The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2019, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is undergoing institutional reform to enhance its credibility and capacity and conduct free, impartial, and credible elections. Through the support of the United Nations Development Program (UNDP), NEBE has contracted ABH Partners to provide human resource recruitment and management services.

Accordingly, ABH partners would like to invite applicants who meet the below requirements to apply for the position of Senior Procurement Expert. 

The Senior Procurement officer assists and helps the procurement manager in carrying out procurement activities on the basis of competitive bidding and ensures that the items meet the basic procurement principles. The procurement officer will also ensure the procurement process is carried out in accordance with the government procurement procedures and manuals and will give advice to all implementing bodies to ensure that procurement is carried out according to Government guidelines and procedures.

Reports to: Procurement Manager

Duty station: NEBE Head Quarter, Addis Ababa

Duration: 12 months with a possibility of extension

Salary:  Attractive (Non Civil Service Scale)

Expected Start Date: Immediately after obtaining the contract

Major Responsibilities

·         Initiate procurement requirements by different sections of NEBE and prepare Annual Procurement Plans in consultation with the concerned bodies;

·         Provide procurement related technical support;

·         Following the Government Standard Bidding Documents, prepare specifications of purchase requests and prepare bid documents;

·         Float tender and collect bid documents and prepare relevant paper work for evaluation by evaluation Committee;

·         Coordinate Evaluation Committee meetings, if necessary participate in tender evaluation and negotiation process and prepare evaluation reports and minutes;

·         Prepare contract agreements for signature;

·         Complete and forward purchase orders or contracts to suppliers or consultants; negotiate and follow-up as required;

·         Receive bid bond, proforma invoice and performance bond and ensure their validity and timely release;

·         Follow-up all necessary process of the National /Commercial Bank of Ethiopia including applying for foreign exchange, Letter of Credit, shipping document etc.

·         Establish Procurement tracking system and monitor procurement activities including dispatch of procurement documents; short-landings, damages and necessary arrangements for insurance;

·         Insure timely receipt of Invoices, reports and goods;

·         Develop, install and maintain reporting system for procurement of goods and services;

·         Prepare periodic status reports on the procurement of goods and services under the section for submittal to Procurement Manager;

·         Responsible for developing and reviewing NEBE’s procurement strategy, policy and standards;

·         Coordinating bid analysis according to the procurement policies;

·         Develop, monitor and execute a Procurement Plan; Monitor vendor performance and track completion of deliverables;

·         Support on other tasks when required and any other related tasks assigned by line manager;

Job Requirements

·         BA/MA in purchasing and supply management; logistics and supply chain management, Business administration, Marketing, or related fields

·         At least 6/4 years direct experience in procurement activities

·         Proven familiarity with government procurement manuals and the ability to interpret procurement policies.

·         Strong capability of communication on the subject matter

·         Advanced knowledge of MS application such as Excel, word etc.

·         Energetic and willing to learn.

·         Good time management and organizational skills.

·         Ability to show initiative, good judgment, and resourcefulness;

·         The ability to remain highly organized while handling multiple tasks under tight deadlines;

·         Demonstrate excellent reporting and document handling skills as well as communication skill;

·         Willingness to adhere to all principles of confidentiality and handles sensitive issues and address inclusion matters with integrity

·         Ability to show initiative, good judgment, and resourcefulness;

·         Strong communication (spoken and written) skills and ability to articulate ideas in a clear, concise style

·         Fluency in English required.
