Position:                             Senior Humanitarian Program Manager

Duty Station:                     Addis Ababa

Duration of Contract:      One-year contract, Renewable (with 60 working days probation period)

Job Summary

This position plays a key role in promoting the holistic ministry of FH-Ethiopia (FHE) through the framework of “FH Heartbeat”. Responsible for the overall program management and administration, quality program implementation of current ongoing emergency and recovery projects, working closely with NHPD while providing managerial and technical support to the Emergency Response Managers/Coordinators, staff of FHE and Implementing Partners. He/she provides both technical and managerial oversights to those emergency and recovery projects’ activities as well as increasing funding portfolio through doing assessments, proposal development, networking, and fundraising and managing donor relations, ensuring that the NHPD strategy carried out properly and effectively in alignment to the country strategy and Global RHA policy/guideline. Promote this position to a second in charge for the national humanitarian program if the necessary minimum requirements fulfilled in the near future.

Principal Responsibilities

Key Result #1 – Provide overall leadership and management to Humanitarian Projects fall in his/her portfolio

1. Oversee and directly support the implementation of emergency and recovery projects under his/her portfolio reflecting donor requirements and ensuring projects aligned to the FH Ethiopia Country Strategy and Core Humanitarian Standards.

2. Coordinate and direct project planning processes to ensure overall integration of projects, proper understanding of project goals, objectives and intermediary results, and engagement and buy-in of all key stakeholders.

3. In collaboration with the respective project Emergency Response Managers and Coordinators, ensures complete, timely and accurate documentation for all projects, including annual fiscal and narrative reports.

4. Guides the MEL and the emergency response managers/coordinators in active monitoring and evaluation of all projects, ensuring adequate monitoring, reviewing progress, reviewing beneficiary feedback, identifying corrective actions required and capturing learnings and ensures adjustments made to improve program quality and effectiveness.

5. Provides general oversight and guidance to effective project cycle management.

6. Takes a lead in establishing agreements and protocols with all technical partners (government line offices) for emergency and recovery projects.

7. Supports the WFP, DRA, UNFPA & other emerging donors projects’ Emergency Response Managers/Coordinators.

8. Ensure the preparation and timely submission of quality project reports in accordance with required reporting formats.

9. Provide support to NHPD in partner capacity assessments and developments, especially in areas where projects implemented through partners.

10. Maintain close and smooth communications with the support departments to strengthen functional collaboration.

Key Result #2- Staff and Financial Management of Emergency & Recovery Projects

1. Ensures that an effective utilization of budgets and other resources are in place through regular monitoring and carryout budget revision as deemed necessary in Emergency & Recovery (E&R) projects. This includes regular monitoring of cash flow, the timing of cash forecasts, and liquidation report preparation in coordination with the finance department.

2. Make sure that the budgets and activity plans for E&R projects are planned based on approved annual resource allocation and specific donor requirements;

3. Provide project budgetary oversight and supervision ensuring that all planned activities, outputs and impacts achieved over the life of each project.

4. Leads and manages staff ensuring clarity over humanitarian program strategy, plans and priorities, providing supervision, guidance and mentoring, encouraging effective teamwork and inclusiveness and building a team spirit through regular meetings and events for E&R teams.

5. Provides management support to direct reports in their management of others, and the implementation of objectives, work plans and budgets.

6. Provides spiritual leadership support to direct reports and other staff where appropriate.

7. Contributes to developing and modeling a team culture characterized by a shared vision, commitment and mutual accountability that reflects FH’s Heartbeat

8. Supports and participates in staff recruitment, induction and training as required.

Key Result #3- Program Quality Assurance 

1. Ensures project implementation based on Gantt chart and appropriate use of financial resources, including progress monitoring against project goal;

2. Ensures project implementation in order to meet with the changes and address the needs and priority of our impact groups for better results, learning opportunity, empowerment, and sustainability through developing standard quality guidelines for input provision, training, reports, and planning in partnership with the E&R managers, coordinators and field team;

3. Makes sure that project impacts, encountered problems and proposed solutions were identified and documented for future use;

4. In collaboration with the E&R managers/coordinators, ensures all project (long term and short term) objectives are on the right track/meeting the expected results, and minimum humanitarian principles and standards;

5. Creates structured opportunities to encourage learning and creativity among staff, ensuring internal and external evaluations and reviews are undertaken as appropriate in E&R projects. Ensure recommendations implemented and learning shared across the wider team for consistent improvements.

Key Result # 4- Other Activities 

1. Assist the National Humanitarian Program Director & Deputy Director in overall management of NHPD Program and perform other tasks as appropriate and assigned by the supervisor, and in the absence of the deputy and director will be a primary delegate to take over responsibilities.

2. Assist the NHPD director and deputy director in providing strategic direction of Ethiopia Humanitarian Programs’ implementation and foster program integration in line with existing Response & Recovery Plan, Corporate Strategy, Heartbeat as well as Humanitarian Guideline/Policy;

3. Promote coordination and appropriate joint working relationship between E&R Managers/Coordinators and the support departments staff to ensure maximum synergy, impact, influence and scale up of the program;

Develop sound working relationship with the concerned regional and national government bodies with matters that pertain to E&R projects;

⮚Encourages compliance of Safety and Security principles and policies of the organization by all staffs;

⮚Takes the leadership in the management of Safety and Security in the Head Office and Projects.  This includes identifying factors that increase risk, finding ways to reduce risk and planning ahead;

⮚Ensuring that all employees, local/foreign interns, as well as external consultants submit an updated Record of Emergency Data to their travels out of their base stations to accomplish FHE’s mission.

Job Requirements

Education/Certifications

  • Master’s Degree in Project management, Disaster Management, Rural Development or other fields relevant to emergency, recovery and development.

Experience

  • Ten years of work experience with an International Non-Governmental Organization or other international organization in a relevant field, preferably at managerial level or equivalent combination of education and experience.

Distinguishing Competencies

⮚Highly developed leadership, influencing and communication skills, and demonstrable capability in relationship building at all levels.

⮚Proven budget management experience coupled with experience in implementing and working in accordance with corporate structures, policies and practices.

Language

⮚   Proficiency in both spoken and written English; ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. He/ She has the ability to write reports, business correspondence, and procedure manuals.
