Job Summary:

As a member of the JEOP team, you will support to a range of program design and implementation issues in the area of ICT4D and will monitor and report on all project activities in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.

Job Responsibilities:

  1. Support the development and contribute to the implementation of agency-wide strategies, standards, tools and best practices in ICT4D Programming that effectively engage partners, donors, and governments.
  2. Support capacity strengthening initiatives in ICT4D programming for JEOP staff and partner through helping develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, and coaching.
  3. Utilize appropriate Information Communication Technology for Monitoring, Evaluation, Accountability and Learning tools to track program performance innovatively using dashboard, regular data analysis, and undertake regular data quality assessments work closely with partner organizations to identify and implement the recommendations and improve the data collection and management systems.
  4. Design custom reports and dashboards for different project activities to show the progress of the activities as well as the completed once.
  5. Contribute to, and in some cases lead, the development of the technical design for proposals.  Support the process of preparation, design, submission and approval of project concepts and full-fledged proposals. As needed, act as a technical writer on proposal development teams. Advise project teams on integrating donor strategies, priorities and technical requirements into CRS’ approach.
  6. Conduct data cleaning process to ensure that all data is of highest quality. Ensure electronic data collection is carried out in a quality, timely and complete manner. Provide protocol for data audit to JEOP managers and ensure it is conducted and documented properly.
  7. Manage the JEOP webpage, once launched, on the CRS intranet (soon to be relaunched as My CRS), serve as the content manager and work with COP and DCOPs to keep the page up to date.
  8. Support accountability through coordinating project evaluation activities and assisting partners in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with CRS staff and local partner(s) to prepare reports per established reporting schedule.
  9. Manage device requirements for the project and maintain inventory of all devices and other equipment purchased by the project.

Job Requirements

Typical Background, Experience & Requirements:

Education and Experience

  • BSC Degree in Information technology with specialty in database design database management or related field.
  • Knowledge of technical principles and concepts in ICT4D. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
  • Knowledge of capacity strengthening best practices.
  • Experience with program monitoring and evaluation and analysis.
  • Certification in advanced database design, management and deployment (Microsoft Technology Associate) is an added advantage.
  • At least 4 years minimum experience working with relational database systems such as SQL, PostgreSQL, MSSQL or Oracle and a good working knowledge of SQL.
  • Demonstrated experience in development and administration of a database.
  • Proficiency in using MS PowerBI and other visualization software is an added advantage.
