Brief description of the project/ unit

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German public-benefit federal enterprise. The Project “Support to the Transitional Justice Process in Ethiopia” (S2TJ) is accompanying the transitional justice process (TJ), that has been initiated by the Ethiopian Government. This process is an essential element in the national peace process to secure reconciliation and long-lasting and sustainable peace. The project aims at advising and strengthening key government institutions as well as Civil Society Organisations to ensure that the TJ process is conducted in an inclusive, gender responsive, survivor and victim-centered manner and according to international human rights standards.

One project output focuses on advising relevant Government Institutions. The Ministry of Justice (MoJ) is the main political partner of the project. The MoJ is mandated to coordinate and oversee the TJ process, as well as to establish the foreseen TJ institutions. The federal supreme court will play an important role in ensuring legal accountability in this process. As senior policy adviser you will be closely working with the MoJ, the federal supreme court and other relevant line ministries to support the objectives of the S2TJ project.

 

Responsibilities and Duties

  • You provide advisory services to the MoJ and other relevant state institutions on the TJ process to ensure it is gender responsive, victim centred and in line with continental and international human rights standards.
  • You advise other relevant government institutions that are mentioned in the Ethiopian TJ policy, such as Ministry of Women, Ministry of Peace and Ethiopian Human Rights Commission.
  • You advise the federal supreme court in TJ-relevant processes to ensure compliance with international human rights standards.
  • You provide advice and technical inputs as required to further implementing partners of the project.
  • You build a bridge between the S2TJ project and the relevant government institutions by facilitating strategic partnerships and information sharing.
  • You support programme management, operational planning and implementation of programme activities with relation to state institutions in the TJ process.
  • You support the programme management by representing the project to the national and international partners.
  • You support the design and set up of the S2TJ Programme to maximize the support to an inclusive transitional justice process.
  • You analyse and monitor the proposed legal frameworks for the TJ process.
  • You provide strategic guidance and process advice to the project and its partners on how to monitor the implementation of the transitional justice policy.
  • You provide technical inputs and proposals for the institutional design of the proposed new institutions of the transitional justice process, such as the foreseen truth commission.
  • You conceptualise and elaborate training materials on transitional justice to create awareness and build capacity in public institutions on this topic.
  • In consultation with the project management, you use your contacts for both to act as a point of liaison for all involved government institutions and implementing partners and to strengthen alliances and cooperation arrangements on behalf of the S2TJ project.
  • Any other tasks that arise as the transitional justice process and the S2TJ project are conducted.

About You

Qualifications

  • Completed university studies in the field of law, human rights law, international humanitarian law, Peace and Conflict studies and related fields, a PhD is an advantage.
  • Profound knowledge on the concept of transitional justice, good practices from other countries and how to implement it in the Ethiopian Context.
  • Profound proven knowledge on human rights and international humanitarian law.
  • Sound knowledge the Ethiopian justice system and the new institutions that are going to be set up during the transitional justice process.
  • International work or study experience is an asset

Professional experience

  • 10 years of relevant working experience in the field of transitional justice.
  • Proven experience of working in relevant government institutions, preferably the Ministry of Justice.
  • Proven experience in advising government institutions on politically sensitive subjects. Experience with the development of training materials for relevant public institutions
  • Experience with technical cooperation programmes or international organisations is an asset.

Other knowledge, additional competencies

  • Proven ability to think and act strategically, conceptually, and analytically.
  • Strong advisory skills in sensitive political contexts.
  • Cooperation, communication and networking ability.
  • Strong commitment, team spirit, reliability, conflict sensitivity, gender competence and intercultural competence.
  • Strong written skills in English.
  • Fluent in English and Amharic, both oral and in writing. Fluency in other Ethiopian languages is an advantage.
