmental organizations, providing relief, rehabilitation and development support to vulnerable people and communities over 30 countries. We began work in Ethiopia in 2000 in response to severe drought in Ethiopia’s Somali region and are currently providing assistance to Ethiopians and refugees in six regions in Ethiopia, implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

Job Purpose

IRC, the project lead and consortium partners is seeking for a consortium Senior Consortium Project Manager for a three-year project, “Promoting stability and strengthening basic service delivery for host communities, refugees and other displaced population in Gambella Regional State (GRS) of Ethiopia”, funded by EUTF. This project aims to enhance access to and higher quality of health care services, including sexual and reproductive health and gender based violence services, and trauma healing, and promotion of peace-building, conflict prevention and reconciliation for host communities, refugees and other displaced people in GRS. Under this project, IRC is leading agency to manage the consortium project and activities will carried out by partners (ZOA and OSSHD) and intervenes in public service provision across the two sectors (health, and peace-building).

The Senior Consortium Project Manager will be responsible for the overall coordination and management of the EUTF funded project and serve as the consortium focal point. The Senior Consortium Project Manager will ensure quality program implementation, including providing strategic guidance to consortium staff and being responsible for budget management, performance management, M&E, partnership management, and relationships with external actors including government authorities, humanitarian working groups, and project partners. S/he will be responsible for maintaining regular contact with all consortium partners and the donor and will be acting a lead focal point for the project’s governance various bodies (steering committee, technical working group and others) and supervising programming quality and accountability to beneficiaries, and taking the lead on all external partners’ engagement.

S/he will report to the IRC’s Gambella Field Coordinator (FC) and will receive technical guidance from an in-country Assistant health Coordinator/Health Coordinator Addis IRC’s Health Technical Unit.

 Key Job functions/responsibilities:

Coordinate consortium partners for implementation of the project

  • Supervises the project activities implementation to ensure successful achievement of project goals and targets, spending on time and budget, and other partners (donor, project partners) commitments
  • Establish and reinforce common understanding across consortium partners on project goals, components, and implementation methodologies, including MEAL approaches
  • Together with the consortium partners managers, plan the various stages of project implementation & set the direction by prioritizing and organizing activities and resources to achieve project objectives

Provide overall leadership and coordination for the Consortium partners and project

  • Organize and report the project implementation and progress to the project governance (Steering Committee and others), including organizing regular meetings, developing ways of working, providing periodic regular updates, information, and briefings for decision-making on critical/top-line issues, raising challenges, etc.
  • Coordinate development & implementation of strategies for cross cutting themes (capacity building, gender equality, and peace-building) for the program
  • Maintain open and effective communication amongst the consortium and project team members.
  • In collaboration with consortium partners, coordinates the development and timely preparation/submission of governmental and donor reports.
  • In coordination the consortium partners, develop, review, and supervises the project’s annual work and performance plans to ensure long-term and short-term priorities are on track.
  • Coordinate the project partner in project’s supplies procurement and forecasting and distribution

Complete and coordinate external representation and advocacy

  • Act as a focal point for external representation with a variety of partners (donors, government officials, regional level cluster, other consortia and NGOs)
  • Coordinate with project governance bodies (SC/TWG) for external representation as vital, creating engagement plan and providing regular updates and feedback
  • Ensure that donor communications and visibility requirements are being met

Ensure quality of programming and accountabilities

  • Promote harmonization of approaches and methodologies across all consortium partners and implementation of them
  • Be responsible for and supervises the work of consortium and implementing partners, ensuring that technical quality and standards are considered and respected during the project implementation
  • Ensure a macro-level view of consortium activities to advise on, and flag any issues with program quality

Other tasks as required

  • Advising on the responsiveness of activities to humanitarian and development needs
  • Ensure, by use of the project’s monitoring tools that global norms and national standards guiding development interventions are respected
  • Leading by example as an active contributor to advancing the project’s consortium partners & donor’s gender mainstreaming efforts and gender equitable approach throughout programming undertaken with partners and teams working on partnerships
  • Accomplish other duties as assigned by the lead organization and immediate supervisor

Job Requirements

  • You have strong communication; networking and representation skills and you can collaborate with government officials and lead dialogue and negotiation
  • MA/MSc equivalent in Health (MPH), Social Science, developmental studies, development study, or another related field of studies,
  • Minimum of 8/10 years of professional work experience for MA and BA respectively.
  • You are known for your management and coordination skills (project management in consortium, country projects, multicultural technical teams, etc.).
  • In your past positions, you had to translate analysis and evaluation into operational planning and strategy.
  • You have excellent written and oral communications skills, and you have advanced knowledge of donors’ guidelines and procedures.
  • You are fluent (written and spoken) in English and local language
