ROLE PURPOSE:

Background:  Save the Children is currently implementing USAID funded projects in six regions, its launched in 2015, USAID’s Building the Potential of Youth Activity (POTENTIAL) is a five-year USAID-funded demographic opportunity activity that promotes prospects for young Ethiopians to positively contribute to the betterment of the society.

Primary Purpose of the Position: Ensuring the smooth implementation, technical supervision, sound budgetary management, and close out of the USAID’s Building the Potential of Youth Activity through coordination at Addis level.

SCOPE OF ROLE:

The Snr Program Manager will oversee the overall coordination and implementation of the USAID’s Building the Potential of Youth Activity requires considerable coordination and facilitation at the country office level in terms of overall activity implementation, logistics & procurement, budget management, and regional and head office technical assistance. In addition, this role will be central in keeping track of the deliverables of the projects and that technical specialist providing the necessary support. Also, the Snr Program Manager ensures that the project keeps in line with the overall response strategy of Save the Children and the government coordinated response.

Reports to: Acting Chief of Party – POTENTIAL

Staff directly reporting to this post: Six technical specialists

KEY AREAS OF ACCOUNTABILITY:

Program implementation

·      Oversight and manage the program operation in 6 regions

·      Lead and develop program technical strategy to address program needs

·      Monitor and analyses project implementation and report on progress, learnings and issues to be address

·      Lead and manage technical support provided to different government ministries and, TVET institutes and universities

·      Design the program components based on the expected outcomes, target beneficiaries cultural and economic conditions.

·      Manage smooth and effective partnership with donors, local organizations and privet sector partners

·      Ensure potential risks are identified and in place proper strategy to address risks

·      Support proper learning and knowledge management system design

·      Develop program strategies for successful implementation of program objectives.

·      Track monthly program expenditures and review financial status

·      Develop program and financial update for CoP and country level SMT

·      and follow up individual performance

·      Follow effective and timely management of poor performance, organizing and deliver mentoring sessions for future improvement

·      Develop staffs job descriptions and provide guidance on appropriate implementation

·      Managing the overall program and expectations from government, privet sectors, local and international NGO’s, TVETs, Universities and Donor partnerships.

·      Directly manage 6 technical staffs and follow up with five regional managers working with 120 staffs in regional and woreda level

Reporting and MEAL

·      Contribute to the development and documentation of best practices and their dissemination to a variety of internal and external audiences.

·      Coordinate the data input and co-responsible for report writing for all narrative and program data reporting requirements,

·      Ensure partners deliver timely and all have a joint and consistent indicator.

Job Requirements

In order to be successful you will bring/have:

 

  • At least first Degree in development studies, social or developmental psychology related field relevant to Save the Children’s program themes/sectors.
  • Minimum of 10 years of people management experiences, in specifically in youth livelihoods with an INGO.  Out of which minimum 5 years’ experience of national livelihoods project management
  • Experience managing USAID funded projects.
  • Expertise in joint (multiple actor) program operations, of multiple grants management and project
  • planning and coordination.
  • Excellent analytical writing skills in English.
  • Strong interpersonal communication skills and experience in managing diverse teams of national and international staff are a prerequisite.
  • Ability to take personal responsibility for completing tasks to a high standard and to meet         deadlines.
  • Willingness to work flexibly and professionally in a dynamic and fast-moving environment.
  • Ability to work in a challenging work environment with minimal direct supervision.
  • Functioning language is English, fluency in local language an advantage.
