 Job Summary

Responsible to supporting FH Ethiopia programs by participating in budget reviews, grant management, preparing and analyzing different financial reports for donors in a timely and accurate manner. Expected to ensure the financial transactions recording and internal controls are in compliance with FH Ethiopia financial management policies and procedures, Generally Accepted Accounting Principles (GAAP) and IPSAS, donors’ rules and regulations, and other legal requirements. Required to highly participate in the staffs and sub recipient’s capacity building activity by performing monitoring and assessment, accordingly supporting improvement plan implementation for any gap identified during assessment and /or monitoring.

Principal Responsibilities

Key Result #1 – Business Development, Proposal and Budget.

  1. Thoroughly review all Donor contracts, at the country program level and flag any issues or points to note for supervisor, programs staffs and HQ grant team.
  2. Ensure all due diligence on all successful and approved grants by establishing a tracking google file.
  3. Review proposal budgets and awarded grant budget and its shared cost as per the FH policy and donor requirement.
  4. The position holder should review working budgets prepared by the Programs and ensure with finance staff only approved budgets are uploaded to the finance system.
  5. Required to highly support the sub-recipients to develop budgets for new proposals and annual base.
  6. Ensure that all contractual terms of grants and subcontracts (including reporting formats, timeline and supporting documentation) are compiled at required level.
  7. Ensure the collection of all required information and documentation accurateness on agreements of Sub-recipients with donor policies and procedures.
  8. Ensure that grant recipients comply with the terms and conditions of the grant agreements.
  9. Set standards and use of proper tools to oversee the grant implementation, modification, and close-out processes, ensuring compliance with donor policies and procedures;

Key Result #2- Grant Management

1.     Set standards for reviewing financial liquidations for compliance considerations, and ensure clear and concise notes for corrections needed.

2.     Maintain and update grant and contract documents and files.

3.     Required highly to contribute to the development and revision of an Ethiopia country office grants management manual, materials and resources.

4.     Administer the grants according to criteria and guidelines set forth by donor agencies, stated in the contract, grant agreement.

5.     Providing financial and compliance capacity strengthening as needed for program & implementing partners.

6.     Ensure auditable records of all FHE grants and sub-grantees are timely and fully archived.

7.     In consultation with his/her supervisor, collaborate with program staff to assist in developing and revising mechanisms for making payments and monitoring/reporting financial performance of sub-grantees.

8.     Follow-up contribution and recording of identified cost share expenses with sub-grantees.

9. Conduct assessments of subrecipients’ financial capacities in collaboration with program staff when required.

10. Clarify and enforce FH’s sub-recipient forecasting, funding, and reporting requirements

Key Result #3   Grant Closure & Auditing

1.     Make sure and work on clearing of any outstanding Advance on vender, partner advance, per the grant closures checklist before the grant is closed.

2.     Highly participates in issuing final financial reports in an accurate and timely manner for auditor & donor.

3.     Work closely with program staff during project close out and ensure the grant closure process is according to donor agencies regulations.

4.     The position holder is responsible for facilitating donor audit for each assigned grant per donor requirement.

5.     Support, coordinate and oversee expenditure verifications for local stator audit.

6.     Ensure grant and subcontracts are audited as per the donor rules and regulations, work on the key findings /points are to be addressed.

Key Result # 4- Working with Sub Recipients and their Capacity Building.

1.     Highly participate and organize the necessary department personnel on partners capacity assessment.

2.     Support the subrecipient to Prepare advance request as per the cash forecast and DIP /Detail implementation plan.

3.     Review the cash forecast prepared together with finance staff to ascertain its accuracy.

4.     Work with the subrecipients finance team to respond on questioned /disallowed costs and to resolve all in a timely manner.

5.     Providing ongoing guidance to subrecipients on financial compliance, control, reporting and other compliance standards.

6.     Perform capacity building activity after monitoring and assessment conducted and required to support in improvement plan development and its implementation for any gap identified during capacity assessment and /or monitoring.

7. In consultation with his/her supervisor, perform regular support visits to ensure subrecipients’ performance becomes towards the required level.

⮚        Computer literacy included demonstrated proficiency with Outlook, Work, Excel and off the shelf accounting software, preferably QuickBooks

⮚        Willingness to travel in-country as required.

⮚        Demonstrated strengths in relationship management; able to work with diverse groups of people in multicultural, team-oriented environment

⮚        Skilled in influencing and obtaining cooperation of individuals.

⮚         Have Able to analyze and problem-solving skills and Utilize skills in conflict management.

⮚        Able to pick up and assimilate relevant information quickly and easily.

⮚        Actively participate in a team. Encourages cooperation.

⮚        Able to communicate information and ideas clearly and articulately both in oral and written form.

⮚        Able to achieve results in a quality, timely, and cost-effective way.

Experience

⮚        At least four years Relevant experience in grants management and financial/operational NGO environment is preferred.

Education/Certifications

⮚        Must have a degree in Accounting and finance, project management field from a recognized and certified institution or university. Having CPA, ACCA or Master degree has an added value

Distinguishing Competencies

⮚        Substantial experience implementing USAID, UN, EU, OFDA, IOM and other restricted private donors – regulations and procedures and excellent in report preparation strongly preferred.

⮚        Must have a proven knowledge of Generally Accepted Accounting Principles and IPSAS

⮚        Excellent organizational, coordination, communication and interpersonal relationship skills required.

⮚        Experience working with and providing technical assistance and training to Subgrantees preferred.

⮚        Computer literacy and advanced knowledge of Excel, Ms.-Word; experience in accounting packages is advantageous.

⮚        Sound experience in auditing

⮚        Fluency in English and Amharic (written and spoken)

Language

Proficiency in spoken and written Amharic and English required;
